Description Job Summary: The Equal Opportunity Officer and Title IX Coordinator reports to the Chief Compliance Officer and is responsible for leading and coordinating the University’s efforts to ensure equal opportunity for all TU community members. This position provides strategic leadership for institutional efforts aimed at ensuring regulatory compliance with federal, state, local, and internal affirmative action, equal opportunity, and non-discrimination laws, regulations, and policies including Equal Employment Opportunity Commission (EEOC) and Affirmative Action rules and regulations, Title VI and Title VII of the Civil Rights Act of 1964, Title IX of the Education Amendments of 1972, the Age Discrimination Act of 1975, the Age Discrimination in Employment Act of 1967 (ADEA), the Americans with Disabilities Act of 1990 (ADA), as well as other related non-discrimination statutory and regulatory requirements. The incumbent will work closely with the Office of the General Counsel and other stakeholders in furtherance of the goal of the University to maintain a safe, equitable, respectful, open, diverse, and inclusive living and working environment. Essential Functions (Responsibilities): Develops, implements, updates, and reviews affirmative action, equal opportunity and non-discrimination policies, procedures, and programs for compliance with federal and state regulations, including with respect to all university policies and practices related to discrimination based upon protected status. Provides oversight of university compliance related to affirmative action, equal opportunity, and non-discrimination, including with respect to training and awareness programming and educational materials for students, faculty, and staff. Provides for the prompt, thorough, effective, and equitable intake, impartial investigation, and timely resolution of all direct and indirect complaints of discrimination based upon protected status. Provides information to TU community members regarding policy interpretation, reporting and resolution processes, campus and community resources, interim measures, remedies, and appeals related to discrimination complaints. Makes recommendations that ensure the safety of the impacted reporting party and the campus community; tracks incidents of informal and formal complaints and investigations and maintains a case management system. Maintains, records, and submits descriptive reports to university leadership on the number and nature of complaints filed and the disposition of complaints; engages in data collection and analysis, climate assessment, and pattern monitoring related to complaints alleging discrimination based upon protected status. Collaborates with university departments to develop and facilitate safety and advocacy programs to ensure that students, faculty, and staff are aware of their rights, available resources, and grievance procedures with respect to reporting and filing of complaints alleging discrimination based upon protected status. Identifies and integrates best practices by keeping current with laws, regulations, regulatory guidance, and current case law. Regularly attend continuing professional education and maintain ongoing relationships with colleagues at other institutions and professional organizations. Serves as Deputy Title IX Coordinator for the University. Performs other duties as assigned. Equivalent Education/Experience Master’s Degree in College Student Personnel, Student Affairs, Higher Education Administration, Counseling, Human Resources, Social Work or a related field, or Juris Doctorate. Five (5) years of progressively responsible experience which should include knowledge and experience involving the adjudication of complaints involving discrimination based upon protected status, experience in trauma informed approach and practice. Three (3) or more years of progressive experience in leading others or project teams including planning, organizing and project management skills and the proven ability to perform as a team player across campus constituencies. Knowledge/Skill/Ability Demonstrated knowledge of federal civil rights legislation (Title VI, Title VII, Title IX, ADEA, ADA, etc.). EEOC/Title IX training or certification. Excellent judgment along with ability to handle confidential situations with compassion, sensitivity, and diplomacy and always remain objective and impartial. Demonstrated and proven working knowledge of the current and emerging regulatory environments in higher education, as well as a broad awareness of national issues and trends as they relate to equal opportunity and non-discrimination best practices. Excellent policy and data analysis skills. Strong communication and organizational skills, and proficient computer skills. The ability to design and deliver training programs to all constituencies of the university. The ability to work collaboratively with faculty, staff, and students. Special Job Dimensions: Work requires working with highly sensitive or confidential information. Preferred Qualifications: Juris Doctorate or other terminal degree in a related field; prior experience with and understanding of higher education industry.
