GENERAL DESCRIPTION Performs highly complex (senior-level) purchasing and procurement work. Work involves planning, organizing, coordinating, and negotiating the procurement of supplies, equipment, and services; writing general and technical specifications; preparing and reviewing procurement documents for supplies and equipment; coordinating the maintenance of or maintaining detailed records of all items purchased or repaired; preparing related reports; and interpreting and monitoring relevant legal and regulatory requirements. Assists with implementation of the Veteran Heroes United in Business (VetHUB) program as needed. Works under limited supervision with considerable latitude for the use of initiative and independent judgment. May be required to travel and/or work in excess of 40 hours per work week. ESSENTIAL DUTIES Plans, organizes and coordinates the purchasing of and purchases supplies, equipment and services of specialized nature within assigned classifications; and initiates and approves local and emergency purchases. Reviews and approves requisitions for completeness and compliance with applicable requirements prior to coordinating the processing of invitations for bid. Oversees the maintenance or maintains current vendors’ catalogues of items under contract as well as catalogues of other items, which may be required by agency activity. Negotiates and makes recommendations for annual contract awards; awards contracts; and suggests additional items to contract. Rejects items that do not meet specifications, based on factors such as weight, grade, required certificates, and conditions. Prepares and submits compliant reports to Texas Procurement and Support Services on questionable merchandise and problem vendors; and prepares other reports as needed. Makes recommendations for and assists in the development or revision of related standards and specifications. Monitors legal and regulatory requirements pertaining to purchasing and procurement; and provides technical guidance to field and other purchasers, including assisting with identifying and providing opportunities to VetHUB vendors to meet the agency’s VetHUB goals. Collaborates with departmental staff in meeting established objectives and goals; promotes a positive working environment; shares information, identifies concerns and trends; and recommends improvements to resolve problems or enhance operations. Assists with implementation of VetHUB activities as needed, including scheduling attendance at various outreach events for VetHUB vendors, collecting expenditure data, and preparing and submitting required reports. Assists with the development of policies, procedures, guidelines, and forms relevant to the program area and in the development of plans to improve programs or to address areas of concern. Performs a variety of related duties not listed, to be determined and assigned as needed. Performs all duties in compliance with agency safety policies and procedures: Reports safety hazards and corrects hazards when possible. Completes required documentation in the event of an accident/injury within requested time frames. Attends work on a regular and predictable schedule in accordance with agency attendance and leave policies. Will be required to travel up to 5% of the time. Six years of full-time wage-earning experience that may be any combination of the following: inventory management, warehouse operations, purchasing, or property accounting. PREFERRED QUALIFICATIONS · Bachelor’s degree with major course work in business administration, public administration, political science, criminal justice, behavioral science, education, communications, or a related field. · Certified as a Certified Texas Contract Developer (CTCD). Experience and Education Substitutions: One year of appropriate experience may substitute for one year of college (30 course hours) on a year for year basis. Completed course hours of undergraduate study may substitute for up to four years of experience on a basis of 30 course hours for one year of experience. Completed course hours of graduate study may substitute for up to two years of experience on a basis of 12 graduate course hours for one year of experience. Experience requirements may be satisfied by the prorated part-time equivalent. Note: Any degree, diploma, high school equivalent, or course hours required to meet minimum qualifications must be from an accredited educational institution.
