Description Job Summary: The Clinical Team Leader  position operates under State Legislature DHS 34 and  assists the Director of Emergency Services with the programmatic and clinical activities of the Crisis team. Primary duties include clinical supervision of designated crisis staff, regular attendance and participation in committees as assigned, performance evaluations, and provide clinical consultation for all the Emergency Services Unit (ESU) programs. The Clinical Team Leader is responsible for representing the Crisis Unit in a professional and collaborative manner during all their interactions with colleagues and collaborative agencies. The person in this position will work collaboratively with the Director to ensure that the unit maintains a balanced budget, accurate data collection, and other clinical and financial obligations outlined in the contracts and MOUs the crisis unit and other ESU programs have with other agencies and funding sources.  Clinical Team Leaders will be responsible for providing oversight of the unit when the Director is unavailable. Clinical Supervision Provide clinical consultation, review, and oversight to clinical team members, and  thorough   consultation, education, instruction and counsel, assure the general clinical and cultural sensitivity and goals for all staff in his/her supervision group on an annual and as needed basis. Provide clinical backup for all staff. Coordinate and oversee a system of appropriate clinical charting procedures that ensure the program's compliance with JMHC, County and State, and CARF guidelines and mandates. Review documentation for accuracy and timely completion. Assist in facilitating the coordination of the program's clinical services with those of other programs and outside agencies, and provide problem resolution around system issues, clinical issues, cultural sensitivity, consumer grievances, and complex cases. B. Administrative Leadership Participate in and provide leadership to staff meetings, training programs and other designated functions and assist in development of new programming. Assist the Director in recruiting, hiring, training and evaluating new staff, students and volunteers. Monitor and ensure staff service expectations. Approve and monitor scheduling, time off requests, training requests, and other aspects of each member of his/her team. Participate in meetings and projects assigned by the Director. Lead team members by modeling excellent work ethic, communication, willingness to learn, and positive regard for JMHC both in public forums and while on the unit. Active participation in JMHC committees Participate in on call rotation that supports crisis staff Foster collaborative working relationships across Journey Mental Health and Dane County. C. Provision of Clinical Services Provide a range of clinical services including risk assessment, crisis planning, emergency detentions, and hospital gate-keeping activities in a context that is supportive of the consumer’s family, culture, values, and perspectives. Complete accurate clinical records for all activities in a timely manner. Attend weekly staffing, consultations, and other clinical meetings as assigned.       D.  Duties Specific to Clinical Team Leader EHR development Oversight and Supervision of program staff Qualifications Education and Experience: Education/Licensure ESSENTIAL Master’s degree in social work, Professional Counseling, Marriage and Family Therapy or another related human services field. Willingness to work towards Wisconsin state licensure process. Meets relevant state licensing requirements for billable services and clinical supervision for alcohol/drug and/or psychotherapy services. PREFERRED Experience as an AODA clinician/supervisor. Experience ESSENTIAL Demonstrated commitment to provide culturally sensitive services that are relevant to the diverse and unique needs/experiences/perspectives of each consumer. Demonstrated commitment to recovery focus principles, and provision of trauma informed services. Experience in managing mental health and related consumer crises and the ability to supervise other staff involved in crisis resolution activities. Ability to provide clinical supervision to a multidisciplinary team. Strong organizational and leadership skills and the ability to assist supervisees in the development of organizational skills. Superior communication abilities (both orally and in writing) and the ability to organize, direct, and work effectively with interdisciplinary teams. Demonstrated clinical experience with adults, children and/or families. Willingness and availability to work in a variety of settings (hospitals, homes, with police throughout the community) within a 24/7/365 work unit. PREFERRED Bilingual (must be able to pass Alta Language Proficiency Test) Spanish Hmong Khmer American Sign Language (ASL) Physical Requirements: Requires driving, sitting, standing, light lifting, bending, and reaching, and the ability to use and operate standard office equipment, including computers, calculator, phone, printer, cell phone, facsimile, etc. Working Conditions: May require evening or weekend hours depending on program and consumer’s needs. Population Served : JMHC consumers have a wide array of different backgrounds and experiences. Staff is expected to be comfortable working with Individuals with the following. Mental Health &/or Substance Use Disorder Diagnosis Current Substance Use Criminal Backgrounds Multi-cultural Identities LGBTQIA+ Identities Varied Levels of Engagement in Services Training Requirements: Orientation training requirement. DHS 31.21(8)(b) 1.   Each newly hired staff person who has had less than 6 months of experience in providing emergency mental health services shall complete a minimum of 40 hours of documented orientation training within 3 months after beginning work with the program. 2.   Each newly hired staff person who has had 6 months or more of prior experience in providing emergency mental health service shall complete a minimum of 20 hours of documented orientation training within 3 months after beginning work with the program. 3.   Each volunteer shall receive at least 40 hours of orientation training before working directly with clients or their families. (d)   Ongoing training requirement. 1.   Each professional staff person shall participate in at least the required number of hours of annual documented training necessary to retain certification or licensure. 2.   Staff shall receive at least 8 hours per year of Inservice training on emergency mental health services, rules and procedures relevant to the operation of the program, compliance with state and federal regulations, cultural competency in mental health services and current issues in client’s rights and services. Hiring Requirement: All potential candidates will need to successfully pass the Background Information Disclosure (BID) for entity employees and contractors.  Wisconsin’s Caregivers Law requires background, and criminal checks are required by the Department of Health Services and Wis. Stat. 50.065(6)(c) and Wis.
