Description
Job Function:
The Assistant Director of Public Works supports the Public Works Director in managing the planning, development, maintenance, and operations of public infrastructure and services, including streets, stormwater, and public facilities. This leadership role ensures efficient, cost-effective, and sustainable delivery of public works services while promoting community safety and environmental stewardship.

Essential Duties:
Assist in the strategic planning, direction, and administration of the Public Works Department. Supervise and provide guidance to departmental staff, including division managers, supervisors, and administrative personnel. Oversee the planning, design, construction, and maintenance of public infrastructure projects. Develop and manage departmental budgets, contracts, and resource allocations. Ensure compliance with federal, state, and local regulations, safety standards, and environmental policies. Collaborate with elected officials, community stakeholders, and other governmental agencies on public works initiatives. Implement policies, procedures, and best practices to improve operational efficiency and service delivery. Represent the department at meetings, public hearings, and community events as needed. Provide recommendations to the Director on policy, infrastructure improvements, and capital projects. Respond to emergency situations, such as storms, floods, or infrastructure failures, coordinating departmental response efforts. Lead the development and implementation of long-term infrastructure and maintenance plans to support sustainable community growth. Monitor and evaluate departmental performance metrics, identifying opportunities for process improvements. Coordinate emergency preparedness and disaster response planning for public infrastructure and services. Serve as acting Director of Public Works in the Director’s absence, making critical operational decisions. Foster a culture of safety, accountability, and professional development within the department. Review and approve engineering designs, construction plans, and capital improvement projects. Develop and maintain positive relationships with community organizations, businesses, and residents to address public works concerns. Driving of City Vehicles (A valid Florida Driver’s License is required) Performs other related functions as assigned.
Knowledge, Skills, and Abilities:
Knowledge of budgetary development, administration and control. Knowledge of applicable laws and regulatory codes related to public improvement project and developments. Ability to draft, read and interpret maps, aerial photographs, survey notes and other cartographic records. Ability to organize, direct and coordinate a wide variety of Public Services. Ability to effectively manage and motivate a wide range of employees with varying skill and backgrounds. Clerical skills and office procedures. Strong knowledge of civil engineering principles, public infrastructure systems, and modern construction practices. Comprehensive understanding of streets, stormwater, and solid waste management systems. Proficiency in budgeting, financial management, and cost control for public service operations. Knowledge of public administration principles and organizational management. Ability to read, interpret, and prepare technical documents, plans, specifications, maps, and reports. Familiarity with engineering design standards, permitting, and regulatory compliance. Proficiency with Microsoft Office Suite, GIS, and AutoCAD (preferred). Demonstrated ability to lead, motivate, and evaluate professional, technical, and field staff. Skilled in strategic planning, problem-solving, and performance evaluation under demanding timelines. Strong interpersonal and communication skills, with the ability to communicate effectively both orally and in writing. Ability to make effective public presentations Foster positive relationships with employees, city officials, consultants, citizens, the general public and other agencies, and the media. Commitment to promoting a productive, safe, and respectful work environment aligned with City values and customer service standards.
Required Qualifications:
Bachelor’s degree in business or public administration, civil engineering or related field; supplemented by five (5) years of increasingly responsible work experience in Public Services or a closely related field inclusive of five (5) years of responsible supervisory or managerial work experience in a division of Public Services or closely related field.. Must possess a valid State Florida driver’s license. Complete the required National Incident Management System (NIMS) training within six (6) months of completion of probationary period.
Physical Demands:
Ability to talk by means of spoken words. Acceptable eyesight (with or without corrections). Acceptable hearing (with or with hearing aid). Ability to communicate effectively both orally and in writing Sitting most of the time Must be able to operate computer systems and components, reproduction equipment, multi-line telephone, two-way radio, and an automobile.
Environmental Conditions:
Works inside in an office environment. Works occasionally out of doors.
