Those without a Poly will not be considered.**</u></strong><br><br><br><br><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\"><b><u>TECHNICAL REQUIREMENTS</u></b></span></span><br><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\"><i>System Sustainment and Enhancement </i></span></span><br><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\">The Contractor shall provide project and requirements management, systems integration, design, development, testing, and deployment support to enhance and sustain existing Tasking applications.</span></span><br><br><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\">The Contractor shall work in close coordination with the Sponsor to identify and prioritize requirements for enhancements and revisions, and ensure integration of work into development cycles.</span></span><br><br><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\"><i>System Design and Development</i></span></span><br><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\">The Contractor shall provide design and development support to enhance and sustain the existing targeting system. Design and development support includes activities such as:</span></span><ol style=\"list-style-type:lower-alpha;\"><li style=\"margin-left:8px;\"><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\">Design and develop enhancements and revisions for existing tasking applications in the system</span></span></li><li style=\"margin-left:8px;\"><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\">Ensure seamless integration of system capabilities with other Sponsor and NSA&#8217;s systems.</span></span></li><li style=\"margin-left:8px;\"><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\">Leverage the full suite of Enterprise SecDevOps tools (e.g., GitHub, Jenkins, Nitro, Platforma, etc.) provided by the Sponsor to design, develop, deploy, and host capabilities.</span></span></li><li style=\"margin-left:8px;\"><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\">Use separate operating environments for development, test, and production.</span></span></li><li style=\"margin-left:8px;\"><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\">Obtain user feedback to refine and enhance existing capabilities.</span></span></li><li style=\"margin-left:8px;\"><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\">Conduct peer reviews of design and development code prior to committing in the code repository.</span></span></li><li style=\"margin-left:8px;\"><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\">Notify application stakeholders of all scheduled and unscheduled changes, releases and outages.</span></span></li><li style=\"margin-left:8px;\"><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\">Maintain configuration management of code, and build and release documentation in a Sponsor specified repository.</span></span></li><li style=\"margin-left:8px;\" value=\"1\"><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\">Partner with Sponsor enterprise development organizations throughout the development lifecycle to promote knowledge sharing.</span></span></li></ol><br><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\"><i>System Administration</i></span></span><br><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\">The Contractor shall provide Systems Administration support that is consistent with commercial best practices to include the following:</span></span><ol style=\"list-style-type:lower-alpha;\"><li style=\"margin-left:8px;\"><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\">Monitor and track system performance via system metrics. The Contractor shall take proactive actions to address system performance issues. The Contractor shall include updates pertaining to system performance metrics.</span></span></li><li style=\"margin-left:8px;\"><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\">Manage and correct infrastructure-related issues that cause degraded performance or outages. Provide incident resolution and restoration of service as defined in Table 1 &#8211; System SLA Criteria.</span></span></li><li style=\"margin-left:8px;\"><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\">Provide preventative maintenance for Sponsor applications, to include software patches and upgrades and maintenance of cloud environments based on security or technical requirements.</span></span></li><li style=\"margin-left:8px;\"><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\">Manage system access control and security in accordance with the System Security Plan (SSP).</span></span></li><li style=\"margin-left:8px;\"><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\">Manage backup and recovery of systems and data, with valid recovery tests successfully performed at least every twelve (12) months or per COTR or GTM direction. Should a system fail this test, immediate actions shall be taken by the contractor to resolve the issue(s).</span></span></li><li style=\"margin-left:8px;\"><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\">Provision and manage user and development accounts in accordance with the Sponsor&#8217;s Concept of Operations (CONOPS) and SSP.</span></span></li><li style=\"margin-left:8px;\"><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\">Ensure proper separation of duties for administrators of each system, in accordance with Sponsor Security directives, regulations, and policies.</span></span></li><li style=\"margin-left:8px;\"><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\">Provide configuration build support and develop and maintain configuration build documentation.</span></span></li><li style=\"margin-left:8px;\" value=\"1\"><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\">Coordinate environment and patching maintenance with external infrastructure providers, and provide supporting regression testing ahead of an external production patch.</span></span></li><li style=\"margin-left:8px;\" value=\"10\"><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\">Establish and maintain all development, testing, and production environments.</span></span></li><li style=\"margin-left:8px;\"><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\">Ensure that supported applications continue to perform as implemented when network, workstations, and servers are upgraded or modified.