BACKGROUND
Baan Dek Foundation (BDF) is a non-profit, non-political and non-religious organization based in Bangkok and Chiang Mai. Our core mission is to provide access to education, health, and social services to the most vulnerable children and their families living in urban slums and construction site camps in Thailand.
Over the last 10+ years, through grassroots work originating in Chiang Mai, Baan Dek Foundation has established key partnerships with construction companies and real estate developers to create sustainable impact in construction site camps, improving the lives and access to basic services of construction workers and their children. Through the Building Social Impact Initiative (BSI) BDF seeks to improve the practices of construction companies toward workers and their children living in camps. To that end, BDF proposes to companies that are members of the BSI Initiative a Framework for action, practical tools, and training. Companies following our training path improve the conditions of workers and their families while simultaneously enhancing their social sustainability, aligning with national and international standards and main sustainability frameworks.
Your Mission
POSITION SUMMARY
Baan Dek Foundation is entering a new phase of growth focused on scaling the Building Social Impact (BSI) Initiative , a multi-stakeholder platform that works with construction companies, public authorities, and civil society actors to improve the living and working conditions of construction workers and their children across Thailand. As the Initiative expands its services, partnerships, and sector influence, BDF seeks to strengthen its operational leadership to ensure effective delivery, quality implementation, and long-term sustainability of the platform.
Deputy Director of Systemic Impact will serve as the operational lead for the BSI Initiative, translating the strategic vision into effective execution across teams, partners, and service delivery. Working closely with the Director of Systemic Impact, the Deputy Director will oversee the coordination of BSI services, partnerships, data systems, and operational processes, ensuring that the Initiative delivers high-quality programs, generates credible evidence of impact, and supports the broader goal of driving systemic change in the construction sector.
This position will work within the Systemic Impact department at BDF, under the direct supervision of the Director of Systemic Impact, based in Bangkok, Thailand. The role will collaborate closely with teams across Bangkok and Chiang Mai, as well as with private sector partners, research institutions, and public stakeholders, to support the effective implementation and scaling of the BSI Initiative.

The main responsibilities of the Employee and will include, but are not restricted to the following:
Reporting to: Director of Systemic Impact
Direct Reports: Heads of 6 Functional Units (Training, Advocacy, Private Sector, Research/M&E, Social Innovation, IT)
1. Role Purpose The Deputy Director of Systemic Impact serves as the Chief of Operations (COO) /Senior Manager for the Building Social Impact (BSI) Initiative. This role is responsible for translating the Director’s strategic vision into execution, ensuring that the six functional units operate cohesively to deliver high-quality services, rigorous research, and effective advocacy.
Key mandates include managing day-to-day operations, in collaboration with the Impact Director, overseeing the transition to a Social Enterprise (SE) operational model, and ensuring the on-time delivery of the digital ecosystem (SAT 2.0).
2. Operational Leadership & Team Management (The "COO" Role) Direct Supervision Provide direct management and mentorship to the Heads of the Product and Knowledge Cluster (Research/M&E, Social Innovation, IT). The Director of Systemic Impact will continue to line manage the Advocacy Coordinator and the Engagement Officer, ensuring strong strategic alignment and coherence between sector influence, partnerships, and overall BSI positioning.
Integration Ensure seamless collaboration across all functional areas (e.g., Research informing Advocacy, Social Innovation shaping product development, and IT delivering enabling digital solutions aligned with strategic priorities).
Resource Allocation Oversee workload distribution and capacity planning across the clusters to ensure that annual plans, timelines, and budgets are delivered efficiently and sustainably.
3. Commercial Operations & Service Delivery (For SE Transition) Service Excellence Oversee the end-to-end delivery of BSI services (Training, Certification exploration, Consultancy), ensuring they meet professional standards and client satisfaction
Revenue Operations Work with the Private Sector Engagement Unit to operationalize the Membership & Fee Model,
Scalability Develop standard operating procedures (SOPs) for all services to allow for efficient scaling as the client base grows to 45+ companies
4. Digital Product & Innovation Management Product Delivery Act as the Project Director for the development of SAT 2.0 ( Community self-assessment tool ) and other digital tools. Supervise the IT and Social Innovation Units to ensure platforms are user-friendly, data-secure, and launched on schedule
Data Systems Oversee the Social Innovation Unit (acting as Product Owners) to translate user feedback into technical requirements for the IT team
5. Research Pipeline & Quality Control Research Management Manage the production pipeline of the Research, Program Quality and M&E Unit . Ensure that research projects (e.g., Online Platform Study, Impact Reports) are delivered on time and within budget
Quality Assurance Act as the primary gatekeeper for quality, reviewing technical reports, standard specifications, and advocacy briefs before they are submitted to the Director for final strategic approval
6. Financial & Risk Management Budget Control Oversee the operational budget for all BSI activities, tracking expenditure against grants and revenue targets
Risk Management Identify operational risks (e.g., data privacy breaches, service delivery failures) and implement mitigation strategies.
7. Strategic Support to Director Representation Represent BSI in operational-level working groups and technical committees
Reporting Synthesize performance data from all units into executive dashboards for the Director to use in Board meetings and high-level partner engagements
Your Profile
Qualifications:
Nationality: Thai national or native Thai speaker with professional-level English fluency (C1 Level or above).
Language requirements: Excellent command of Thai and English, both written and spoken, with the ability to proofread and present confidently in both languages.
Education/ Experience:
Studies: Master of Public Policy (MPP), Master of Public Administration (MPA) or an MBA with focus on sustainability or related with sustainability or social development.
Experience:
10–15 years of experience in program leadership, sustainability initiatives, social impact platforms, or sector-wide change programs.
Experience working with private sector actors, industry associations, government agencies, and research partners, and demonstrated experience in impact measurement, MEL, ESG frameworks/reporting, Human Rights Due Diligence, social sustainability, or public–private partnerships.
Technical skills:
Strong operational and program management capabilities, including strategic planning, delivery oversight, and coordination of multidisciplinary teams and external partners. Proven people management skills with the ability to lead, mentor, and develop diverse teams while ensuring accountability and high performance.
Ability to oversee data systems, monitoring frameworks, and operational dashboards to track performance, generate insights, and support evidence-based decision-making.
Strong communication skills with the ability to translate between operational, social impact, and technical stakeholders, ensuring alignment across teams, partners, and senior leadership.
Value addition
Experience working at the intersection of private sector, government, and civil society to advance sector-wide sustainability or social impact initiatives.
Experience developing scalable service models, innovation platforms, or digital tools supporting impact measurement and reporting.
Experience contributing to thought leadership, sector research, or advocacy that influences industry standards or public policy.
