Since 2007, ZemiTek has provided technical assistance, project management, information technology (IT), knowledge management, monitoring and evaluation, training and learning development, and institutional support services.</p>\n<h2>Position Description</h2>\n<p>Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.</p>\n<p> </p>\n<p>The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.</p>\n<p><strong> </strong></p>\n<p><strong>About the Position</strong></p>\n<p>The Global Health Security (GHS) Health Information Systems Specialist will support the U.S. Embassy Jakarta ECON Health Unit in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive order (EO) directives and advancing Global Health Security initiatives in Indonesia, The Specialist will provide technical advice to strengthen USG and the Ministry of Health (MOH) GHS initiatives, focusing on national and subnational health information systems to enable timely disease surveillance, data</p>\n<p>integration, and evidence-based decision-making for effective zoonotic prevention and response. </p>\n<p> </p>\n<p>The Specialist will support the design, analysis, and improvements of data quality, visualizations, accessibility, and use for decision-making related to zoonotic disease surveillance, outbreak response, and public health preparedness. The Specialist will bridge public health and data systems, requiring both technical expertise and the ability to collaborate with diverse stakeholders across health programs.</p>\n<p> </p>\n<p>The Specialist will be based at the Ministry of Health – Indonesia and will collaborate with the Senior Epidemiology Advisor, Epidemiology Officer, MOH technical staff, GHS implementers and other stakeholders. The Specialist will work closely with the MOH Zoonotic Team Leader and U.S. Embassy Jakarta ECON Health Unit points of contact, who will provide supervision, guidance, and collaborative oversight.</p>\n<h2>Responsibilities</h2>\n<p><strong> </strong></p>\n<ul>\n <li>Provide technical leadership in the design, implementation, and optimization of health information systems (such as EWARS) for effective zoonotic surveillance and outbreak response towards the 7-1-7 targets.</li>\n <li>Optimize health information systems including for early warning, reporting, and response mechanisms.</li>\n <li>Assess and ensure EWARS data quality on zoonotic diseases through routine validation, cleaning, and auditing processes.</li>\n <li>Analyze EWARS zoonotic-related health data and generate dashboards, reports, and visualizations to inform decision-making.</li>\n <li>Support integration and interoperability of zoonotic national platforms (e.g., surveillance, laboratory, response, between animal and public health sectors).</li>\n <li>Conduct system assessments and recommend improvements for resilience and scalability.</li>\n <li>Develop dashboards, analytics tools, and reporting frameworks for real-time decision-making.</li>\n <li>Support emergency response efforts by enabling rapid data collection, analysis, and dissemination when needed.</li>\n <li>Develop and maintain data standards, guidelines, and standard operating procedures.</li>\n <li>Support capacity-building efforts, including training and mentoring of local health staff, as needed. Ensure compliance with data protection, privacy, and ethical standards.</li>\n <li>Collaborate with multidisciplinary teams and other GHS stakeholders.</li>\n <li>Participate in regular bi-weekly coordination meetings with U.S. Embassy Jakarta ECON</li>\n <li>Health team to review progress, discuss activities, and address emerging issues.</li>\n <li>Provide information and be available for calls and meetings with the U.S. Embassy Jakarta as requested.</li>\n</ul>\n<h2>Qualifications</h2>\n<p><strong> </strong></p>\n<ul>\n <li>Master’s degree in health informatics, Public Health - Biostatistics, Information Systems, Data Science, or a related field.</li>\n <li>Five (5) to seven (7) years of relevant experience in health information systems, data management, or public health informatics.</li>\n <li>Demonstrated experience with health data platforms (e.g., DHIS2, SQL databases, Excel, Power BI, Tableau), electronic disease surveillance systems, and outbreak reporting tools, including familiarity with interoperability standards (e.g., HL7, FHIR).
