      "[FullRow]Condition": "This permit is issued for 670 square feet of filling in wetlands and 1,020 square feet of filling in wetland buffers for the purpose of constructing a culverted access driveway.  This permit is also issued for the restoration of approximately 10,135 square feet of wetlands and/or buffers on site. There must be no clearing, filling, or other alteration of wetlands or buffers beyond what is specifically authorized by this wetland alteration permit and depicted on the approved plan(s).  \n\nThere must be no erosion into the portions of the wetlands and/or buffers which have not been permitted to be altered. The sloped embankments of all swales/ditches, access drive, and culvert must be stabilized with native vegetation and/or sod prior to final inspection.\n\n\nAn inspection revealed that clearing has occurred within the wetlands and/or buffer in violation of the County Wetland Ordinance.  To resolve this violation, planting will be required within the altered area.  Planting must be done in accordance with the Volusia County Habitat Planting Guidelines placed with the permit package.  A planting plan, with completed worksheets, list of number and types of plants to be used, and diagram of where they will be installed, must be submitted and approved within fourteen (14) days of issuance of this permit.  Planting must be completed prior to the final wetland inspection for this permit.\n\nPlanted materials must be monitored and replaced as necessary to assure a survival rate of eighty (80) percent for a minimum of three (3) years.\n\nAn after-the-fact fee has been assessed for work begun prior to issuance of this wetland alteration permit.\nIssuance of a Volusia County permit does not relieve you from the responsibility to obtain and abide by any other permits that may be required by other agencies (which include, but are not limited to, the Florida Department of Environmental Protection, St. Johns River Water Management District, and U.S. Army Corps of Engineers).  Any environmental easement must be protected and not disturbed.\n\nAll general and specific conditions contained in the U.S. Army Corps of Engineers, Florida Department of Environmental Protection, and St. Johns River Water Management District permit(s) and/or consent order(s) are also conditions of this permit.\n\nPlease call for a final wetland inspection when the work has been completed on site, at (386) 736 5927.  Thank you.\n\nPursuant to Florida State Statute 125.022, subsection (6): Issuance of a development permit or development order by a county does not in any way create any rights on the part of the applicant to obtain a permit from a state or federal agency and does not create any liability on the part of the county for issuance of the permit if the applicant fails to obtain requisite approvals or fulfill the obligations imposed by a state or federal agency or undertakes actions that result in a violation of state or federal law.\n\nZoning staff did not review any existing structures or site improvements located on the property for compliance with applicable zoning, building, fire and life safety regulations. However, this current zoning permit review does not exempt the property owner from possible Code Enforcement action for other site improvement(s) not included in this zoning review.\n\nThe setbacks are as follows: Within the R-3 zoning classification: Front Yard – 30 feet and Side Yards – 20 feet combined, minimum of 8 feet on any one side; Within the RC zoning classification: Side yards - 50 feet and Rear Yard - 50 feet.",
