          "text": "<p><strong>Position&#xa0;Summary&#xa0;</strong></p><p>The Smart&#xa0;Infrastructure&#xa0;Project Manager&#xa0;will&#xa0;support the&#xa0;City’s&#xa0;SmartCityPHL&#xa0;initiative&#xa0;and work&#xa0;closely with leadership from the&#xa0;MDO&#xa0;and several&#xa0;other agencies across the&#xa0;City.&#xa0;&#xa0;</p><p>The Smart&#xa0;Infrastructure&#xa0;Project Manager&#xa0;will support&#xa0;implementation of&#xa0;new&#xa0;technologies&#xa0;and&#xa0;innovation&#xa0;techniques&#xa0;to improve City operations and services.&#xa0;The work will involve&#xa0;identifying, developing, and implementing pilot programs in coordination with operating infrastructure entities, focusing primarily on projects relating to mobility and right-of-way management. This role will work directly with City agencies, embedded IT staff, and external infrastructure agencies to&#xa0;establish&#xa0;business cases for&#xa0;deployment of&#xa0;leading edge&#xa0;technologies&#xa0;and to promote&#xa0;innovation consulting&#xa0;work both internally and external to City Government. It will also support grant writing&#xa0;and administration focused on&#xa0;federal&#xa0;and state&#xa0;infrastructure projects.&#xa0;&#xa0;</p><p><strong>Essential Functions&#xa0;</strong></p><p>As the Smart&#xa0;Infrastructure Project Manager, some of your&#xa0;responsibilities will&#xa0;include: &#xa0;</p><ul><li><p>Managing the implementation, evaluation, and scale-up of technology pilots, with a focus on those that improve the operations of City-owned infrastructure&#xa0;</p></li></ul><ul><li><p>Coordinating the activities of City Department and partner agencies as they implement internal and public facing pilot programs and engage communities about the work&#xa0;</p></li></ul><ul><li><p>Identifying&#xa0;funding opportunities that support the City’s&#xa0;digital infrastructure&#xa0;development&#xa0;as well as leading or&#xa0;assisting&#xa0;with the grant writing and application processes for infrastructure projects&#xa0;</p></li></ul><ul><li><p>Collaborating with the Department of Streets, Southeastern Pennsylvania Transportation Authority, Water Department, Pennsylvania Department of Transportation, DVRPC, and other infrastructure agencies&#xa0;</p></li></ul><ul><li><p>Representing&#xa0;SmartCityPHL&#xa0;and&#xa0;MDO&#xa0;among internal and public stakeholders in the development and implementation of strategies related to infrastructure and infrastructure driven service delivery.&#xa0;</p></li></ul><ul><li><p>Coordinating with the Law Department and Risk Management to advise cabinet officials and department executives on best practices&#xa0;regarding&#xa0;privacy,&#xa0;security&#xa0;and liability with respect to technology deployments which&#xa0;leverage&#xa0;City infrastructure.&#xa0;</p></li></ul><p><strong>Required Competencies, Knowledge, Skills, and Abilities&#xa0;</strong></p><p>Digital and Physical&#xa0;Infrastructure&#xa0;Expertise.&#xa0;&#xa0;</p><ul><li><p>Basic&#xa0;understanding of principles of multimodal transportation&#xa0;systems&#xa0;</p></li></ul><ul><li><p>Basic understanding of&#xa0;IT architecture and support systems&#xa0;</p></li></ul><ul><li><p>Basic understanding of APIs&#xa0;and field deployment of physical hardware&#xa0;</p></li></ul><p>Technology&#xa0;and&#xa0;Data Analysis&#xa0;Expertise&#xa0;&#xa0;</p><ul><li><p>Ability to analyze situational information, constraints, or data and present findings in written reports, visual and verbal communication.&#xa0;</p></li></ul><ul><li><p>Basic knowledge of software engineering and data science principles  &#xa0;</p></li></ul><ul><li><p>Basic&#xa0;knowledge of Microsoft Office applications, ArcGIS, and Adobe Creative Suite. &#xa0;</p></li></ul><ul><li><p>Willingness and ability to learn and interpret other analytical and design software as&#xa0;required.&#xa0;</p></li></ul><ul><li><p>Ability to read and review computer code and system architecture&#xa0;diagrams.&#xa0;</p></li></ul><ul><li><p>Ability to develop deeper&#xa0;expertise&#xa0;in a technically complex subject to support the development for a technical solution.&#xa0;</p></li></ul><p>Project Management&#xa0;</p><ul><li><p>Ability to execute the scope of the overall project within&#xa0;City’s&#xa0;policy and procedures.&#xa0;</p></li></ul><ul><li><p>Ability to create and meet project plans, timelines, and monitor progress via reporting and status updates.&#xa0;</p></li></ul><ul><li><p>Ability to multi-task and problem solve.&#xa0;</p></li></ul><ul><li><p>Ability to prioritize work, meet deadlines, and produce quality results on time with attention to detail.&#xa0;</p></li></ul>",
