About the Role Upbring is seeking a Licensed Child Care Administrator (LCCA) to provide leadership and compliance oversight for a residential youth program. This role is responsible for ensuring campus operations meet Texas child care licensing standards and regulatory requirements established by DFPS, HHSC, and other accrediting bodies. The LCCA works closely with executive leadership and program teams to support safe, stable, and compliant residential services for youth while strengthening operational systems and campus culture. Your Mission in Action The Licensed Child Care Administrator (LCCA) provides strategic oversight to ensure all campus operations, services, and activities meet applicable licensing, certification, accreditation, and contractual requirements. Serving as a proactive compliance leader, the LCCA monitors regulatory trends, identifies operational risk factors, and partners with leadership to prevent deficiencies before they occur. This role works collaboratively with the COO, Operations Director, and program leadership to align policy, practice, staffing, and training with agency standards while promoting a stable, compliant, and youth-centered campus culture. The LCCA supports sustainable program excellence by integrating regulatory awareness into daily operations and long-term planning. Applicants must hold a current Texas Licensed Child Care Administrator (LCCA) credential. Candidates without this license cannot be considered for this role. Responsibilities Provide oversight and leadership to ensure all program services and activities meet Agency standards and comply with licensing, certification, and accreditation requirements; under the direction of the COO, collaborate with the Operations Director to manage and oversee all compliance matters related to state agencies, including the State of Texas, DFPS, CARF, and other accrediting bodies while proactively identifying trends, seasonal risk factors, and operational vulnerabilities to prevent regulatory deficiencies before they occur Ensure that the basic life needs of each youth, including housekeeping and dietary services, are met in compliance with regulatory guidelines; maintain appropriate staffing levels to support these needs, meet ratio standards, and achieve program goals by working closely with the management team to develop and maintain effective work schedules for each shift Research, identify, and communicate current and updated contracts, licensing, and regulatory requirements impacting program operations and service delivery; collaborate with the Operations Director to ensure all policies, procedures, and practices align with established regulations and standards, while also recommending and developing policies and procedures for center activities within areas of direct supervisory responsibility Monitor and ensure timely responses to inquiries, investigative requests, and communications from state agencies, including DFPS, HHSC, and other accrediting bodies; work collaboratively with the Operations Director to draft and submit required administrative reviews and corrective action plans Assist the COO and Operations Director in chairing operational, departmental, and executive meetings while guiding program leaders in fostering collaboration and effective working relationships across departments to meet the needs of the youth; additionally, maintain strong relationships with parents, referring professionals, agencies, and third-party payor sources to support program success Work closely with the leadership, program staff, and other stakeholders to ensure the program operates effectively and efficiently while meeting established goals, objectives, and priorities; oversee program costs and expenditures in collaboration with the Operations Director, ensuring alignment with budget allowances set by the Chief Operating Officer Collaborate with program leadership to support campus culture initiatives that promote youth engagement, stability, and regulatory compliance including regularly scheduled staff meetings to communicate present, on-going, and future updates of pertinent information, projects, and initiatives Work closely with management team to interview, hire, and onboard new employees who are strong cultural fits for Upbring, including pre-screening of applicants Work collaboratively with leadership and the People and Culture Team to support staff development by coordinating training initiatives and providing compliance-informed feedback regarding employee performance, goals, and professional growth using applicable agency development tools Collaborate with program leadership to promote New Life within the community and assist the team with identifying appropriate community resources to enhance and increase the life skills of the youth on campus Qualifications Minimum Qualifications Bachelor’s in Public Health Administration, Business Administration, Psychology, Social Work, Marriage and Family Therapy, Education, Nursing, or related field Child Care Administrator’s License in good standing Must have thorough knowledge of fundamentals of health care facility organization and administration, standards, and regulations applicable to facility operations. Must have knowledge of personnel or business administration, staff growth and development activities.
