In this role you will be responsible for managing field operations, coordinating multidisciplinary teams, driving safety and quality, and ensuring schedule and budget adherence for one of the largest infrastructure projects in the region.</span></p>\n<p><span>We are working in partnership with Parsons and Mace as part of the&nbsp;<b>MPA Delivery Partner team</b>, selected by the Gateway Development Commission to deliver this transformative project. The HTP is a critical component of the broader Gateway Program&nbsp;<b>— one of the most ambitious and impactful transportation initiatives in the nation</b>&nbsp;— and is designed to strengthen mobility, enhance resiliency, and ensure the long-term reliability of the Northeast Corridor.</span></p>\n<p><span>The project encompasses the construction of a new, two-track rail tunnel beneath the Hudson River, along with the full rehabilitation of the existing 113-year-old North River Tunnel. Field Management:</b></span></p>\n<ul>\n <li><span>Direct and supervise all construction activities, including contractor oversight and coordination with project stakeholders.</span></li>\n <li><span>Administer the Safety and Security Management Plan (SSMP), ensuring compliance with safety protocols, thorough incident reporting, and implementation of proactive risk mitigation measures.</span></li>\n <li><span>Guarantee that all construction work meets technical specifications, contractual obligations, and regulatory requirements.</span></li>\n <li><span>Oversee special inspections, testing services, and comprehensive quality assurance processes.</span></li>\n <li><span>Manage site logistics, including utility coordination, maintenance, cleaning, repairs, and compliance with building management procedures.</span></li>\n</ul>\n<p><span><b>Project Controls &amp; Reporting</b></span></p>\n<ul>\n <li><span>Oversee schedule management functions, including maintenance of the Integrated Master Schedule, milestone tracking, and timely completion of all construction phases.</span></li>\n <li><span>Lead cost and budget management activities such as forecasting, monitoring cash flow, and supporting requisition and invoicing processes.</span></li>\n <li><span>Prepare detailed project reports on a monthly, quarterly, and annual basis encompassing safety, quality, environmental, financial, and milestone progress.</span></li>\n <li><span>Maintain rigorous change control procedures for schedule and budget baselines, ensuring proper versioning and historical documentation.</span></li>\n</ul>\n<p><span><b>Team Leadership &amp; Coordination</b></span></p>\n<ul>\n <li><span>Supervise and mentor construction management personnel, including Resident Engineers, field engineers, and Quality Inspectors.</span></li>\n <li><span>Facilitate stakeholder communications, lead meetings, and ensure effective documentation and reporting.</span></li>\n <li><span>Collaborate with design, procurement, and technical teams to resolve construction challenges, implement design modifications, and integrate project packages.</span></li>\n <li><span>Manage interface coordination across various project segments, leading regular meetings and resolving any interface-related issues.</span></li>\n</ul>\n<p><span><b>Compliance &amp; Quality Management</b></span></p>\n<ul>\n <li><span>Ensure strict compliance with NEPA, permitting requirements, and other applicable environmental and regulatory standards.</span></li>\n <li><span>Oversee execution of the Quality Management Plan (QMP), including management of special inspection agencies and quality control programs.</span></li>\n</ul>\n<p><span><b>Risk &amp; Change Management</b></span></p>\n<ul>\n <li><span>Lead risk management initiatives, maintain risk registers, facilitate analyses, and support contingency planning activities.</span></li>\n <li><span>Provide technical assessments regarding changes to project scope, schedule, and cost, and manage negotiation strategies and responses to claims and change orders.</span></li>\n</ul>\n<p><span><b>Stakeholder Engagement</b></span></p>\n<ul>\n <li><span>Represent the Construction Management Team in meetings with regulatory bodies, community stakeholders, and external partners.</span></li>\n <li><span>Support government affairs, outreach programs, and communications initiatives as needed.</span></li>\n</ul>\n<p><span><b>Required Qualifications</b>:&nbsp;</span></p>\n<ul>\n <li><span>Bachelor’s degree in Civil Engineering, Construction Management, or a related discipline; advanced degree preferred.</span></li>\n <li><span>A minimum of 10 years of experience managing large-scale infrastructure or transportation construction projects.</span></li>\n</ul>\n<p><span><b>Key Skills and Abilities</b>:&nbsp;</span></p>\n<ul>\n <li><span>Demonstrated leadership in managing multidisciplinary teams and complex field operations.</span></li>\n <li><span>Extensive knowledge of federal, state, and local regulations, including NEPA, permitting, and safety standards.</span></li>\n <li><span>Advanced expertise in project controls, scheduling, cost management, and risk assessment.</span></li>\n <li><span>Proven experience in quality assurance, special inspections, and technical documentation.</span></li>\n <li><span>Excellent communication, organizational, and problem-solving abilities.</span></li>\n <li><span>Proficiency in project management information systems (PMIS) and Microsoft Office Suite.</span></li>\n</ul>\n<p><span><b>Preferred Qualifications</b>:&nbsp;</span></p>\n<ul>\n <li><span>Master's degree in geotechnical engineering is preferred, along with CMAA certification in Construction Management. Candidates should possess a strong understanding of geotechnical engineering principles, including soil and rock mechanics, laboratory and field testing, and various construction methods.&nbsp;</span></li>\n <li><span>EIT (Engineer-in-Training) certification is required, while Professional Engineer (PE) registration in the State of New Jersey—or the ability to obtain it—is preferred.</span></li>\n <li><span>Proficiency with commercially available geotechnical design software, such as LPILE, GROUP, FB-MultiPier, Slope-W, Seep-W, DeepEx, Plaxis, and Settle3D, is important.
