CITY OF EVANS EMPLOYMENT ANNOUNCEMENT Job Title: Civil Engineer I.II.III.IV Department: Engineering FLSA Status: Exempt Division: Engineering Reports To: Engineering Director Classification: Full-time Regular Requisition: 1676 Salary Range: Level III - $98,091.00-137,327.00/year Level IV - $107,900.00-$151,060.00/year Opening Date: Thursday, February 19, 2026 Closing Date: Open Until Filled Schedule: Standard hours are Monday–Friday, 8:00 a.m.–5:00 p.m.; a four 10-hour day schedule may be available. NATURE OF WORK: The Civil Engineer I, II, III, and IV is under general supervision of the Engineering Director, provides a full range of engineering, project management, and construction inspection services for the City’s Public Works and Utilities Department. This includes technical work related to municipal stormwater management, transportation, parks and open space, water distribution, wastewater collection, and wastewater treatment. The employee will perform work related to the design and review of engineering and utility plans and develop deliverables related to the production of maps, drawings, plans, specifications, and details for water, wastewater, and stormwater management systems. Lead and/or support the planning, design, construction, and maintenance of City infrastructure related to municipal stormwater management, transportation, parks and open space, water distribution, wastewater collection, and wastewater treatment. Lead and/or support in the management of capital improvement projects and development of capital improvement plans. Lead and/or support in reviewing site plans, construction plans, drainage reports, traffic reports and planning documents for proposed land development for adequacy and compliance with City codes and criteria. Lead and/or support in communicating with developers, contractors, and the public regarding permit applications, review processes, and code interpretations. Participate in design coordination meetings to lead or support the development process, resolve issues, and ensure timely project completion. Lead and/or support construction project administration, inspection, & permits. Lead and/or support MS4 compliance & enforcement related initiatives. Compile, analyze, and present data to support infrastructure projects, utilizing GIS and other relevant software. Conduct technical research, evaluate alternatives, and provide recommendations to staff, City leadership, City boards and commissions, and City Council. Collaborate with various city departments and operational staff, contractors, consultants, regional partners, and the public. Ensure compliance with local, state, and federal regulations and industry best management practices. Provide guidance on public works and utility infrastructure and project administration. Support in developing the asset management systems, policies, and procedures. Participate in department, staff, City boards and commissions, City Council, and interagency meetings. Knowledge of the principles, practices and methods of construction project administration, inspection, engineering, and project management. Knowledge of drafting techniques, equipment, materials, and procedures. Knowledge of design techniques, tools, and principals involved in production of technical plans, construction drawings and documents, and models. Knowledge of materials, methods, and the tools involved in the construction of utilities, such as water, sewer, irrigation, and stormwater projects. Knowledge of principles and processes for providing customer and personal services, including customer needs assessment, meeting quality standards for services, and evaluations of customer satisfaction. Knowledge of management principles involved in strategic planning, and development of standards and specifications. Knowledge of survey methods and equipment (conventional and GPS). General knowledge of environmental rules and regulations pertaining to water distribution systems, wastewater collection/treatment/disposal systems, and stormwater management. Skill in measuring and estimating construction quantities and determining construction costs for project development and construction management. Skill in effectively analyzing problems, identifying alternative solutions, projecting the consequences of proposed actions, and implementing recommendations in support of work plans and goals. EDUCATION, EXPERIENCE, AND LICENSURE Required: Bachelor’s degree in civil engineering, environmental engineering, mechanical engineering, water resources engineering, or related field; equivalent combinations of education and experience may be considered. Experience in design, construction, and oversight of public infrastructure projects. Valid Colorado Driver’s License or ability to obtain within six months of hire. Level Specific Experience Level I: 0-2 years of experience in municipal engineering or related work. Engineer in Training (EIT) certification preferred. Level II: 2-4 years of experience in municipal engineering or related work. Engineer in Training (EIT) certification required. Level III: 4-6 years of experience in municipal engineering or related work. Licensed Colorado Professional Civil Engineer (PE) or ability to transfer out-of-state licensure within six months of hire. Level IV: 6+ years of experience in municipal engineering or related work. Licensed Colorado Professional Civil Engineer (PE) or ability to transfer out-of-state licensure within six months of hire. Preferred: Bilingual in English and Spanish. Project Management Professional (PMP) certification Certified Floodplain Manager (CFM) MS4 Compliance Certification PHYSICAL AND WORKING ENVIRONMENT *The physical demands here are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing the duties of this job, the employee is required to sit for prolonged periods. The employee is regularly required to exercise mental visual concentration, listen, talk, stand, reach, twist, and demonstrate manual dexterity. The employee is required to focus attention on tasks without losing concentration or becoming distracted by surrounding activities and interruptions. The employee is also required to kneel, squat, stoop, push, pull, and lift up to 50 pounds on an occasional basis. The employee may need to climb ladders, work in Confined Spaces, use power equipment/tools that produce vibration and noise, and work in Work Zones with moderate to heavy traffic. The employee may need to work in all outside weather conditions near moving equipment in areas with elevated noise levels and where chemicals may be utilized.
