Description Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. What will I be doing? Conducts financial and contract analysis and develops reports and presentations based on analytical findings, to support planning and decision-making by commercial management leadership, Senior Management, and the Board. Supports contract negotiations in collaboration with internal stakeholders including Operations divisions and legal; provides input to contract terms and conditions, including lessons learned and commercial best practices. Develops operational scope of works for the business unit for all RFQ’s, RFP, RQQ, NCP and PT contracts. Prepares all business unit submission documentation for all RFQ’s, RFP’s, RQQ’s, NCP and PT contracts – including, Scope of work; equipment list; budget tables; site visit coordination; analysis of utilizing contracted services versus in-house resources. Attends and represents the business unit at all governance calls with contracted vendors. Attends and represents the business unit at all site visits during the procurement process. In collaboration with internal stakeholders, interprets and ensures terms and conditions of the contracts have been met by internal stakeholders and the contractor. Prepares written correspondence to advise of non-conformance with contractual terms, identify escalation issues, financial reconciliation, claims, and other commercial related items that needs to be formally communicated by the Commercial Management team. Evaluates contractual entitlement, understands contractual obligations and scopes of work/technical requirements, assesses budget and schedule impacts, and acts as a subject matter expert on project agreements supporting Metrolinx’s operations. Leads internal review of invoices with all relevant stakeholders to validate charges and request revisions from the contractor accordingly and manage the invoice processing procedure. Develops memos, meeting minutes, and reporting documentation to provide updates, and utilizes influencing skills to achieve desired outcomes. Interacts and/or works with cross-functional teams, advisory committees, boards, and stakeholders to progress projects and initiatives, and provides regular updates to commercial management team. Analyzes administrative, operational, and / or project-related processes and procedures, and develops and implements streamlined solutions for identified inefficiencies. Contributes to the development and measurement of key performance indicators and other performance metrics. Maintains industry knowledge including trends, products, processes, and best practices Completion of a degree in Engineering, Contract Law,   Contract Management, Business Administration,   or a related discipline - or a combination of education, training and experience deemed equivalent. Demonstrated experience in contract management and administration of large multi-million-dollar contracts and monitoring contractor compliance and performance against contract terms and conditions. Ability to analyze numerical data, and develop/generate reports including charts and graphs Prior working experience in the transportation and facility operations industry is an asset but not mandatory. Proficiency in MS Office (e.g. Outlook, Word, Excel, PowerPoint, Project, Power BI etc.). Strong understanding of contract law and contract administration, including developing terms and conditions, quotations, negotiations, procurement, acquisitions, and dispute resolution. Strong stakeholder skills to conduct and manage commercial management meetings and working sessions with internal and external stakeholders, and result orientation towards key objectives. Strong influencing/negotiating, as well as political acumen capabilities to deal with a variety of stakeholders, agencies, and staff, to ensure successful outcomes and achieve goals. Ability to occasionally work non-standard hours in support of the business unit’s commercial interests Ability to obtain and maintain safety clearances to work in a railway environment Ability to work and navigate in construction sites and in a railway environment Interpersonal and oral/written/presentation skills. What Skills and Qualifications Do I Need?
