We are seeking a Railroad Safety and Roadway Worker Protection Manager to join our Transportation Sector. The Railroad Safety and Roadway Worker Protection (RWP) Manager is responsible for enforcing compliance with regulatory and contract requirements while directly observing, monitoring, and inspecting railroad construction related activities. Additionally, the Railroad Safety and RWP Manager is responsible for developing, delivering, and managing all components of the federally mandated RWP training program for the client. This position will supervise other employees and support the Authority’s Chief of Safety and Security. The Railroad Safety and RWP Manager is responsible for assisting in construction safety and security and oversight activities related to the program. The ideal candidate will have the responsibility and accountability to develop, make recommendations, and implement continuous improvement for safety and security activities related to the program.</p>\n<h2>Responsibilities</h2>\n<ul>\n <li>Plan, develop, implement, and manage the RWP training program</li>\n <li>Delivers general and railroad safety training, to include applicable elements of 49 CFR 214, to the client, consultant, and contractor staff</li>\n <li>Conduct audits, inspections, and risk assessments to identify potential hazards and ensure compliance with Occupational Safety and Health Administration (OSHA), Federal Railroad Administration (FRA), and California Division of Occupational Safety and Health (Cal/OSHA) requirements</li>\n <li>Coordinates safety meetings amongst various Staff, consultants, and contractors</li>\n <li>Monitor compliance and make recommendations regarding railroad safety program wide</li>\n <li>On call for all incident levels related to railroad construction activities to ensure resources and notifications are completed as required. Assist in root cause analysis for incidents with applicable construction contractor(s)</li>\n <li>Collaborate with law enforcement, emergency services, and security agencies to align site security measures with broader public safety requirements</li>\n <li>Coordinate with external rail partners as applicable including but not limited to adjacent freight and commuter railroads along the HSR alignment</li>\n <li>Prepare and present reports, briefings, and recommendations to the client's leadership, stakeholders, and oversight bodies regarding railroad safety and security activities</li>\n <li>Lead process improvements to enhance efficiency, accountability, and transparency in safety and security initiatives across the program</li>\n <li>Perform other duties as assigned</li>\n</ul>\n<h2>Qualifications</h2>\n<ul>\n <li>Bachelor’s degree in Safety Management, Construction Management, Engineering, Public Safety, or a related field</li>\n <li>At least 5 years of experience in training and/or railroad operations</li>\n <li>Subject matter expert in 49 CFR 214 Railroad Workplace Safety and OSHA General Industry and Construction requirements</li>\n <li>Ability to design, develop, implement, facilitate, evaluate, and measure training and development activities</li>\n <li>Strong organizational, communication, and leadership skills to work effectively with multidisciplinary teams</li>\n</ul>\n<p>Preferred Qualifications: </p>\n<ul>\n <li>OSHA 30-Hour Construction Safety certification</li>\n <li>Experience with transit, freight, or rail infrastructure safety and security programs</li>\n <li>Proficiency with safety management systems, data analysis tools, and reporting platforms</li>\n</ul>\n<p>Salary Range: $125,500 to $233,500 yearly</p>\n<p>Location: Wasco, CA</p>\n<p>Work Environment: Onsite</p>\n<h2>Our Company</h2>\n<p><strong>Cordoba Corporation, Making a Difference</strong></p>\n<p>Cordoba Corporation is a leading civil engineering, construction management, program management, and planning firm.
