This role will serve as the senior technical authority overseeing final design and transition into construction across one of the region’s most complex and high-profile infrastructure initiatives. </span></p>\n<p><br></p>\n<p><span style=\"font-family: Inter, sans-serif; font-size: 12pt\">The Major Projects Programs Manager will guide multidisciplinary consultant teams, establish program-wide technical governance and quality expectations, and support agency leadership in advancing critical transit investments that will shape regional mobility for generations to come.</span> <span style=\"font-family: Inter, sans-serif; font-size: 12pt\">Operating within a highly regulated public-sector environment, this position will serve as a key advisor to agency executives, oversight bodies, regulatory stakeholders, and community partners. font-size: 12pt; font-weight: bold\">Responsibilities &amp; Duties</span> <br></p>\n<p><br></p>\n<ul>\n<li><span style=\"font-family: Inter, sans-serif; font-size: 12pt\">Serve as the senior technical authority and Project Manager for the delivery of complex underground transit infrastructure programs, including tunnels, stations, shafts, systems, utilities, and supporting civil works.</span></li>\n<li><span style=\"font-family: Inter, sans-serif; font-size: 12pt\">Provide executive-level management of engineering services through final design and into construction, ensuring compliance with agency standards, design criteria, applicable codes, and industry best practices.</span></li>\n<li><span style=\"font-family: Inter, sans-serif; font-size: 12pt\">Establish and maintain the program’s technical framework, including design standards, quality management processes, technical governance procedures, and integration protocols across multiple contract packages.</span></li>\n<li><span style=\"font-family: Inter, sans-serif; font-size: 12pt\">Lead, coordinate, and mentor large multidisciplinary consultant teams across civil, structural, geotechnical, architectural, systems, and construction support disciplines.</span></li>\n<li><span style=\"font-family: Inter, sans-serif; font-size: 12pt\">Manage complex internal and external technical interfaces involving utility owners, municipalities, regulatory agencies, adjacent projects, and third-party stakeholders.</span></li>\n<li><span style=\"font-family: Inter, sans-serif; font-size: 12pt\">Identify, evaluate, and mitigate technical, constructability, and integration risks to support informed decision-making throughout all phases of project delivery.</span></li>\n<li><span style=\"font-family: Inter, sans-serif; font-size: 12pt\">Support the development of contract packaging and project delivery strategies, ensuring alignment between design deliverables and delivery methods such as design-bid-build, CM/GC, and design-build.</span></li>\n<li><span style=\"font-family: Inter, sans-serif; font-size: 12pt\">Serve as a key technical advisor to agency leadership, capital program management teams, governing boards, and oversight committees.</span></li>\n<li><span style=\"font-family: Inter, sans-serif; font-size: 12pt\">Represent the program and design team in public-facing environments, including board meetings, interagency coordination forums, stakeholder meetings, and community outreach engagements.</span></li>\n<li><span style=\"font-family: Inter, sans-serif; font-size: 12pt\">Clearly communicate complex engineering issues, tradeoffs, technical recommendations, and program impacts to both technical and non-technical audiences.</span></li>\n<li><span style=\"font-family: Inter, sans-serif; font-size: 12pt\">Support compliance with Federal Transit Administration (FTA) requirements and federal oversight processes, including documentation, management capacity coordination, and regulatory engagement activities.</span></li>\n<li><span style=\"font-family: Inter, sans-serif; font-size: 12pt\">Promote a culture of technical excellence, innovation, collaboration, and accountability consistent with PGH Wong’s mission and long-term vision for infrastructure leadership.</span></li>\n</ul>\n<p><br><span style=\"font-family: Inter, sans-serif; font-size: 12pt; font-weight: bold\">Qualifications &amp; Skills</span> <br></p>\n<ul>\n<li><span style=\"font-family: Inter, sans-serif; font-size: 12pt\">Bachelor’s degree in Engineering or related technical field (required).</span></li>\n<li><span style=\"font-family: Inter, sans-serif; font-size: 12pt\">Professional Engineer (PE) license or equivalent certification required; California licensure preferred or ability to obtain.</span></li>\n<li><span style=\"font-family: Inter, sans-serif; font-size: 12pt\">20+ years of progressive experience leading the design and construction of major underground transit, heavy civil, or complex infrastructure programs.</span></li>\n<li><span style=\"font-family: Inter, sans-serif; font-size: 12pt\">Proven experience leading and managing large multidisciplinary engineering and consultant teams within public-sector capital programs.</span></li>\n<li><span style=\"font-family: Inter, sans-serif; font-size: 12pt\">Demonstrated expertise in underground transit infrastructure within dense urban environments and constrained right-of-way conditions.</span></li>\n<li><span style=\"font-family: Inter, sans-serif; font-size: 12pt\">Strong understanding of systems integration, technical interfaces, utility coordination, and constructability considerations associated with underground transit infrastructure.</span></li>\n<li><span style=\"font-family: Inter, sans-serif; font-size: 12pt\">Extensive knowledge of capital project delivery models, contract packaging approaches, and infrastructure procurement strategies utilized by major transit agencies.</span></li>\n<li><span style=\"font-family: Inter, sans-serif; font-size: 12pt\">Demonstrated ability to operate effectively within complex public-sector governance structures involving agency leadership, governing boards, regulators, oversight entities, and community stakeholders.</span></li>\n<li><span style=\"font-family: Inter, sans-serif;
