Description

Position Summary The Site Safety and Health Officer (SSHO) is responsible for implementing, administering, and enforcing the project-specific Accident Prevention Plan (APP), Activity Hazard Analyses (AHAs), and all applicable federal, state, and local safety requirements throughout the duration of the roof repair project. The SSHO serves as the Contractor's competent person for safety and is authorized to stop work when unsafe conditions or practices are identified. The SSHO shall be present on-site whenever construction activities are being performed and shall maintain compliance with EM 385-1-1, OSHA regulations, project specifications, and owner safety requirements. Essential Duties and Responsibilities Implement and enforce the approved Accident Prevention Plan (APP). Develop, review, and maintain Activity Hazard Analyses (AHAs) for all phases of work. Conduct daily safety inspections of work areas, equipment, tools, and access routes. Lead daily pre-task safety meetings and weekly toolbox talks. Monitor all roofing operations for compliance with fall protection requirements. Verify proper use of personal protective equipment (PPE). Ensure compliance with OSHA 29 CFR 1926 and EM 385-1-1 requirements. Maintain site safety documentation, training records, inspection logs, and corrective action reports. Coordinate with the Contracting Officer, Government Safety Representative, Building Manager, and other stakeholders regarding project safety matters. Investigate incidents, accidents, near misses, and property damage events and prepare written reports. Conduct and document site-specific safety orientation training for all employees and subcontractors. Monitor ladder safety, scaffold safety, aerial lift operations, material handling activities, and roof access procedures. Verify implementation of weather-related safety procedures including heat stress, wind, lightning, and severe weather protocols. Ensure protection of building occupants, visitors, and adjacent properties from construction hazards. Maintain emergency response procedures and coordinate emergency actions when necessary. Review subcontractor safety plans and verify compliance with project requirements. Maintain authority to stop work when unsafe conditions exist. Required Qualifications Minimum five (5) years of progressive construction safety experience Current OSHA 30-Hour Construction Certification. OSHA Competent Person Training Demonstrated knowledge of OSHA 29 CFR 1926 Construction Standards. EM 385-1-1 Construction Safety Hazard Awarenesss COurse for Constructors USACE CQM For Contractors Certification Experience preparing and implementing Accident Prevention Plans and Activity Hazard Analyses. Strong written and verbal communication skills. Ability to conduct site inspections and prepare detailed safety reports. Preferred Qualifications CHST (Construction Health and Safety Technician) certification. CSP (Certified Safety Professional) certification. Experience on federal construction projects. Experience working on occupied facilities. Typical Project Hazards Fall hazards associated with roof work. Ladder and scaffold operations. Material hoisting and crane activities. Electrical hazards. Heat stress and environmental exposure. Manual material handling. Public and occupant protection. Demolition and debris removal operations. Physical Requirements Ability to access roof areas via ladders, stairs, and aerial lifts. Ability to walk active construction sites for extended periods. Ability to lift up to 25 pounds. Ability to work outdoors in varying weather conditions. Authority The SSHO shall have full authority to: Suspend or stop work involving unsafe acts or conditions. Require immediate corrective action. Remove personnel from work areas when safety violations are observed. Enforce all project safety requirements and contractual obligations. Minimum Federal Project Requirement The SSHO shall be present on-site whenever work is being performed and shall devote 100% of their time to project safety management duties while construction activities are underway.
