Description Monitor the work of contractors. Inspect and document all phases of contractor's maintenance and construction activities to ensure conformance with contract and specifications. Operate equipment and perform heavy manual labor in daily maintenance and emergency operations. Provide daily oversight to monitor, inspect and document all phases of contractor’s maintenance and construction activities to ensure compliance with specified contract requirements. Provide support to ensure contracts are developed and monitored effectively and in compliance with VDOT policies, procedures, regulations and guidelines. May be required to operate equipment and perform heavy manual labor in daily maintenance and emergency operations. How you will contribute: Communication: Communicate with VDOT support staff and external support staff. Communicate with Contractors to discuss contract questions, resolve conflicts and review and respond to citizen concerns and complaints regarding contract related issues. Contract Monitoring and Performance: Review requirements and interpret and identify contract specifications. Provide guidance and direction to contractors. Provide maintenance contract quality assurance by monitoring and evaluating contract maintenance work and operations to ensure the work meets standards set forth in the contract as well as the VDOT Road and Bridge specifications, standards, plans, environmental, VWAPM, traffic and work zone safety and other VDOT documents. Review projects to ensure contractors are in compliance with all federal and state environmental regulations and guidelines. Address and document contractor performance issues. Assist the supervisor to compile data and reports, and coordinate activities with other team members. Emergency Operations: Operate light, medium, and heavy-duty equipment and perform heavy manual labor in emergency operations to include snow and ice removal, storm debris clean-up, accidents, etc. May also serve as liaison between VDOT and contractors in monitoring emergency operations throughout assigned area. Equipment and Asset Maintenance: Promote and ensure the upkeep of assigned equipment and tools. Restock supplies and refuel vehicles. Perform preventative maintenance of assigned equipment. Conduct routine inspections of vehicles consistent with established policies and procedures. Collect on location field data and condition of structural and-or equipment assets. Enter information to database and generate reports. Follow all applicable guidelines and policies. Project Documentation: Compile diaries and photographs to document contractors work, adherence to timeliness requirements, quality of work and safety of workers and traveling public. Assist in maintaining project files. Check and prepare progress reports and daily and weekly pay documents and submit to appropriate staff. Ensure contractor meets work zone safety and other safety requirements during maintenance operations. Monitor contract expenditures against budget allocations. Develop estimates and assist to create task orders What will make you successful: Ability to communicate verbally and in writing with internal and external customers. Ability to interpret and apply related policies, practices and procedures. Ability to operate CDL equipment in emergency operations. Ability to read and interpret plans, specifications, technology, procedures and policies. Ability to work independently, organize records and analyze and compile data into correspondence and reports. Knowledge of OSHA and Environmental regulations and laws. Knowledge of VDOT’s Road and Bridge Standards and Specifications, the Virginia Work Area Protection Manual, as well as roadway maintenance and Construction practices and policies. Knowledge of engineering as it relates to construction and transportation projects. Skill in making independent decisions on a routine basis. Skill in providing and promoting good customer service to internal and external customers. Skill in the operation and maintenance of light, medium, and heavy-duty equipment, as well as hand-held and power tools. Skill in the use of computers and software applications. Minimum Qualifications: Ability to collect and analyze data and prepare timely and accurate reports. Ability to communicate effectively with diverse audiences. Ability to obtain Basic and Intermediate Work Zone Safety, Flagging certification and CPR with AED and Blood Bourne Pathogens (BBP) certification within 12 months of employment. Ability to obtain CDL and DOT medical card within 11 months of employment and maintain thereafter. Must comply with DOT and VDOT policies and standards when operating CDL equipment. Ability to read, analyze and interpret policies, procedures and contracts, road and bridge specifications and standards and associated regulations in highway maintenance. Knowledge of VDOT’s Road and Bridge Standards and Specifications, roadway maintenance and construction practices and policies, Virginia Work Area Protection Manual, and OSHA and environmental regulations and laws.