</span></span></li></ol><br><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\"><i>System Deployment</i></span></span><br><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\">The Contractor shall develop a change management strategy to facilitate user acceptance of new systems and releases. The Contractor shall also identify technical transition issues associated with the deployment of new systems/releases, and develop deployment plans to address those issues. The Contractor shall:</span></span><ol style=\"list-style-type:lower-alpha;\"><li style=\"margin-left:8px;\"><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\">Deploy software releases in accordance with documented deployment procedures.</span></span></li><li style=\"margin-left:8px;\"><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\">Coordinate the release windows and cycles with appropriate Sponsor service providers and partners.</span></span></li><li style=\"margin-left:8px;\"><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\">Maintain the release schedule and ensure alignment across key partners and vendors.</span></span></li><li style=\"margin-left:8px;\"><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\">Provide Release Reporting in a format agreed upon with the Sponsor.</span></span></li><li style=\"margin-left:8px;\"><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\">Notify application stakeholders of all scheduled and unscheduled releases.</span></span></li><li style=\"margin-left:8px;\"><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\">Maintain a release repository and manage key information such as build content, release procedures, dependencies, and notification lists.</span></span></li><li style=\"margin-left:8px;\"><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\">Support the execution of deployment plans and checklists.</span></span></li><li style=\"margin-left:8px;\"><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\">Develop scripts and automation solutions used to build, integrate, and deploy software releases to various systems using enterprise DevOps tools wherever possible.</span></span></li><li style=\"margin-left:8px;\" value=\"1\"><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\">Monitor each application to provide status awareness and include a resolution plan for the application in the event of its failure.</span></span></li><li style=\"margin-left:8px;\" value=\"10\"><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\">Meet agreed upon performance Service Level Agreements (SLAs) for system up-time, concurrent users, and system recovery for each application or system as defined in Table 1.</span></span></li></ol><br><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\"><i>System Transition and Decommission Support</i></span></span><br><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\">The Contractor shall provide support to enable the transition of system applications to the Sponsor&#8217;s new enterprise tasking system, and decommission of those applications once transition is complete.</span></span><br><br><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\"><i>Application Transition Planning</i></span></span><br><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\">At the Sponsor&#8217;s direction and per required timeframe, the Contractor shall coordinate with the Sponsor, Sponsor development teams, and mission partners to develop an application transition plan. The plan shall be a comprehensive and systematic approach for transitioning the current tasking applications, and user and tasking data to a new enterprise tasking system expected to become operational in FY28. The plan shall include documentation of system tasking workflows, system integration and connection points, user data and tasking data repositories, and Sponsor partner POCs. The plan shall be aligned to requirements and goals of the Sponsor organization and include a clear and detailed schedule, including tasks and timelines that reflect the Sponsor&#8217;s phased migration approach to the new enterprise tasking system. The Contractor shall obtain Sponsor approval for the final transition plan. The Contractor shall collaborate with and assist Sponsor development teams in the transition of current applications and data to the new enterprise tasking system to ensure all system functionality and data is successfully transitioned to the new system.</span></span><br><br><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\"><i>Decommission of System Applications</i></span></span><br><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\">The Contractor shall provide support to systematically decommission system applications once they have been transitioned to the Sponsor&#8217;s new enterprise tasking system. In close coordination with the Sponsor, the Contractor shall:</span></span><ol style=\"list-style-type:lower-alpha;\"><li style=\"margin-left:8px;\"><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\">Develop comprehensive documentation and checklists to be used for each application decommission.</span></span></li><li style=\"margin-left:8px;\"><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\">Ensure all tasking data, users, and integration points for each application transition to the new system.</span></span></li><li style=\"margin-left:8px;\"><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\">With Sponsor approval, conduct a graceful shutdown and decommission of the application.</span></span></li><li style=\"margin-left:8px;\"><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\">Decommission cloud and on-prem resources and infrastructure supporting the applications.</span></span></li><li style=\"margin-left:8px;\"><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\">Decommission or transition data flows for the system applications.</span></span></li><li style=\"margin-left:8px;\"><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\">Transition data generated by and supporting the applications to successor solutions.</span></span></li></ol><br><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\"><b><u>CRITICAL CORE COMPETENCIES</u></b></span></span><br><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\">The Contractor shall provide the following Critical Core Competencies and ensure they are not single-threaded by an individual contributor for the duration of this contract.&#160; These competencies represent specialized skills, experience and institutional knowledge deemed vital to executing contract requirements.