Description
Under the direction of the Fiscal Officer, the Grants and Compliance Specialist manages the pre- and post-award processes for grants and assists with contract management. This includes managing grant submission and administration policies, systems, and documentation to ensure compliance, develop, and incorporate best practices. The position works closely with leadership and program staff to ensure accurate, timely, efficient, and transparent processes are in place to track and report consistent outcomes and grant objectives.
In addition, this position may act in a Coordinator or project management role for smaller or temporary projects or grants. The Grants and Compliance Specialist is responsible for providing an advanced level of support for all program areas of LCFC and assisting the Executive Director and Fiscal Officer with LCFC operations.
Responsibilities
PROGRAMMATIC JOB FUNCTIONS:
Identifies, assesses, and recommends potential funding opportunities that align with LCFC’s mission and strategic goals.
Actively collaborates with the leadership team, as well as program and finance to lead the development and submission of grant proposals.
Works closely with program staff and the leadership team to manage progress on project deliverables and ensures accurate programmatic reporting on grants and subawards.
Provides leadership and oversight on grant compliance requirements and develops organizational practices and processes for documenting grant information and activities, including for audits.
Identifies and/or anticipates issues and proactively contributes to solutions. Problem solves to enhance overall grant data collection, reporting, and impact assessment.
Partners with staff to maintain information management systems that ensure the accuracy and integrity of an organizational-wide grants database.
Coordinates the preparation of grant applications, including, completion of certifications, compiling of materials, and ensuring compliance with requirements.
Works with program staff to develop and maintain grant agreements, contracts, and MOUs.
Works closely with finance, program/grant leads, and leadership to ensure compliance on grants and sub-awards, such as with file reviews and audits of program databases.
Assists leadership with compliance projects for individual departments and the organization as a whole.
Obtains an understanding of internal controls over the compliance requirements and related audit objectives, selected cost items, allowable and unallowable costs, and standard methodologies.
Assist Executive Director and Fiscal Officer with drafting and editing grant applications including budget development and drafting annual and supplemental budget narratives.
Assist Executive Director and Fiscal Officer with drafting, revising, disseminating and tracking multiple contracts for provision of services across multiple grants and project periods.
Actively participates in individual supervision, team meetings, workgroups, and organization-wide initiatives.
Assist staff in the writing and development of materials (i.e., brochures, fliers, presentation materials, forms, policies, procedures, email correspondence).
Prepare and distribute materials for the LCFC Policy Committee and Governance Committee. Document in-kind for committee meetings and process stipends for parent representatives as needed within budget
FISCAL FUNCTIONS
Develop and use reports to track spending on multiple budgets, including training expenses, special purpose funds/grants, and carryover of unspent funds.
Create and monitor purchase orders (PO) for contracts or as directed for LCFC purchasing needs.
Review and process invoices as related to assigned purchases/POs.
Use County pay card for program purchases as needed.
Assist new contractors with County requirements such as insurance coverage and supplier registration.
Act as backup to Fiscal Officer for receipt of payments in the financial management system and reviewing/submitting invoices to funders.
Assist with obtaining approvals for in-kind waivers for EHS grants.
GENERAL FUNCTIONS
Performs other duties as assigned within the scope of the position and program description, as well as those reflective of their experience, education, and ability.
Maintain personal and professional growth by participating in ongoing training and other professional development activities . Applies new learnings, approaches, and practices to core position responsibilities and activities.
Respond to and directs routine inquiries regarding Lucas County Family Council programs.
Qualifications
MINIMUM QUALIFICATIONS
Bachelor degree in business management, business administration, public administration or related field required.
Minimum two (2) years’ experience with government grants administration, budgets, contracts, and/or compliance.
Minimum t hree (3) years’ experience in an office setting working with multiple managers on a variety of tasks.
Minimum three (3) years’ experience working with word processing, spreadsheet, internet, and database software and management information systems.
