For the purpose of this vacancy, internal and internal-equivalent candidates as well as external women candidates are considered as first-tier candidates. Organizational Context and Scope Under the overall supervision of the Chief of Mission (CoM) in Brazil and the direct supervision of the Head of Programmes, and in collaboration with relevant units at Headquarters and Regional Offices, the National Officer will provide oversight and coordinate the Counter Trafficking (CT), Integrated Border Governance (IBG) and Resettlement and Movement Management (RMM) specific portfolio in IOM Brazil, at the national level. The Officer will be based in Brasilia and will lead the implementation of activities in line with IOM's initiative to combat trafficking in persons (CT), smuggling of migrants (SoM), immigration and border management (IBG), family reunification (FR) and resettlement, and complementary pathways (RST). The National Officer will also be responsible for overseeing and coordinating the Mission’s activities in response to Afghan migration in Brazil, with particular focus on visa issuance and residence permits in the country; collaborating closely with other units across the Mission to plan and implement activities and projects for Afghan nationals; liaising with Headquarters, the Regional Office and other Country Offices regarding IOM’s response to Afghan migration in the region; engaging with the Federal Government on Brazil’s humanitarian visa policy for Afghan nationals; supporting and expanding the Community Sponsorship Programme in Brazil for beneficiaries of humanitarian visas, including Afghans, Syrians and Haitians, by strengthening partnerships with civil society, local authorities and relevant actors, as well as ensuring effective coordination mechanisms; and supporting the Chief of Mission in the planning and implementation of activities and projects in cooperation with relevant stakeholders. Responsibilities Assist in the coordination and monitoring of the operational, administrative and financial aspects of the project in accordance with IOM policies and practices as well as donor’s requirements. Keep the supervisor informed on the status of project implementation; identify gaps and suggest actions to improve implementation. Participate in the development and adjustment of work plans, project budgets, Monitoring & Evaluation tools and standard operations procedures. Coordinate the collection, verification and analysis of data and background information; update information management systems and social media platforms on project related activities including project awareness and visibility, summaries, press releases and other relevant materials. Coordinate timely preparation and dissemination of project reports in accordance with IOM procedures and donor requirements. Liaise and coordinate with donors, partners, United Nations agencies, local authorities and stakeholders and government counterparts. Contribute to the planning, development, organization and delivery of capacity building activities targeting IOM staff, government and civil society partners, implementing partners and communities. Attend relevant conferences, workshops, working groups, interagency coordination meetings, and other forums. Participate in the preparation of project proposals and a diverse range of communication products, concept notes and other planning documents. Supervise and provide training and technical guidance to project staff. Undertake duty travel relating to project implementation, monitoring visits, project assessments, liaison with counterparts, etc. Perform other related duties as required. Qualifications Required Qualifications and Experience Education Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with two years of relevant professional experience; or, Master’s degree in the above-mentioned fields Accredited Universities are those listed in the UNESCO World Higher Education Database. Experience Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations; Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and, Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage. Skills Experience in project management, including managing projects with Government or UN agency, civil society, regional or international organization. Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations. Demonstrated knowledge of Afghan migration framework in Brazil; Minimum of two years of professional experience in activities related to migration, refugee resettlement, family reunification, protection of migrants, refugees, asylum seekers, victims of trafficking and IDPs, or other relevant programs. Experience with movement operations and migrant support is highly advantageous. Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage. Good level of computer literacy (Microsoft 365, Adobe Acrobat etc.). Strong organizational skills, a proven ability to establish priorities and plans, and an ability to work independently; attention to detail and ability to organize; strong interpersonal and communication skills; able to work under pressure. Knowledge of IOM’s policies and procedures is highly advantageous. Languages All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
