Vehicle Code - VEH 23111. DIVISION 11. RULES OF THE ROAD [21000. - 23336.] CHAPTER 12. Public Offenses [23100. - 23249.50.] ARTICLE 1. Driving Offenses [23100. - 23135.] No person in any vehicle and no pedestrian shall throw or discharge from or upon any road or highway or adjoining area, public or private, any lighted or nonlighted cigarette, cigar, match, or any flaming or glowing substance. This section shall be known as the Paul Buzzo Act. Amended by Stats. 1970, Ch. 1548.
