    "description": "<h2>Job Description</h2>\n<p>Reports to the Planning Yard Design Section Manager:</p>\n<ul>\n <li>As the liaison for the Design Manager/Section Manager, this role is responsible for ensuring information exchange with stakeholders occurs to execute assigned work.</li>\n <li>Operating under the BIW Business Operating System (BOS), this position ensures delivery of superior Life Cycle Services for multiple DDG 51 ships in the fleet.</li>\n <li>Responsible for monitoring compliance with applicable procedures, practices, quality assurance policies, information technology policies, performance standards and specifications.</li>\n <li>Interacting daily with the 1st and 2nd shift design floor and supporting organizations to interpret their needs and requirements.</li>\n <li>Perform overall quality control of the work (budget, schedule, plans) and report regularly on project status.</li>\n <li>Interacting daily with the design floor to interpret their needs and requirements.</li>\n <li>Work with Workleader/Mentors on both shifts.</li>\n <li>Weekly metrics analysis and report creation/maintenance.</li>\n <li>Support Program Review actions with research, presentation development, and report creation.</li>\n</ul>\n<p><strong><u>Key Responsibilities</u></strong></p>\n<p><strong>Safety Leadership:</strong></p>\n<ul>\n <li>Promote a culture of proactive safety awareness and accountability across the team.</li>\n <li>Ensure safe workplace conditions and compliance with company safety standards.</li>\n <li>Maintain regular communications with staff as it relates to ergonomic and Ship check safety. <strong> </strong></li>\n</ul>\n<p><strong>Program Execution:</strong></p>\n<ul>\n <li>Responsible for maintaining an integrated schedule for multiple projects.</li>\n <li>Interfaces daily with internal and external customers.</li>\n <li>Holding regular meetings to ensure that everything is going according to time and budget restrictions.</li>\n <li>Responsible for preparing, scheduling, coordinating and monitoring the assigned engineering projects.</li>\n <li>Develops ROM (Rough order of Magnitude) and GAF (Growth Authorization Form) design estimates.</li>\n <li>Enters own time accounting records in accurately and ensures required LMS training are completed ahead of schedule.</li>\n <li>Create and maintain own Plan of the Week (POW) to ensure schedule fidelity and responsiveness to operational needs and team goals.<strong> </strong><strong> </strong></li>\n</ul>\n<p><strong>Operational Management:</strong></p>\n<ul>\n <li>Manage all aspects of BIW Design team activities, including workforce performance, and resource utilization in accordance with BIW Standard Operating Procedures.</li>\n <li>Regularly communicate progress on issues with Design team leadership, including any overlap with 2nd shift counterpart and support teams.</li>\n <li>Monitors cost, schedule, and quality metrics to identify employee development opportunities.</li>\n <li>Provide guidance and direction across the team for process, policy and technical issues.</li>\n <li>Work with the Section Manager to evaluate workload requirements.</li>\n <li>Be aware of and work in accordance with the BMDA labor contract as applicable. <strong> </strong></li>\n</ul>\n<p><strong>Team Collaboration and Communication:</strong></p>\n<ul>\n <li>Provide technical support to the Design team, supporting day-to-day operations and long-term planning.</li>\n <li>Actively participate in daily, productive musters, utilizing the BOS to elevate any issues through the tiered muster system.</li>\n <li>Support development of personnel, staffing plans, and critical skill maintenance.</li>\n <li>Foster collaboration between engineering, design, planning, and external customers. <strong> </strong></li>\n</ul>\n<p><strong>Stakeholder Engagement and Business Development:</strong></p>\n<ul>\n <li>Request and ensure incorporation of stakeholder comments to design products.</li>\n <li>Initiate and support waste and growth initiatives within our team.<strong> </strong></li>\n</ul>\n<p><strong>Continuous Improvement:</strong></p>\n<ul>\n <li>Champion BOS principles and productivity enhancements across the Design floor.</li>\n <li>Review quality metrics and investigate/research and report on opportunities to improve within our Design process.</li>\n <li>Performs root cause analysis and creates corrective action plans for identified design issues, leveraging the A3 BIW Process as required.</li>\n</ul>\n<h2>Required/Preferred Education/Training</h2>\n<p><strong>Required:</strong></p>\n<ul>\n <li>Bachelor of Science Degree in technical, business field or 5 years of job-related experience.</li>\n <li>Intermediate to advanced level in Microsoft Office Applications (Word, Excel, Access and Outlook).</li>\n</ul>\n<p><strong>Preferred:</strong></p>\n<ul>\n <li>AutoCAD training/experience.</li>\n <li>LEAN SIX Sigma training.</li>\n <li>Programming experience.</li>\n</ul>\n<h2>Required/Preferred Experience</h2>\n<p><strong>Required:</strong></p>\n<ul>\n <li>Ability to communicate effectively (verbal & written) at all levels of the company and customers.</li>\n <li>Excellent organizational and planning skills.</li>\n <li>Proven ability to foster a constructive and motivated work environment based on teaming.</li>\n <li>Proven ability to work in a dynamic, fast paced, rapid response technical environment.</li>\n <li>Occasional travel may be required.</li>\n <li><strong>This position requires you to be able to obtain a government security clearance.</strong>  You must be a US Citizen for consideration, and you must be able to obtain an interim security clearance within the first 45 days of hire.
