Phillips 66 & YOU - Together we can fuel the future The Advisor I, Rail Contracting supports commercial rail strategies by executing sourcing activities that deliver competitive rail pricing, and enable safe, reliable, and cost-efficient rail movements. What You’ll Do Develop, negotiate, and manage rail agreements, including freight rates, third-party storage, transloading, and related services. Participate in RFPs with rail carriers: gather business requirements, issue RFPs, analyze responses, and recommend optimal rail service and routing options. Monitor rail market dynamics (pricing, competition, capacity) and align contracting decisions with operational and cost objectives. Act as a business partner to internal stakeholders including operations, aligning rail policies, processes, and standards and resolving railcar movement and supply chain issues. Partner with Accounting and business units to resolve invoice discrepancies, accessorial disputes, and routing issues; validate charges against contracts and TMS and support accruals/variance reviews. Support data collection, reporting, and analysis of rail spend, rates, and performance using Excel, Power BI, and other tools to identify efficiency, and risk mitigation opportunities. Work extended or non-standard hours as needed to support time-sensitive contracting activities, business needs, or service disruptions. Support special projects as needed and lead or support process improvement initiatives related to contracting, rate management, documentation, and data quality. What You’ll Bring – Required Legally authorized to work in the United States Bachelor’s degree or higher Prior work experience (including internships) in logistics, category management, procurement, and/or sourcing Intermediate or greater proficiency in Microsoft Office, with a strong emphasis on Microsoft Excel Willing and able to travel up to 10% of the time What Makes You Stand Out – Preferred Experience with Icertis, SAP, and Transportation Management Systems (TMS) 3+ years of experience in negotiations and contracting, preferably in transportation or logistics Experience working with rail suppliers and contracts, including performance metrics Strong problem-solving skills with the ability to anticipate issues and implement practical solutions Proven ability to manage multiple priorities in a fast-paced environment and meet deadlines Strong organizational, analytical, and communication skills Compensation Range This position has a base salary range of $96,300 to $117,700. At Phillips 66, we are committed to pay transparency and competitive, equitable compensation. Each role is assigned a salary grade with a defined pay range, benchmarked against industry peers. Where a candidate offer falls within the posted range depends on the candidate's experience, skills, and alignment with the role’s requirements. The  Commercial organization   works to effectively leverage assets and market knowledge to create additional value within the risk parameters of the Company. We do this by maximizing general interest profitability, enhancing return on capital employed by successfully partnering with the Refining, Transportation and Marketing functions to ensure Value Chain Integration.   Our truck and rail fleets support our feedstock and distribution operations.  Rail movements are provided via a fleet of more than 10,000 owned and leased rail cars. Truck movements are provided through numerous third-party trucking companies, as well as through our 100 percent-owned subsidiary, Sentinel Transportation LLC.
