DPU: The Department of Public Utilities (DPU) is the state agency responsible for overseeing investor-owned electric power, natural gas, and water companies in Massachusetts. It regulates the safety of bus companies, moving companies, transportation network companies, and oversees the safety of natural gas pipelines and the MBTA. Job Description: DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES Analyzes records, and documents of motor carrier companies through desk reviews to determine compliance with established procedures and regulations. Audits motor carrier operational records; verifying the accuracy of driver and maintenance records; and reviewing the policies and procedures of companies audited to ensure compliance with applicable laws, rules and regulations. Performs audit control functions by inspecting equipment and/or providing the 14-passenger restricted road test evaluation to ensure compliance with standard safety practices and applicable laws, rules and regulations. Provides technical assistance to agency staff and to agencies and companies audited by advising them on such matters as operating compliance with established procedures; by interpreting applicable laws, rules, and regulations; and by explaining agency reports, regulations and procedures. Develops information for preparing regulations, report forms, and procedural manuals by analyzing objectives and requirements and conferring with agency personnel to obtain statistical data and supportive documentation to conduct effective and comprehensive examinations of records. Testifies at administrative hearings and court proceedings as needed. Plan, organize and implement audits of motor carrier company concerns by deciding the scope and format to be used in conducting audits and examinations and by reviewing audit procedures. Prepare various statements and reports based on audit findings to reflect compliance with established procedures and standards. Coordinate information sharing functions such as executive sessions with Commission. Recommend approval of necessary forms for motor carrier companies. Investigate and draft response report in response to consumer complaints. Review agency policy affecting motor carrier companies’ compliance with applicable laws, rules and regulations. Review and evaluate policies and procedures of Agency to ensure proper safeguards and internal controls. Develop audit policies and procedures, manuals, and various reporting forms. Explain agency reports, regulations, and procedures to public or private organizations. Determine the validity of motor carrier company claims. Ensure standard performance in conducting audit examinations. Provide program and productivity information to agency management for the review, development and implementation. Prepare highly technical reports and confidential information for proposed policy changes. Prepare investigative research reports for use by law enforcement and/or other regulatory agencies. Conduct informal hearings involving staff and consider complaints against motor carrier companies. QUALIFICATIONS ACQUIRED ON JOB (List knowledge, skills, abilities) - The territory for this position is located in southeastern MA. Knowledge of the laws, rules, regulations, policies, procedures, etc. governing the Department of Public Utilities and Federal Motor Carrier Safety Administration. Knowledge of the North American Standard Out-of-Service criteria. Knowledge of commercial vehicle mechanical systems. Knowledge of the types and uses of agency forms. Knowledge of federal inspection systems. Knowledge of CVIEW, CDLIS, Inspect, UCR and FMCSA Motor Carrier Portal. Knowledge of the Transportation Database. Mandatory requirement to attend and pass FMCSA course North American Standard of Inspection (“NASTI”) Certification class Part A and Part B. As well as the Passenger Vehicle Inspection class.
