In support of Product Manager Engineer Systems, we are seeking a Logistics Analyst III with experience in supporting DOD Federal acquisition programs; knowledge of policy/principles/organizational protocols.</p><p data-pasted=\"true\"><strong>Responsibilities:</strong></p><ul><li data-pasted=\"true\">Leads and directs integrated logistics support (ILS) activities designed to provide effective and efficient life cycle support of systems and equipment;</li><li>Recommends ILS element planning and progress to ensure compliance with program requirements, specifications, and standards;</li><li>Analyzes models and optimized distribution networks using advanced logistics software for location of sites, allocation of resources, inventory placement and size, selection of transportation mode, freight consolidation, closed loop tours, continuous moves, shipment to customers, etc.;</li><li>Determines proper logistics support sequences and time phasing, problems arising from location of operation area and other factors such as environmental and human factors;</li></ul><p style=\"margin-left:0in;\">Will report directly to the Lead Logistics Management Specialist (LMS) for Fuel and Water Team to support the following tasks:</p><ul><li>Ensure team level tasks are tracked, executed, and reported;</li><li>Work closely with program and contractor staff in various competencies including logistics, engineering, development, and integration;</li><li>Assists in the design of systems (and their associated subsystems) for supportability and integrates the twelve product support elements;</li><li>Assists in the development of supportability and design requirements documentation by participating in the analysis of alternatives and requirements development processes;</li><li>Analyzes and evaluates the supportability aspects, to include conducting Business Case Analysis (BCAs), of each proposed design alternative and implements the necessary actions to change the design to improve supportability;</li><li>Assists in developing the support risk mitigation strategy for incorporation into program Risk Mitigation Plan;</li><li>Assist in developing the product support budget profile, incorporating funding to manage supportability risks;</li><li>Assists the LMS to identify and meet support requirements, partnering with the operational forces, supporting establishment, and external organizations when developing product support requirements, fielding plans and information, and support mechanisms;</li><li>Assists in preparing the product support funding requirements for Program Objective Memorandum submission including logistics-related funding appropriations;</li><li>Assists in developing alternate support strategies consistent with levels of funding available;</li><li>Conducts timely analysis of product support design parameters e.g., Reliability, Availability, Maintainability, and Durability; Mean Time Between Operational Mission Failure (MTBOMF), Operational Availability (Ao), Mean Time to Repair (MTIR), Level of Repair Analysis (LORA), etc;</li><li>Develops Disposal Plans in conjunction with the operating forces and external organizations;</li><li>Performs data and trend analyses to identify, predict, and resolve readiness issues;</li><li>Prepares and recommends changes to the maintenance plan over equipment life cycle;</li><li>Monitor emerging government / industry best practices and analyzes possible application to programs systems;</li><li>Gather information from various data sources (information systems and key personnel) to synthesize coherent responses to task for review and submission;</li><li>Monitor, maintain, and prepare input in support of the Product Manager (PdM) Risk Review, PdM Status Meetings, and other recurring meetings.</li></ul><p><strong>Education/Experience:</strong></p></div><ul><li data-pasted=\"true\">High School Diploma or GED required.&nbsp;</li><li>Bachelors is preferred with Seven (7) years of experience in defense life cycle (acquisition) logistics support of electronic systems, to include: logistics management, principles, practices, and processes.&nbsp;</li><li>Experience shall include at least four (4) years of support with C4ISR or similar systems, to include: Analyzing Engineering/Systems Management Data, Developing Logistics Plans and Procedures, and Developing Logistics Management Plans and Guidelines.&nbsp;</li><li>Experience may be achieved simultaneously. Five (5) years of direct experience may be substituted for a Master&#39;s degree.</li></ul><div><p><strong>Specific/Preferred Requirements:</strong></p><ul><li data-pasted=\"true\">This position requires an active Secret Security Clearance.</li><li>This position is not eligible for remote work or 100% telework.</li><li>Mid-level knowledge of acquisition logistics and associated Product Support Elements.</li><li>Provide continuous logistics support on the 12 Integrated Product Support Elements (IPSE), not limited to providing input on supply chain management, conducting ILAs, course of action, strategy, and oversight of total quality management.</li><li>Develops, reviews, and updates acquisition documentation, logistics plans, technical manuals/publications, and instructions for programs of record at various ACATs.</li><li>Have familiarization with and access to the following applicable federal logistics websites and tools to include, but not limited to:</li><li>Global Combat Support System Marine Corps (GCSS-MC).</li><li>Total Force Structure Management System (TFSMS).</li><li>Total Life-cycle Management Operational Support Tool (TLCM-OST).</li><li>Technical Data Management-Publications (TDM-PUBS).</li><li>Web Federal Logistics Information System (Web-FLIS).</li><li>DLA Federal Logistics (FedLog).</li><li>USMC Logway (LogTool).</li><li>Enterprise Task Knowledge Management Software Software II (ETMS2).</li><li>MARCORSYSCOM Vital Information Portal for Enterprise Resources (VIPER).</li><li>Intel Link.</li><li>Experience conducting research and data/trend analysis on weapon systems to support readiness and cost optimization.</li><li>Conduct assessments of documentation such as limited Diminishing Manufacturing Sources and Material Shortages (DMSMS) plans, Material Readiness Reports, limited Depot Source of Repair (DSOR) recommendation letters, Maintenance Task Analyses (MTA), Tracking Exchange of equipment, and Level of Repair Analysis (LORA) products.</li><li>Have familiarization with Government property accountability policy/procedures and FIAR methodology.</li><li>Develop, review, and update Technical Manuals.</li><li>Familiarization with Government property accountability policy/procedures and FIAR methodology.</li><li>Develop conference or meeting agendas and minutes.</li><li>Familiarization in the following areas is a plus:</li><li>An understanding of the Systems Approach to Training (SAT) and demonstrated ability to provide training support, including New Equipment Training and computer-based training, and all associated documentation.</li><li>Knowledge of Failure Reporting, Analysis, and Corrective Action System (FRACAS).</li><li>Warranty coordination.</li><li>Proficient in MS Office products (Word, Excel, Project, PowerPoint).</li><li>Ability to adapt to fast paced and changing environment.</li><li>Excellent communication skills both oral and written.</li></ul><p><strong>Physical Demands:</strong></p><p>The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
