Description

Description Oversees educational support services that align with the university's responsibilities to promote and foster learning and working environments in compliance with Title IX, Title VII, Title VI, the Americans with Disabilities Act (ADA), and services for Pregnant and Parenting Students (PPS) as well as other federal, state, regental, or institutional regulations and policies that pertain to the academic learning and working environment. This position reports to the Associate Vice President & Vice Provost for Health, Academic & Student Affairs. This position works closely with the Office of Legal Affairs, the UTSA academic campus EOS Office, Compliance and Privacy Office and/or Human Resources as needed, as well as the Schools and other offices within the health campus. Primary responsibilities for this position include Title IX, Title VII, and Title VI coordination, encompassing oversight of internal and external communications related to policies and procedures; coordination of the institutional obligations of Title IX, VII, VI case management and reporting, training and education; and supervision of investigations and other appointed roles related to the Title IX, VII, and VI investigatory, hearing and appeal processes. This position also oversees the coordination of federal compliance areas that intersect with the academic learning environment, including but not limited to Title VI and Title VII; ADA accommodation requests and negotiation; PPS accommodation requests; and the concomitant education, training, and case management and reporting for these areas. Responsibilities Oversees and conducts student, resident, fellow, post-doc, and other trainee Title IX, Title VII, Title VI, and ADA compliance, ADA accommodations, and appeals, as needed in accordance with the Office of Civil Rights for both the U.S. Departments of Justice and Education, and UT System Office of General Counsel guidance and best practices. Oversees and conducts Title IX (employees and learners) and Title VII investigations for (faculty and learners) in accordance with the Office of Civil Rights for both the U.S. Departments of Justice and Education, and UT System Office of General Counsel guidance and best practices. Liaises with critical partners, including Associate Vice President & Vice Provost for Health, Academic & Student Affairs , and UT San Antonio Legal Affairs, UT San Antonio Police, Compliance, Ombudspersons, Student Affairs Deans and Human Resources. Oversees training for faculty-staff and creates content when required. Assists Human Resources and Compliance and Privacy with the administration and tracking of campus-wide Title IX, Title VI, and Title VII training for faculty and staff, and in partnership with UT Health San Antonio Legal Affairs, the VP for Academic, Faculty, and Student Affairs. Oversees planning, implementing, and managing logistics for campus-wide Title IX, Title VI, Title VII, and ADA training, education, and bystander intervention efforts with schools and the Office of Student Life. Assumes on-call responsibilities on a rotating basis in conjunction with the Deputy Title IX Coordinators and Senior Director for HSC Student Affairs for BIT and Title IX related matters. Oversees OESS website content maintenance and updates as needed. Assists with Maxient incident reporting database for OESS related matters. Oversees intake of Title IX, Title VI, Title VII, and ADA reports and/or complaints, including direct outreach to complainants, facilitation of preliminary fact-finding, and determination of applicable policy or policies. Prepares complaints and dismissal determination letters. Serves as a member of the core and campus-wide Behavior Intervention Team (BIT) and as needed, on the Threat Assessment Team. Must maintain student behavior intervention certification. Supervises and trains the university Deputy Title IX Coordinators, Advisors, Hearing Officers, and Investigators. Develops, implements, and oversees Title IX training for university appointed roles. Develops and oversees maintenance of OESS recordkeeping processes as well as submission of required OESS report ing in accordance with applicable law. Consults with campus partners regarding ADA and (PPS) protections and processes. Develops and oversees the Title IX pregnant and parenting student accommodation request process, and plans and conducts process meetings, drafts accommodation approval letters, and monitors coordination and implementation of pregnant and parenting student accommodations with campus partners. Develops and oversees student ADA accommodation process, and plans and conducts ADA process meetings, drafts accommodation approval letters, and monitors coordination and implementation of ADA accommodations with campus partners. Development and creation of entry level and advanced Investigator training including, but not limited to, student conduct, professionalism, and student mistreatment policies. Performs other duties as assigned. Qualifications Knowledge of Title IX, Title VI, Title VII, and ADA issues, education and enforcement. JD and or Doctorate in related higher education field preferred Knowledge of ADA and Section 504 of the Rehabilitation Act. Ability to review, draft, and revise institutional and departmental policies to ensure compliance with state and federal law. Ability to collect, conduct, and interpret analyses relating to Title IX, Title VI, Title VII, and ADA case management. Knowledge of organizational and management principles in higher education and/or medical fields. Excellent oral and written communication skills in order to interact with a wide variety of constituents including students, faculty, staff, and others. Advanced use of Microsoft Office software, including but not limited to Word, PowerPoint, and Publisher. Knowledge of website creation and editing, such as WordPress, preferred. Ability to exercise discretion and independent judgment, on matters of high sensitivity that oftentimes requires confidentiality or privacy. Ability to recruit, train, and supervise staff. Knowledge in planning, organizing, and conducting educational outreach and related marketing. Strong administrative and time management skills. Knowledge of basic student/employee behavior intervention strategies and techniques. Excellent report writing skills with demonstrated ability to make recommendations based on interviews and evidence collected. This position may require the ability to maintain the security and integrity of UT San Antonio and its infrastructure per Texas EO-GA-48.
