Description
OVERVIEW
Reporting to the Senior Manager, Common Collection System – AB/YT, the Manager, Common Collection System - Alberta, helps implement and continuously improve the collection of PPP materials under the Extended Producer Responsibility Regulation 194/2022 for Single-Use Products, Packaging and Paper Products for Alberta. Providing leadership, staff oversight, and support to Alberta registered community transitions, including collaborating and contracting with First Nations communities, while also helping develop and implement strategic plans to meet post transition regulatory requirements. Finally, in collaboration with other internal CM teams, this role participates in key management responsibilities, including ongoing process development, particularly as it relates to procurement and data management, and supports relationship management with external stakeholders .
RESPONSIBILITIES
Supports the development and implementation of a comprehensive operations strategy to deliver the overall objective of a cost-efficient residential PPP system that meets the obligations of the provincial regulation.
Develops subject matter expertise on the regulatory requirements associated with Alberta Regulation 194/2022.
Develops and maintains productive relationships with contract partners to deliver service excellence that results from collaborative and commercially respectful interactions.
Collaborates with partners to refine the processes that enable commercial contract terms to translate into executable operational plans.
Collaborates with partners to define and implement the oversight processes that minimize operational disruption while maximizing value to CM’s Producers.
Collaborates with partners to resolve issues and contract changes.
Interfaces with other departments in the organization responsible for the administrative and financial aspects of the relationship such as reporting and payment.
Collaborates with other CM teams to develop and document procedures associated with contract delivery.
Monitors CM's relationships with key stakeholders within the collection and consolidation system, escalating issues to the Senior Manager, Common Collection System – AB/YT as appropriate.
Monitors CM's relationships with contracted service providers to identify and manage risks, anticipate, and resolve issues and manage disputes, escalating issues to the Senior Manager, Common Collection System – AB/YT as appropriate.
Helps oversee Common Collection System administrative and project specialists to ensure the effective fulfillment of objectives assigned to them while ensuring flexibility to move swiftly in response to unplanned operations challenges and opportunities.
Mentors, coaches, and effectively manages the performance of direct reports, ensuring succession planning strategies exist to mitigate service disruptions.
Leads team development and staffing levels by enthusiastically collaborating with HR support services.
Participates in the development of a well-researched and planned annual operations budget to support forecasted operation activities and initiatives.
Prepares accurate, timely and data driven reports (i.e., field service activity) as tasked.
Publicly supports strategic decision making and operations while acting as a positive and contributing member of the senior management team.
Collaborates with the National Operations team on areas of technology, innovation and continuous improvement as required.
Other duties may be required from time-to-time, including attendance at events, and third-party meetings as necessary.
Supervises, leads and supports other special projects, as needed.
Assists in other jurisdictions such as Yukon as needed.
QUALIFICATIONS
Education
Bachelor’s degree, college diploma or equivalent management experience in a related field is required.
Continuing education and professional development in project management or procurement is an asset.
Experience
5+ years progressive experience leading recycling collection systems including contracts, operating standards, performance metrics and performance outcomes.
Knowledge of procurement processes gained through demonstrated hands-on experience.
Experience and/or knowledge of First Nations consulting and contracting practices and processes would be considered an asset.
Knowledge /Competencies/Skills
Proven experience in managing competing priorities with multiple stakeholders .
Proficient in Microsoft Office 365, Visio, SharePoint, Teams, Excel and JIRA.
Demonstrated ability to work in a dynamic environment where change, growth and innovation are a constant.

WORKING CONDITIONS
All CM employees work 40 hours per week, remotely from a home office environment.
Overtime exempt as a Manager.
While this position is remote and based in Alberta, the incumbent is expected to have a flexible work schedule requiring periods of extended working hours (evenings/weekends) to meet deadlines throughout the year.
This role requires coordinating and meeting with internal and external stakeholders in multiple Canadian time zones.
This role requires field work. As a result, there will be some variability in scheduling to accommodate operational needs.
Travel in Alberta is possible, with site visits required throughout Alberta as needed.
A valid driver’s license and auto insurance is required.
PAY TRANSPARENCY
Expected Compensation :
A n annual base salary in the range of $ 95,000 to $110,000
