Duties/Responsibilities:
Land Information:
Serves as Fond du Lac County Land Information Officer (LIO) with associated statutory functions and duties.
Prepares and submits reports, resolutions, policies, procedures and standards pertaining to Land Information.
Prepares and submits 2 annual department budgets to the County Executive.
Supervises and assigns work to staff.
Ensures the accurate preparation and timely flow of information in compliance with state and county regulations.
Manages staff to maintain current listings of ownership and descriptions of all real property in the County along with tax roll maps showing location of all parcels.
Provides the general public with information regarding location, ownership and description of properties.
Statutory member of the County’s 980 Committee responsible for placement of 980 sex offenders.
Geographic Information Systems (GIS):
Responsible for the development and administration of the long-term activities, policies and procedures relating to Fond du Lac County GIS/LIS/GPS projects.
Coordinates interfacing of computerized maps and land record data of various Fond du Lac County departments, municipalities, townships, state and federal agencies and commercial entities with the overall county-wide GIS; develops GIS standards to facilitate compatible integration of data.
Cooperates and shares data with local, state and federal agencies, with private companies and individuals, per Fond du Lac policies.
Plans, assigns, supervises, and coordinates work of support and professional personnel assigned to the Department.
Code Enforcement:
Develops and administers department programs, ordinances, policies and procedures.
Prepares and submits 5 annual department budgets to the County Executive.
Prepares and submits reports, resolutions, study/survey summaries, correspondence, press releases and other materials regarding department functions.
Plans, assigns, supervises, and coordinates work of support and professional personnel assigned to the Department.
Works with officers and representatives of county, municipal, state, and federal governments, and the public on departmental matters.
Investigates and responds to citizen complaints.
Oversees maintenance of County landfill to meet DNR compliances.
Evaluates existing hardware/software systems and technology and recommends purchases.
Planning and Parks:
Provides local assistance in a variety of areas such as town zoning and comprehensive planning, farmland preservation, solid waste disposal, zoning, and development of a variety of policies and procedures.
Prepares and submits 15 annual department budgets to the County Executive.
Responsible for project development, negotiation, management and reporting of grant programs and non-lapsing funds. Directs the preparation of state and federal grant applications as needed.
Provides county‑level planning services.
Drafts and reviews County Subdivision and Parks ordinances.
Oversee the administration and enforcement of the county subdivision ordinance.
Administers the operation of the county park system. Develops and maintains budget, plans and creates specification for specific park projects, orders equipment and materials, and oversees performance of work.
Administers county brownfield remediation and redevelopment efforts.
Determines the need for contracts and oversees major construction activities related to parks and recreation trails.
Work Direction Received:
General direction is received from the County Executive. Duties in areas of responsibility are performed independently.
Attends and participates in County Board, Land Information Council, UW-Extension Education, Agriculture and Recreation Committee, Friends of the Gottfried Prairie committee and other meetings as needed.
Supervision Exercised:
Supervises Land Information, Code Enforcement, GIS, and Planning and Parks Staff.
Interviews, hires, evaluates, promotes, disciplines and terminates department staff as required.
Decision Making:
Decisions within areas of responsibility such as administrating the Land Information, Code Enforcement, Land Records, Planning and Parks budgets along with writing and submitting State and Federal grants and reviewing and recommending computer hardware and software for the department.
Interaction:
There is significant interaction with municipal officials, state government representatives, private property owners, the general public and others outside of the department.
Desirable Knowledge and Abilities:
Thorough knowledge of governmental structures and procedures at local, state, and federal levels.
Considerable knowledge of GIS, and cartographic concepts, methods and procedures for input, processing, output and development of applications.
Thorough knowledge of the theory and practice of land surveying and land description.
Knowledge of laws and regulations pertaining to survey and real estate.
Knowledge of plan implementation activities, ordinances and administrative practices.
Knowledge of State Statues regarding placement of 980 sex offenders.
Ability to develop and manage departmental and project budgets and timelines.
Ability to perform difficult/complex technical research and prepare comprehensive recommendations, reports and presentations.
Ability to plan and supervise work of department and project-dedicated staff.
Ability to communicate and deal effectively with fellow employees, public officials, private sector representatives and the general public.
Ability to meet deadlines, deal with multiple priorities, and handle difficult interpersonal relations.
Ability to critically evaluate, recommend and implement hardware and software systems and other new technologies.
Education and Experience:
Either Master's Degree in a field of study relating to land information, and three (3) years increasingly responsible professional experience; Or Four (4) year college or university degree in a field of study relating to land information, and five (5) years increasingly responsible professional experience; or equivalent combination of education and experience which provides necessary knowledge, skills, and abilities.
