Description
THOR Solutions is actively seeking a mid-level Software and Engineering Requirements Manager to support Landing Craft Air Cushion (LCAC) Command, Control, Communications, Computers, Navigation & Electrical (C4N&E) activities at Naval Surface Warfare Center Panama City Division (NSWC PCD) in Panama City, FL. The individual will support the Software Support Activity (SSA) software development and In Service Engineering Authority (ISEA) hardware sustainment efforts. An ideal candidate will possess experience supporting software and hardware requirements management efforts for a major NAVSEA, NAVAIR, Navy, or DoD equivalent program.
Typical Responsibilities: Develop system-level, subsystem-level, and application-level software requirements specifications based on user needs, DoD Instructions, and other inputs specified for the LCAC system. Maintain or develop any new LCAC Air Cushion Vehicle (ACV) systems baseline documentation and drawings. Perform requirements elicitation, analysis, and management. Act as the interface between software/SSA and engineering/ISEA efforts, evaluating requirements and supporting test functions. Establish the system level technical requirements and all supporting requirements. Perform requirements traceability to ensure all requirements have a source and are justified as complete. Ensure traceability of the requirements through all levels of design, development, integration, test, and production. Assess the System Requirements Verification Traceability Matrix (SRVTM) for a task.
Location: Full time onsite at the Naval Surface Warfare Center Panama City Division (NSWC PCD) in Panama City, FL.
Travel Requirements: This position is anticipated to require up to 10% travel, including limited international/overseas travel. An existing passport or the ability to quickly obtain one is required.
Typical Physical Activity: Typical Physical Activity: Primarily desk/computer work in an office environment. May involve: repetitive motion. Periodic visits to waterfront/shipboard environments. May involve: traversing shipboard environments (e.g., confined spaces, ladders, hatches) or vision.
Existing SECRET Security Clearance Required: This position requires an existing active or interim Secret security clearance prior to hire. Only U.S. citizens are eligible for a security clearance; therefore, only current U.S. citizens will be considered for this position. An otherwise strongly qualified candidate with highly relevant experience but no current security clearance may be considered.
Required Knowledge, Skills, and Abilities: Qualified as a DOD 8140 Policy Cyber Workforce (CWF) Systems Requirements Planner (641) Intermediate . To qualify, must possess at least ONE of the following: Bachelors of Science (BS) degree in Information Technology, Cybersecurity, Computer Science, Information Systems, Data Science, or Software Engineering. OR, possess at least ONE of the following certifications. Proof of active/current certification must be provided prior to a job offer being extended: Certified Cloud Security Professional (CCSP) CompTIA Security+ CyberSec First Responder (CFR) Federal IT Security Professional-Manager-NG (FITSP-M) GIAC Security Essentials Certification (GSEC) Systems Security Certified Practitioner (SSCP) Certified Information Systems Security Professional (CISSP) CompTIA SecurityX (formerly CASP+) GIAC Cloud Security Automation (GCSA) GIAC Security Leadership Certification (GSLC) At least five (5) years of relevant professional experience with software and systems requirements management, including: Supporting software and hardware testing from a “total systems” perspective Generating test documentation and test procedures Proficiency with common productivity software including Microsoft Office. Strong communications skills. Unexpired passport (or ability to quickly obtain one) to support near-term required international travel.
Additional Preferred Knowledge, Skills, and Abilities: Bachelor’s degree in one of the above-mentioned disciplines or in electrical engineering, Computer Engineering, or Mechanical Engineering, or similar. An ideal candidate’s experience will have been obtained in a Navy/DoD/Federal environment. Prior experience supporting Cybersecurity and the RMF process in a DoD environment. Familiarity with INCOSE methods and processes. Knowledge of/experience with: One or more of the following: JCL, SQL, Git, Windows, Linux, UNIX, Java, CMPRO, Confluence, JIRA, Jenkins, Bitbucket, Gitlab, VxWorks, DOORS. An ideal candidate will possess experience supporting software and hardware requirements management efforts for a major NAVSEA, NAVAIR, Navy, or DoD equivalent program.<br><br><strong>Typical Responsibilities: </strong><ul><li>Develop system-level, subsystem-level, and application-level software requirements specifications based on user needs, DoD Instructions, and other inputs specified for the LCAC system.</li><li>Maintain or develop any new LCAC Air Cushion Vehicle (ACV) systems baseline documentation and drawings.</li><li>Perform requirements elicitation, analysis, and management.</li><li>Act as the interface between software/SSA and engineering/ISEA efforts, evaluating requirements and supporting test functions.</li><li>Establish the system level technical requirements and all supporting requirements.</li><li>Perform requirements traceability to ensure all requirements have a source and are justified as complete.</li><li>Ensure traceability of the requirements through all levels of design, development, integration, test, and production.</li><li>Assess the System Requirements Verification Traceability Matrix (SRVTM) for a task.</li></ul><br><strong>Location: </strong>Full time onsite at the Naval Surface Warfare Center Panama City Division (NSWC PCD) in Panama City, FL.<br><br><strong>Travel Requirements:</strong> This position is anticipated to require up to 10% travel, including limited international/overseas travel. An existing passport or the ability to quickly obtain one is required.<br><br><strong>Typical Physical Activity:</strong> Typical Physical Activity: Primarily desk/computer work in an office environment. May involve: repetitive motion. Periodic visits to waterfront/shipboard environments. May involve: traversing shipboard environments (e.g., confined spaces, ladders, hatches) or vision.<br><br><strong>Existing SECRET Security Clearance Required:</strong> This position requires an existing active or interim Secret security clearance prior to hire. An otherwise strongly qualified candidate with highly relevant experience but no current security clearance may be considered.<br><br><strong>Required Knowledge, Skills, and Abilities: </strong><ul><li>Qualified as a DOD 8140 Policy Cyber Workforce (CWF) <a href=\"https://www.cool.osd.mil/don/cswf/matrix.html?moc=cswf_srp_641\">Systems Requirements Planner (641) Intermediate</a>. To qualify, must possess at least ONE of the following:<ul><li>Bachelors of Science (BS) degree in Information Technology, Cybersecurity, Computer Science, Information Systems, Data Science, or Software Engineering.</li><li>OR, possess at least ONE of the following certifications.
