Job Title: Regional Program Manager

The Regional Program Manager provides senior leadership for all youth programs within an assigned region, ensuring programs are stable, aligned, compliant, and positioned for growth. This role integrates:
Regional operational leadership Strategic plan implementation System and infrastructure oversight External partnerships and referral development Advancement and visibility work Regional Program Managers work as a cohort leadership team while strengthening outcomes for youth, staff, and communities.
The Regional Program Manager has direct reports.
This position is 40 hours per week; FTE 1.0., officing at Brittany's Place in St. Paul, MN
Program Portfolio:
Regional Program Managers oversee the youth shelters, other residential programs, and outreach teams within their assigned geographic region. Responsibilities include, but are not limited to, supporting program leadership; ensuring consistent implementation of organizational standards; and maintaining strong relationships with counties, community partners, and referral networks across the assigned region.
East Metro Region
Programs: Brittany’s Place Shelter (8 beds); Brittany’s Place Transitional Living Programs (10 beds across two sites); and East Metro Youth Outreach Team Counties Served: Anoka, Chisago, Dakota, Hennepin, Isanti, Ramsey, and Washington Duties and Responsibilities include the following. Other duties may be assigned.
Regional Leadership, Strategy & Systems (40%)
The Regional Program Manager is the primary leadership presence for youth programs in their region.
Provide leadership and coaching to Program Managers and regional program leaders
Ensure consistent implementation of organizational strategy, program models, and cultural expectations Lead execution of the organizational strategic plan within the assigned region Monitor and be accountable for regional KPIs, including but not limited to bed day goals, utilization, incidents, staffing stability, compliance, and outcomes Oversee systems and infrastructure within the region, ensuring alignment with organizational standards Identify risks, trends, and system gaps; elevate issues proactively Ensure programs are license-ready, audit-ready, and aligned with internal policies and statutes Maintain strong alignment and collaboration with other regions and organizational priorities This role requires regular onsite presence, relationship-building, and hands-on leadership External Partnership, Referrals, and Regional Growth (40%)
The Regional Program Manager is responsible for keeping programs relevant, utilized, and connected within their region.
Build and sustain strong relationships with counties, CoCs, schools, agencies, and system partners Strengthen referral pipeline and ensure programs meet bed census goals and access goals Serve as a regional ambassador for 180 Degrees, representing the organization with credibility and clarity Identify emerging needs, service gaps, and growth opportunities within the region Collaborate with internal teams to align programming with community demand Support development or refinement of programs to meet evolving system needs Maintain a regional outreach and partnership strategy aligned with organizational goals This work is essential to business operations, sustainability, and mission impact.
Advancement, Visibility, and Storytelling (20%)
In partnership with Advancement, the Regional Program Manager supports long-term sustainability and visibility.
Support donor engagement, site tours, and community events Contribute to storytelling by identifying program successes, youth impact, and staff leadership Support grant compliance and funder site visits within the region Ensure regional visibility aligned with organizational brand and messaging Collaborate on donor recognition and stewardship efforts
Qualifications:
Bachelor’s degree in social work, Human Services, Public Administration, or a related field and 5+ years of experience in social services, youth development, homelessness response, or similar; an associate’s degree and relevant work experience can be substituted on a on a year-for-year basis. 3+ years of supervisory experience, including coaching, staff development, and program leadership. Demonstrated success in community outreach, system partnership, or regional service coordination, includes engaging diverse partners such as counties, schools, or agencies. Experience in program budgeting, bed utilization goals, or contract/grant performance is strongly preferred. Strong relationship-building, communication, and public speaking skills, with experience representing an organization in community or systems-focused settings. Ability to understand and support compliance, licensing, and quality standards related to youth programming or social services. Valid driver’s license and reliable transportation to independently travel across the region.
Essential Competencies:
Master’s degree in social work, Public Administration, Nonprofit Management, or a related field strongly preferred. LSW, LICSW, LPCC, or related preferred
Strong leadership presence with the ability to coach, inspire, and accountability. Skilled relationship-builder who thrives in community-centered work and systems-level engagement. Clear and confident communicator; able to adapt messaging for youth, partners, staff, and funders. Strategic thinker with the ability to identify community needs, gaps, and opportunities. Skilled at developing and delivering branded communications, such as flyers, updates, or outreach reports. Comfortable with outreach activities, including cold calls, site visits, public speaking, and informal networking. Organizational mindset, with experience setting goals, aligning budgets, and meeting performance metrics.
