Headquartered in McLean, VA, By Light supports defense, civilian, and commercial IT customers worldwide.</p>\n<h2>Responsibilities</h2>\n<ul>\n <li>Serve as the authorized representative of the contractor with full authority to act on all matters related to the Task Order.</li>\n <li>Provide overall management and direction of MACC-TTE operations, including oversight of all contractor and subcontractor personnel.</li>\n <li>Plan, execute, and monitor all program activities to ensure alignment with mission objectives.</li>\n <li>Manage program scope, cost, and schedule, and coordinate priorities and resources across multiple projects.</li>\n <li>Develop, maintain, and update program plans, schedules, and status reports.</li>\n <li>Prepare and present reports for testing, training, and experimentation events.</li>\n <li>Track, analyze, and report key performance metrics as directed by the government.</li>\n <li>Develop program documentation and implement lessons learned to improve performance.</li>\n <li>Conduct tours, briefings, and presentations for senior state and national-level leadership.</li>\n <li>Represent the program at national-level working groups, planning conferences, and stakeholder engagements.</li>\n <li>Engage with senior leadership across the Joint Staff, Department of the Army, National Guard Bureau, and other high-level organizations. </li>\n</ul>\n<h2>Required Experience/Qualifications</h2>\n<ul>\n <li>Master’s degree in Program Management, Project Management, Business Management, Economics, or a related field (or equivalent experience).</li>\n <li>One of the following certifications required: Project Management Professional (PMP).\n  <ul>\n   <li>Program Management Professional (PgMP).</li>\n   <li>Level III Program Management Certification from Defense Acquisition University. </li>\n  </ul></li>\n <li>Minimum 10 years of experience in Program Management, or senior-level DoD/defense industry experience.</li>\n <li>Experience working directly with senior DoD leadership.</li>\n <li>Senior-level experience defined as:\n  <ul>\n   <li>Military field grade officer or above, or </li>\n   <li>Senior Non-Commissioned Officer (E-8 or above), or </li>\n   <li>DoD civilian at GS-13 level or higher</li>\n  </ul></li>\n <li>Experience managing enterprise-level technology programs.</li>\n <li>Minimum 5 years of experience managing cyber range or IT/OT technology programs.</li>\n <li>Working knowledge of DoD cyber test range platforms, infrastructure, and associated hardware. </li>\n</ul>\n<h2>Preferred Experience/Qualifications</h2>\n<ul>\n <li>Strong leadership and organizational management capabilities.</li>\n <li>Expertise in program execution across complex, multi-project environments.</li>\n <li>Excellent communication and briefing skills for senior leadership audiences.</li>\n <li>Ability to manage competing priorities and drive strategic outcomes.</li>\n <li>Analytical mindset with experience tracking and reporting performance metrics. </li>\n</ul>\n<h2>Special Requirements/Security Clearance</h2>\n<ul>\n <li>Active TS/SCI clearance required</li>\n</ul>",
