Description
THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $110,067- $120,000.00
THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF ADMINISTRATIVE STAFF ANALYST.
Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.
The ACS Division of Financial Services (DFS) is responsible for supporting, planning, implementing, and monitoring the fiscal functions of the agency in accordance with City, State and Federal guidelines. The work of DFS includes managing the ACS budget; submission of monthly claims for revenue; processing of payments to provider agencies and vendors; monitoring the financial health of provider agencies through financial review and audits; maintenance of the ACS bank accounts; centralized oversight of ACS Child Welfare financial eligibility; and data maintenance for financial systems of record.
Payments-HHS -PASSPort unit completes the monthly foster care payroll issuance process together with ACS Budget. ACS reimburses providers for money paid to foster parents for care and maintenance of foster children. Payment Services disburses payments for services after they have been rendered. Providers upload case days into Statewide Services Payment System (SSPS) for Foster Care and Maintenance costs. The process includes both the recurring payroll and the single-issue payroll. Recurring payments are issued monthly. Single-issue payments are issued for any prior fiscal year payments that are still open for reconciliation, or any adjustments (i.e., any payment not captured by recurring payroll will generate a one-shot payment to be paid at a future date).
Typical duties include but are not limited to:
- Track intake, receipt of invoices and coordination with other areas.
- Oversee scanning of documents, ensuring accuracy and availability for audit purposes.
- Oversee staff in the timely processing, control and accuracy of Voucher Payments.
- Maintain standardized payment processes and procedures, ensuring compliance with regulations, directives and standards from City oversight entities such as the New York City Comptroller and the New York City Financial Information Services Agency, Procurement Policy Board, as well as other State, Federal and non-governmental entities.
- Develop/maintain a responsive Customer Service mechanism to ensure that internal and external inquiries regarding payment status, payment data, reports and written documentation are handled in an efficient manner.
- Utilize child welfare reporting systems including BICS, SSPS, WMS, PASSport and CCRS/CNNX to ensure the coordination of timely and accurate monthly payments for 90 foster care, NSP and LSP contracts.
- Act as Information Technology (IT) liaison, developing specifications and business requirements for system upgrades such as for the Special Payments Payment Template.
- Prepare spreadsheets and report for management as needed.
- Perform liaison functions among ACS divisions, or between City agencies, community organizations and groups, and the individuals they represent and service and other entities as appropriate.
- Respond to questions and inquiries concerning financial services in order to assist program areas.
The Administrative Staff Analyst will utilize various ACS payment systems tools such as PASSPort, PMRS, BICS, WMS, SPPT, Voucher Log, FMS3, and Microsoft Excel to format templates and update spreadsheets in order to generate unit reports. This position is critical in ensuring the timely and accurate payments to contracted foster care providers.

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
