We are seeking a Program Manager to lead and manage utility coordination efforts for major infrastructure projects across the Energy, Transportation, and Water sectors. This hybrid role combines strategic program leadership with hands-on utility coordination, ensuring timely relocation and conflict resolution for wet and dry utilities on transit, municipal, highway, and airport projects. The ideal candidate will have extensive experience in subsurface utility engineering (SUE), relocation strategies, and regulatory compliance, with proven ability to manage multidisciplinary teams and coordinate with multiple agencies and utility owners statewide. This is a unique opportunity to shape and grow a statewide Utility Coordination Program within Cordoba Corporation. You will play a pivotal role in delivering complex infrastructure projects while fostering innovation and collaboration across multiple sectors.</p>\n<h2>Responsibilities</h2>\n<p>Program Leadership & Strategy</p>\n<ul>\n <li>Develop and execute Cordoba’s Utility Coordination Program aligned with ASCE 38-22 and industry best practices.</li>\n <li>Oversee resource planning, staffing, and budget control across multiple concurrent projects.</li>\n <li>Establish frameworks, procedures, and standards for utility research, data management, and conflict resolution.</li>\n <li>Drive business development efforts to secure new contracts by maintaining strategic client relationships, and identifying growth opportunities.</li>\n</ul>\n<p> Utility Coordination & Technical Oversight</p>\n<ul>\n <li>Lead utility clearance activities, including desktop investigations, SUE investigations, potholing, and conflict analysis.</li>\n <li>Review design plans and prepare utility conflict matrices, cost estimates, schedules, and relocation agreements.</li>\n <li>Manage GIS-based utility data systems and ensure data integrity for cross-sector usability.</li>\n <li>Identify conceptual relocations, easements, and prepare utility construction permits, Notice to Owners (NTO), and Utility Agreements (UA).</li>\n</ul>\n<p> Stakeholder & Agency Coordination</p>\n<ul>\n <li>Serve as primary liaison with public and private utility owners (water, wastewater, gas, electric, telecom, storm drain).</li>\n <li>Coordinate with Caltrans, municipalities, and regional authorities to ensure compliance with state, local, and federal regulations.</li>\n <li>Facilitate meetings and maintain clear communication through reports, maps, as-builts, and design documentation.</li>\n</ul>\n<p> Team Development & Mentorship</p>\n<ul>\n <li>Supervise and mentor Utility Coordination Leads, Field Managers, and GIS/Data Management staff.</li>\n <li>Promote collaboration and deliver communication across the Energy, Transportation, and Water sectors.</li>\n</ul>\n<h2>Qualifications</h2>\n<ul>\n <li>Bachelor’s degree in Civil Engineering, Construction Management, or related field (or equivalent experience) required</li>\n <li>15+ years of professional experience in utility coordination, relocation, and subsurface investigations required</li>\n <li>Strong knowledge of ASCE 38-22, relocation strategies, and regulatory requirements required</li>\n <li>Utility coordinator experience with wet and dry utility systems and right-of-way considerations required</li>\n <li>Familiarity with Caltrans procedures and alternative delivery methods (design-build).</li>\n <li>Excellent communication and negotiation skills with the ability to collaborate with utility clients and customers, engineers, inspectors, and construction crews</li>\n <li>OSHA 20 training preferred</li>\n <li>Experience with GIS-based utility databases and MicroStation/AutoCAD for plotting utilities in 2D/3D preferred</li>\n <li>Proficient in the MS Office suite including Word, Excel, PowerPoint, and Outlook</li>\n</ul>\n<p>Pay Range: $150,000 - $180,000 per year</p>\n<p> </p>\n<p>Work Location: Hybrid 3-4 days per week in the field and office in Los Angeles County</p>\n<p> </p>\n<p>Travel: Up to 20% travel to field sites within the Southern California area</p>\n<p> </p>\n<p>Visa Sponsorship: Legal authorization to work in the U.S.A. on a full-time basis without sponsorship</p>\n<p> </p>\n<p>Physical Requirements: Ability to pass a pre-authorized physical including a drug-screening and background check</p>\n<h2>Our Company</h2>\n<p><strong>Cordoba Corporation, Making a Difference</strong></p>\n<p>Cordoba Corporation is a nationally recognized civil engineering, construction management, program management, and planning firm.