</span></span><br><br><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\"><i>SecDevOps Engineering</i></span></span><br><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\">Designs and develops SecDevOps pipelines to support Continuous Integration/Continuous Development (CI/CD) microservices on a cloud infrastructure utilizing tool suites such as Ansible, GitHub and Jenkins.</span></span><br><br><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\"><i>Cloud Services</i></span></span><br><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\">Deploys, operates, and maintains web services on a cloud infrastructure.&#160; Has experience with the Sponsor&#8217;s C2E environment.</span></span><br><br><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\"><i>Systems Administration</i></span></span><br><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\">Operates, maintains, and administrates cloud infrastructure, servers, and environments that support Sponsor capabilities and services, and development and user accounts and profiles.</span></span><br><br><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\"><i>Java and JavaScript. and/or Python Programming</i></span></span><br><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\">Develops web services and Microservices using Node.js to include Representational State Transfer (REST) APIs, ExpressJS applications, Spring Model View Controller (MVC) and Spring Boot, u. Experience deploying and operating the Netflix Open Source Suite of tools.</span></span><br><br><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\"><i>Web Application Programming</i></span></span><br><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\">Develops JavaScript/HTML/CSS web user interfaces using the Angular framework. POSITIONS</u></b></span></span><br><span style=\"font-size:11pt;\"><span style=\"font-family:Calibri, sans-serif;\"><b>Required Skills and Demonstrated Experience</b></span></span><br><span Those without a Poly will not be considered.**\n TECHNICAL REQUIREMENTS\n System Sustainment and Enhancement\n The Contractor shall provide project and requirements management, systems integration, design, development, testing, and deployment support to enhance and sustain existing Tasking applications.\n The Contractor shall work in close coordination with the Sponsor to identify and prioritize requirements for enhancements and revisions, and ensure integration of work into development cycles.\n System Design and Development\n The Contractor shall provide design and development support to enhance and sustain the existing targeting system. Design and development support includes activities such as: Design and develop enhancements and revisions for existing tasking applications in the system\n Ensure seamless integration of system capabilities with other Sponsor and NSA’s systems.\n Leverage the full suite of Enterprise SecDevOps tools (e.g., GitHub, Jenkins, Nitro, Platforma, etc.) provided by the Sponsor to design, develop, deploy, and host capabilities.\n Use separate operating environments for development, test, and production.\n Obtain user feedback to refine and enhance existing capabilities.\n Conduct peer reviews of design and development code prior to committing in the code repository.\n Notify application stakeholders of all scheduled and unscheduled changes, releases and outages.\n Maintain configuration management of code, and build and release documentation in a Sponsor specified repository.\n Partner with Sponsor enterprise development organizations throughout the development lifecycle to promote knowledge sharing.\n System Administration\n The Contractor shall provide Systems Administration support that is consistent with commercial best practices to include the following: Monitor and track system performance via system metrics. The Contractor shall: Deploy software releases in accordance with documented deployment procedures.\n Coordinate the release windows and cycles with appropriate Sponsor service providers and partners.\n Maintain the release schedule and ensure alignment across key partners and vendors.\n Provide Release Reporting in a format agreed upon with the Sponsor.\n Notify application stakeholders of all scheduled and unscheduled releases.\n Maintain a release repository and manage key information such as build content, release procedures, dependencies, and notification lists.\n Support the execution of deployment plans and checklists.\n Develop scripts and automation solutions used to build, integrate, and deploy software releases to various systems using enterprise DevOps tools wherever possible.\n Monitor each application to provide status awareness and include a resolution plan for the application in the event of its failure.\n Meet agreed upon performance Service Level Agreements (SLAs) for system up-time, concurrent users, and system recovery for each application or system as defined in Table 1.\n System Transition and Decommission Support\n The Contractor shall provide support to enable the transition of system applications to the Sponsor’s new enterprise tasking system, and decommission of those applications once transition is complete.\n Application Transition Planning\n At the Sponsor’s direction and per required timeframe, the Contractor shall coordinate with the Sponsor, Sponsor development teams, and mission partners to develop an application transition plan. The plan shall be a comprehensive and systematic approach for transitioning the current tasking applications, and user and tasking data to a new enterprise tasking system expected to become operational in FY28. The plan shall include documentation of system tasking workflows, system integration and connection points, user data and tasking data repositories, and Sponsor partner POCs. The plan shall be aligned to requirements and goals of the Sponsor organization and include a clear and detailed schedule, including tasks and timelines that reflect the Sponsor’s phased migration approach to the new enterprise tasking system. The Contractor shall obtain Sponsor approval for the final transition plan. The Contractor shall collaborate with and assist Sponsor development teams in the transition of current applications and data to the new enterprise tasking system to ensure all system functionality and data is successfully transitioned to the new system.\n Decommission of System Applications\n The Contractor shall provide support to systematically decommission system applications once they have been transitioned to the Sponsor’s new enterprise tasking system.
