Description

Description The Chief Fidelity Officer provides strategic leadership, operational oversight, and organizational direction to ensure the successful execution of all Certified Community Behavioral Health Clinic (CCBHC) requirements. The CCFO is accountable for achieving and sustaining compliance, fidelity, quality outcomes, and performance improvement across all CCBHC domains. This role oversees organizational strategy, financial stewardship, clinical quality, data-driven decision-making, and community partnerships to ensure delivery of high-quality, integrated behavioral health services. Key Responsibilities 1. Leadership & Strategic Direction Align the organization’s strategic plan in alignment with CCBHC certification standards, evidence-based practices, and federal/state requirements. Assist in creating a culture of accountability, innovation, person-centered care, and continuous quality improvement. Provide executive leadership to all CCBHC departments, ensuring integration across operational functions. 2. CCBHC Compliance, Fidelity, & Quality Performance Ensure full compliance with all CCBHC criteria, including: Access and availability standards Required service array Care coordination Evidence-based practices Reporting and performance measurement Oversee implementation of fidelity monitoring for evidence-based programs, ensuring services meet prescribed models and quality benchmarks. Oversee the development and monitoring of Key Performance Indicators (KPIs) tied to CCBHC metrics, including clinical outcomes, patient experience, operational efficiency, and financial performance. Ensure accurate, timely reporting of all CCBHC-required data elements and quality measures to funders and regulatory bodies. 3. Clinical and Operational Excellence Partner with clinical leadership to ensure high-quality clinical care, integrated service delivery, and adherence to professional standards across all programs. Oversee the development and optimization of workflows, staffing models, and service delivery systems that support exceptional care and operational efficiency. Promote the use of data analytics, dashboards, and performance improvement methodologies (e.g., PDSA, Lean, Six Sigma) to drive organizational performance. 4. Financial Stewardship Provide executive oversight of budgeting, financial planning, cost management, and revenue cycle operations of CCBHC services. Ensure compliance with financial standards for federal grants, cost reporting, and reimbursement models. Evaluate opportunities for diversification of funding, grant development, and strategic growth. 5. Community Engagement & Partnerships Build and maintain strategic partnerships with community providers, hospitals, criminal justice systems, schools, and other stakeholders essential to the CCBHC care coordination model. Represent the organization in state and national policy discussions related to behavioral health and CCBHCs. Serve as a liaison with accrediting bodies, community leaders, grants and other entities associated with CCBHC services. 6. Governance Collaborate closely with the CEO, ensuring they have timely, accurate information to make informed decisions. Provide leadership in setting CCBHC goals, evaluating performance, and developing long-term sustainability plans. Ensure strong governance practices, compliance with regulations, and adherence to organizational mission and values. 7. Workforce Leadership Create a supportive, equitable, and mission-driven workplace culture that emphasizes professional development and staff well-being. Oversee recruitment, retention, and performance evaluation of senior leadership team members. Ensure workforce competencies align with CCBHC standards and emerging best practices in behavioral health. Qualifications Education & Experience Master’s degree in behavioral health, healthcare administration, social sciences, public health, public administration, or related field required; doctorate preferred. Minimum 5-7 years of progressive leadership experience in behavioral health, healthcare, or nonprofit management. Demonstrated experience overseeing quality programs, regulatory compliance, or performance improvement in a clinical environment. Experience working with CCBHC models strongly preferred. Knowledge, Skills & Competencies Strong understanding of CCBHC certification criteria, behavioral health clinical operations, integrated care, and population health. Proven ability to lead quality improvement systems, interpret data, evaluate performance, and guide organizational change. Exceptional communication, leadership, and relationship-building skills. Financial acumen with experience managing complex budgets and federal/state reporting requirements. Ability to work effectively with diverse stakeholders, including clinicians, community partners, regulators, and boards. Physical Requirements & Working Conditions Primarily office-based, with occasional travel to satellite locations, community partners, and stakeholder meetings. Ability to work extended hours as necessary to meet organizational and regulatory deadlines.
