The Program Officer will coordinate also between HR Department and Finance to ensure<br>efficient program implementation. Responsibilities include managing day-to-day activities, monitoring<br>recruitment plans, facilitating meetings with health facility board members, ensuring document authenticity,<br>providing capacity building for staff, and handling program administration tasks such as budgeting and<br>incentives.</p>\n<p><br></p>\n<p><span style=\"font-size: 14pt; font-weight: bold\">Key responsibilities</span></p>\n<p><span style=\"font-weight: bold\">Program Implementation</span><br>• Ensure the seamless execution of day-to-day activities pertinent to the agreed mobilization<br>strategy for each grant.<br>• Collaborate with the Project Manager to devise strategies for monitoring, evaluation, timely<br>reporting, course correction, project closure, assessments, and internal knowledge sharing.<br>• Oversee the implementation of recruitment plans for each health facility, offering necessary<br>support to ensure strict adherence to the agreed recruitment Standard Operating Procedures<br>(SOPs).<br>• Under the supervision of the Project Manager, review, extend, and amend Memoranda of<br>Understanding (MOUs) with health facilities to accurately reflect the agreed budget.<br>• Organize, document, and facilitate monthly meetings with health facility board members in<br>collaboration with the Project Manager, conducting gap analysis and overseeing gap closure<br>efforts.<br>• Work closely with field-based staff and health facility management to maintain quality control<br>and ensure authenticity of all support documents, collaborating with other operational<br>departments to ensure adherence to established procedures and policies.<br>• Provide on-the-job capacity building to field-based program staff and health facility<br>management, ensuring correct application of RI procedures and tools. Utilize remote training<br>methods to keep field-based staff updated on tools, systems, and procedures.<br><span style=\"font-weight: bold\">Program Administration</span></p>\n<p>• Systematically review, analyze, and report monthly running costs for health facilities, submitting<br>payment requests to the Finance Department along with all necessary supporting documents.<br>• Coordinate with the HR Department to review monthly incentives for indirect staff, verifying<br>documentation for new hires, resignations, and status changes, and submit required documents<br>to Finance with accompanying MOUs.<br>• Alert the Project Manager promptly to any potential misconduct or procedural gaps in field<br>procedures related to operations and administration policies. This should be done through RI’s<br>complaints and feedback mechanism, as well as coordination with health facilities and RI’s HR<br>Team.<br><span style=\"font-weight: bold\">Engineering Works for Program Activities</span><br>• Develop plans for all health facilities using AutoCAD and maintain continuous updates.<br>• Prepare Bills of Quantities (BOQs) for rehabilitation, construction, maintenance, and<br>development works required by health technicians to enhance health facility performance.<br>• Supervise contractors' work, ensuring compliance with specifications and maintaining the<br>required quality standards.<br><span style=\"font-weight: bold\">Behavior and conduct</span><br>• Ensures that behavior inside and outside of work promotes the values in RI’s code of conduct and<br>safeguarding policies<br>• Acts with integrity and holds themselves accountable for being respectful, inclusive and professional<br>• Reports any concerns</p>\n<p><br></p>\n<p><span style=\"font-size: 14pt; font-weight: bold\">Person Specification</span></p>\n<p>Skills, knowledge and expertise required for the role.<br><span style=\"font-weight: bold\">Essential criteria</span><br>• University degree in civil engineering, economic or any relevant filed<br>• 2-3 years previous experience in an INGO. Humanitarian or development sector.<br>• Demonstrated experience in implementing policies, procedures and systems in remote settings.<br>• Excellent command of spoken and written English and Arabic.<br>• Demonstrated excellent computer literacy (Excel, word, internet).<br>• Ability to prioritize and deal with competing demands.<br>• Excellent organizational, interpersonal and communication skills.<br>• Good English language (writing, speaking, reading)<br><span style=\"font-weight: bold\">Desirable criteria</span><br>• A team builder with excellent people skills; culturally sensitive.<br>• Be flexible adaptable and willing to perfume other duties and work irregular hours<br>• Technical engineering experience<br>• Microsoft office and AutoCAD experience.</p>",
