Description

Position Summary: This is public health management work administering the operation of citywide programs in Intellectual disAbility Services and/or Infant Toddler Early Intervention under the direction of the Chief Program Officer of IDS. Duties and Responsibilities: Direct the development of program policy and service standards, the monitoring, analysis and evaluation of contracted service providers and the development of specialized health programs and services in their assigned specialties. Work includes directing or participating in strategic and grant funding efforts associated with respective programs. Contact with officials of public and private funding and state and federal monitoring agencies, representatives of contracted service providers, Supports Coordination Organizations, community and advocacy groups and departmental and other governmental administrators is a significant aspect of the work. Work is performed under the guidance of the Director or designee. Increased duties specific to support and follow-up with qualified SCOs and Providers as assigned. Additional responsibilities include ensuring IDS' Oversight and Compliance in line with the Office of Developmental Program's (ODP) AE Operating Agreement, Quality Assessment and Improvement Processes and ensuring effective capacity building and budgeting processes as required by the Multi-Year Program Growth Strategy. Working in support of the Administrative Services Management (ASMT), Training and Continuous Quality Improvement (TCQI), and Supports Services and Connections Team (SSCT) ensuring that the work of each team meets requirements of ODP regulations, bulletins, announcements and Every Day Lives Values in Actions strategies and recommendations. Collaborates internally and with system partners to ensure effective and equitable waiver capacity processes to support individuals aging out of DHS, EPSDT, RTF placement. Collaborates with internal and external stakeholders to support individuals’ smooth transition to community support sand services. Maintains effective communication and ensures external stakeholders contract alignment with services and support through the review of assigned reviews of scopes of work and quarterly reports. Skills Required: Knowledge of Infant Toddler Early Intervention and/or Intellectual disability: Current legislation and funding mechanisms The principles, practices and procedures of preparing public and private program budgets The principles and practices of administrative organization and management as they apply to the coordination of a comprehensive and effective citywide program Principles, practices, procedures, methods, techniques, literature, legislation and new developments The facilities, media, methods and techniques of disseminating educational information to the public Current research methodology for the area of specialization. Community, civic and social resources of public and private agencies that provide services in specialization Education and Experience: Completion of master's degree coursework at an accredited college or university in Human services education, public administration, public health, city and regional planning, social work, public policy, science, epidemiology or related field. Three (3) years of administrative, supervisory or technical experience in public or private educational, behavioral health, intellectual disability services, or services for children and/or youth with a developmental disability At least one (1) year of experience at a senior administrative level, directing the planning, developing, monitoring and evaluation of program services and preparing program policy and standards for an intellectual disability services or early intervention services program Physical Demands: Ability to physically perform the duties and to work in the environmental conditions required of a position in this class. Essential Functions: Direct the development of program policy and service standards and the implementation of the program; including the monitoring of contracted service providers, the development of specialized programs, strategic and grant funded efforts and contact with public and private funding sources and state and federal monitoring agencies and services in their assigned specialties.
