    "description": "<h2>Overview</h2>\n<p><strong>To provide experienced contract staff through an IDIQ labor hour contract to support the Enforcement & Compliance (E&C) team in managing a record-high volume of AD/CVD cases, easing workload demands and creating a potential pipeline for future full-time analysts.</strong></p>\n<p> </p>\n<p><strong>Position Overview: </strong></p>\n<p> </p>\n<p>This position provides consultative, analytical, and support services throughout all phases of program and system development. The contractor will help ensure that business and technical requirements are accurately captured, tested, and implemented, while proactively identifying risks, resource constraints, and opportunities for improvement.</p>\n<h2>Background</h2>\n<p>The Enforcement and Compliance (E&C) unit within the International Trade Administration (ITA) at the Department of Commerce plays a critical role in promoting fair trade and supporting U.S. commercial competitiveness. E&C enforces U.S. Trade Remedy Laws to counteract the harmful effects of unfair foreign trade practices. Through antidumping (AD) and countervailing duty (CVD) cases, E&C helps ensure U.S. firms and workers can compete on a level playing field both domestically and globally.</p>\n<h2>Responsibilities</h2>\n<li><p>Provide analytical and consultative support across the full project lifecycle—from business requirements through design, testing, and implementation.</p></li>\n<li><p>Participate in analysis sessions to define and refine program and system requirements.</p></li>\n<li><p>Analyze budgets, schedules, and other program resources; identify shortfalls and recommend corrective actions.</p></li>\n<li><p>Review business, system, and software integration requirements to ensure alignment with program goals.</p></li>\n<li><p>Evaluate alternative solutions and develop recommendations that support project success.</p></li>\n<li><p>Identify, communicate, and help resolve project risks and issues proactively.</p></li>\n<li><p>Research and analyze project and technical documentation to inform decisions and validate requirements.</p></li>\n<li><p>Monitor system testing activities, review test results, and identify discrepancies or project issues.</p></li>\n<li><p>Collaborate with stakeholders across functional and technical teams to ensure requirements are met and outcomes achieved.</p></li>\n<h2>Qualifications</h2>\n<li><p><strong>Minimum of 4 years of experience in program analysis, business analysis, or a related field.</strong></p></li>\n<li><p>Demonstrated experience supporting the full software development lifecycle (SDLC), including requirements analysis, system testing, and implementation.</p></li>\n<li><p>Strong analytical skills with the ability to evaluate and interpret budgetary and scheduling data.</p></li>\n<li><p>Familiarity with system integration and software testing concepts.</p></li>\n<li><p>Ability to assess risk, resolve issues, and make data-driven recommendations.</p></li>\n<li><p>Excellent verbal and written communication skills with the ability to collaborate across multiple stakeholder groups.</p></li>\n<li><p>Self-starter with a strong sense of ownership, attention to detail, and accountability.</p></li>\n<h2>Education</h2>\n<p>Bachelor’s degree in Business, Information Systems, Computer Science, or a related field (or equivalent experience).</p>\n<h2>Certification(s)</h2>\n<p>Certifications are not required; however, candidates holding the following credentials will receive special consideration:</p>\n<p> </p>\n<ul>\n <li>CBAP (Certified Business Analysis Professional)</li>\n <li>PMP (Project Management Professional)</li>\n <li>PMI-PBA (Professional in Business Analysis)</li>\n</ul>\n<h2>Compensation</h2>\n<p>The compensation range for this position is $85,000 – $97,000 per year. Compensation will be discussed in greater detail with candidates who advance in the interview process, allowing for a comprehensive evaluation of qualifications and alignment with role requirements.</p>\n<p> </p>\n<p><strong>Compensation Disclaimer:</strong>The salary range provided for this position represents a general guideline. Final compensation will be determined at the Company’s discretion based on a variety of factors, including but not limited to relevant experience, skills, education, internal equity, geographic location, and contract requirements. Not all candidates will be eligible for the upper end of the salary range.</p>\n<h2>Location and Work Hours</h2>\n<p>This position supports a <strong>hybrid work schedule</strong> and requires regular on-site presence at the following location:</p>\n<p> </p>\n<p><strong>Herbert C. Hoover Building</strong></p>\n<p>1401 Constitution Avenue NW</p>\n<p>Washington, D.C. 20230</p>\n<p> </p>\n<p>Employees will be expected to report on-site several days per week, with the specific schedule determined in coordination with their Supervisor. As such, candidates must reside within a <strong>reasonable commuting distance</strong> of Washington, D.C. This position is not eligible for full-time remote work or for candidates located outside of the local commuting area.</p>\n<p> </p>\n<p>Standard working hours are based on a <strong>40-hour work week</strong>, Monday through Friday. While some flexibility may be available, employees are generally expected to be available during <strong>core business hours of 9:00 AM – 3:00 PM ET</strong>.</p>\n<p> </p>\n<p>When working remotely, employees must have access to a <strong>reliable internet connection</strong> and a suitable work environment that supports productivity and compliance with company policies.</p>\n<p> </p>\n<p>This position supports a hybrid work schedule, which means employees are authorized to alternate between on-site and telework days on a schedule agreed upon and approved by their Supervisor.
