Due to program requirements, this particular position needs to be filled by a person with a disability Job Description JOB TITLE: Federal WCE Stationary Engineer SCA OCCUP: 25070 Stationary Engineer SALARY GRADE: Federal Wage Determination or Collective Bargaining Agreement FLSA STATUS: Nonexempt APPROVAL DATE: November 2014 POSITION SUMMARY: Under general supervision stationary Engineers perform skilled work in the operation, maintenance and repair of boilers, chillers, , compressors, instrumentation, generators, pumps, heating, ventilation and air conditioning (HVAC) equipment, , lighting, power, water, water treatment and other electrical and mechanical systems normally found in food processing plants, hospitals, schools, airports, high-rise buildings, major complexes and industrial plants to achieve maximum performance and efficiency of operation on a daily basis. TYPICAL DUTIES: *Responsible for the safe and efficient operation of all systems in the facility under their control. *Make regular rounds of equipment areas, reading meters and gauges, listening to machinery and adjusting controls. *May work in central control rooms monitoring conditions throughout the plant by watching video display terminals and checking computer printouts that show instrument readings from machinery in remote locations. *If equipment breaks down or malfunctions occur, technicians are responsible for locating the source of trouble and making all necessary repairs. Must use hand and power tools, replace or modify defective parts/components, fabricate new parts and/or completely overhaul equipment. *Must write detailed reports and logs of repairs, installations, test results, instrument readings and any preventive maintenance work they have performed. *Operate, maintain and repair boilers, heaters, pumps, valves, appurtenances and lines used in the distribution of steam and heat or processed water. They operate, repair and maintain refrigerant compressors, condensers, evaporators, traps, transfer pumps, expansion valves, stop valves and float valves, together with all refrigerant lines and devices used to deliver and control temperatures. They take tests and perform corrective action, such as adding chemicals to the boilers to prevent corrosion and scale. *Operate, maintain and repair air handling equipment, air compressors, distribution lines and all natural gas distribution lines, including valves and all devices for air control; manufactured gas distribution lines, including all valves and control devices, water filters, softeners, piping and pumps used in conjunction with water distribution, including sinks, toilet bowls, supply lines, drains and water lines. *Operate, maintain and repair sanitary sewer systems, including water closets, urinals, basins, sump pumps and piping. Perform tests and take corrective action. *Operate, maintain and repair all types of motors and engines used to power pumps and fans. *Operate, maintain and repair single and multi-phase electrical circuits up to 480 volts, transformers, motors, motor controls, machinery and fixtures. *Operate, maintain and repair electronic and computer systems such as clocks, closed circuit TVs, automatic fire alarms, security, energy management systems, equal potential grounding and automatic power transfers and calibrate control systems, including air balance, humidistats and solid state electronic motor control amplifiers. *Operate, maintain and repair of fuel oil systems including pumps, valves, lines, controls and fuel tanks. *Operate, maintain and repair turbines, elevators, fire safety devices, security systems, etc. *Operate, maintain and repair all water and sewage systems, laundry and culinary equipment, inspect and troubleshoot electrical and mechanical systems and equipment used to identify repair needs. They plan layouts and estimate costs for repairs and replacement parts for electrical, mechanical and electronic systems including requisition parts, supplies and equipment. *Operate, maintain and repair kitchen equipment. *Install any equipment monitoring devices and systems to replace existing equipment or systems. *Use trade related tools in a competent and safe manner. *Other duties and responsibilities may be assigned by the Supervisor or Account Manager as deemed necessary to keep the facility operating. MINIMUM QUALIFICATIONS: Stationary Engineers must have knowledge and experience dealing with boiler and auxiliary boiler room equipment, heating, lighting, ventilating, air conditioning, power refrigeration, building electrical and pneumatic controls, water treatment and other mechanical and electrical equipment, including the methods, tools and materials used in the operation, maintenance and repair of such equipment. Stationary Engineers must have the ability to follow oral and written directions, demonstrate mechanical ability, keep accurate records, install, operate and make repairs to the various types of equipment listed. Because of the trend toward automated and centralized controls in facilities, Stationary Engineers are required to maintain a high level of computer and digital electronic skills. They must be able to operate, maintain and repair these sophisticated systems. Stationary Engineers must interface with the public, occupants, their peers and supervisors. They may be assigned to train other employees, assign and plan work, and direct others engaged in performing certain duties. Verbal and written interpersonal skills are used daily and these skills are essential parts of the position. They must be able to prepare written reports, complete log sheets and read, interpret and work from plans, drawings and specifications. Stationary Engineers must be able to write clearly and verbally explain complex situations and problems to their peers and supervisors. Verbal communication is essential in order to effectively contribute to the department's goals and objectives. Eight to fifteen years of field experience servicing and repairing HVAC/R equipment and controls. Advanced knowledge of and understanding of energy management control systems and building automation systems. Ability to diagnose and resolve advanced network operation problems. CERTIFICATES REQUIRED: EPA Universal EPA 410 Certification (preferred but optional) LAN Certification or be able to obtain LAN Certification within 12 months Driver license PHYSICAL REQUIREMENTS: Employees may experience the following physical demands for extended periods of time. Bending/stooping to access equipment to include lifting and moving heavy equipment (up to 50 pounds) Climbing ladders to gain access to rooftop equipment Standing Working in confined spaces Exposure to toxic substances Exposure to risk of electrical shock Exposure to wind, rain, cold, and heat Noise from equipment Sitting and monitoring computer systems WORK ENVIRONMENT: Work is performed primarily within the Bureau of Engraving and Printing facility. . HVAC/R equipment is located in crawl spaces, rooftops, and outside facility. Technicians are exposed to hot and cold climate, depending on external weather conditions. Verbal communication is essential in order to effectively contribute to the department's goals and objectives.</p>\n<p> </p>\n<p>Eight to fifteen years of field experience servicing and repairing HVAC/R equipment and controls.</p>\n<p> </p>\n<p>Advanced knowledge of and understanding of energy management control systems and building automation systems.</p>\n<p> </p>\n<p>Ability to diagnose and resolve advanced network operation problems.</p>\n<p> </p>\n<p>CERTIFICATES REQUIRED:</p>\n<ul>\n <li>EPA Universal</li>\n <li>EPA 410 Certification (preferred but optional)</li>\n <li>LAN Certification or be able to obtain LAN Certification within 12 months</li>\n <li>Driver license</li>\n</ul>\n<p> </p>\n<p>PHYSICAL REQUIREMENTS: Employees may experience the following physical demands for extended periods of time.</p>\n<ul>\n <li>Bending/stooping to access equipment to include lifting and moving heavy equipment (up to 50 pounds)</li>\n <li>Climbing ladders to gain access to rooftop equipment</li>\n <li>Standing</li>\n <li>Working in confined spaces</li>\n <li>Exposure to toxic substances</li>\n <li>Exposure to risk of electrical shock</li>\n <li>Exposure to wind, rain, cold, and heat</li>\n <li>Noise from equipment</li>\n <li>Sitting and monitoring computer systems</li>\n</ul>\n<p> </p>\n<p>WORK ENVIRONMENT: Work is performed primarily within the Bureau of Engraving and Printing facility.  . HVAC/R equipment is located in crawl spaces, rooftops, and outside facility.
