    "description": "<h2>Job Description</h2>\n<p><strong>Reports to the Planning Yard Design Section Manager.</strong></p>\n<ul>\n <li>Responsible for the supervision of the 1st shift design team, supporting both 3D and 2D deliverables, for execution of Planning Yard (PY) contract deliverables. Operating under the BIW Business Operating System (BOS), this position ensures delivery of superior Life Cycle Services for multiple DDG 51 ships in the fleet.</li>\n</ul>\n<p><strong> </strong></p>\n<p><strong>Key Responsibilities</strong> <strong>Safety Leadership:</strong></p>\n<ul>\n <li>Promote a culture of proactive safety awareness and accountability across the team.</li>\n <li>Ensure safe workplace conditions and compliance with company safety standards.</li>\n <li>Maintain regular communications with staff as it relates to ergonomic and Ship check safety.<strong> </strong></li>\n</ul>\n<p><strong>Program Execution:</strong></p>\n<ul>\n <li>Oversee execution of the DDG 51 Planning Yard contract, ensuring compliance with all contractual requirements.</li>\n <li>Ensures design tasks are completed to established schedule, cost, and quality parameters.</li>\n <li>Inputs accurate and timely weekly work order status.</li>\n <li>Develops ROM (Rough order of Magnitude) and GAF (Growth Authorization Form) design estimates.</li>\n <li>Processes and verifies employee time accounting records and ensures required LMS trainings are completed ahead of schedule.</li>\n <li>Manage the Plan of the Week (POW) process to ensure schedule fidelity and responsiveness to operational needs.</li>\n <li>Implement corrective actions to address deficiencies and ensure contract deliverables are met.<strong> </strong></li>\n</ul>\n<p><strong>Operational </strong><strong>Management:</strong></p>\n<ul>\n <li>Manage all aspects of BIW Design team activities, including workforce performance, and resource utilization in accordance with BIW Standard Operating Procedures.</li>\n <li>Regularly communicate progress on issues with Design team leadership, including overlapping with 1st shift counterpart and support teams.</li>\n <li>Monitors cost, schedule, and quality metrics to identify employee development opportunities.</li>\n <li>Provide guidance and direction across the team for process, policy and technical issues.</li>\n <li>Work with the Section Manager to evaluate workload requirements.</li>\n <li>Administers the BMDA labor contract.<strong> </strong></li>\n</ul>\n<p><strong>Team Collaboration and Communication:</strong></p>\n<ul>\n <li>Provide leadership and direction to the Design team, supporting day-to-day operations and long-term planning.</li>\n <li>Hold daily, productive musters, utilizing the BOS to elevate any issues through the tiered muster system.</li>\n <li>Develops employee performance evaluations.</li>\n <li>Support development of personnel, staffing plans, and critical skill maintenance.</li>\n <li>Foster collaboration between engineering, design, planning, and external customers.<strong> </strong></li>\n</ul>\n<p><strong>Stakeholder Engagement and Business Development:</strong></p>\n<ul>\n <li>Request and ensure incorporation of stakeholder comments to design products.</li>\n <li>Initiate and support waste and growth initiatives within your team.<strong> </strong></li>\n</ul>\n<p><strong>Continuous Improvement:</strong></p>\n<ul>\n <li>Champion BOS principles and productivity enhancements across the Design floor.</li>\n <li>Leverage A3 root cause analysis and associated corrective action plans for identified design issues.</li>\n</ul>\n<h2>Required/Preferred Education/Training</h2>\n<p><strong>Required:</strong></p>\n<ul>\n <li>Bachelor of Science Degree in technical, business field or 5 years of job-related experience. </li>\n <li>Intermediate to advanced level in Microsoft Office Applications (Word, Excel, Access and Outlook).<strong> </strong></li>\n</ul>\n<p><strong>Preferred:</strong></p>\n<ul>\n <li>AutoCAD training/experience.</li>\n <li>LEAN SIX Sigma training.</li>\n</ul>\n<h2>Required/Preferred Experience</h2>\n<p><strong>Required:</strong></p>\n<ul>\n <li>Ability to communicate effectively (verbal & written) with all levels of the company and customers.</li>\n <li>Excellent organizational and planning skills.</li>\n <li>Proven leadership skills.</li>\n <li>Proven ability to foster a constructive and motivated work environment based on teaming.</li>\n <li>Proven ability to work in a dynamic, fast paced, rapid response technical environment.</li>\n <li>Occasional weekend overtime supervision coverage will be required.</li>\n <li>Occasional travel may be required.</li>\n <li><strong>Ability to obtain Security Clearance.</strong></li>\n <ul>\n  <li>This position requires you to be able to obtain a government security clearance.  You must be a US Citizen for consideration and you must be able to obtain an interim security clearance within the first 45 days of hire.
