Description

Director of Capital Projects & Project Management leads the planning, execution, and delivery of rehabilitation, renovation, and capital improvement projects across the portfolio. This role develops scopes, budgets, and schedules; oversees bidding and contractor performance; standardizes project processes; and ensures projects are completed on time, within budget, and to quality and safety standards. The Director partners closely with leadership and on‑site teams, provides clear communication and reporting, and proactively manages risk, change orders, and stakeholder expectations throughout each project’s lifecycle. This role also provides direct leadership to Project Management team members (as assigned), including directing work, developing capabilities, and building a high-performing team aligned to organizational goals. Project Delivery Lead all phases of assigned projects (pre‑construction, execution, close‑out) across multiple properties Develop scopes of work, estimates, bid packages, and integrated project schedules Conduct pre‑construction meetings with management teams and contractors; align roles, timelines, and expectations Build and manage project budgets and timelines; track progress and adjust plans as needed Direct unit renovation programs: participate in Notice‑to‑Vacate (NTV) walks, finalize unit scopes, and coordinate schedules, milestones, and turnovers Review, validate, and reconcile change orders and invoices; ensure proper approvals and documentation Oversee contractor and vendor performance: onboarding, safety compliance, schedule adherence, workmanship quality, and crew coordination Conduct regular job‑site walks; maintain visual documentation and issue logs; mitigate schedule impacts (e.g., weather delays) Support general construction initiatives (concrete, asphalt, exterior projects): scope development, contractor walks, and director‑level review Ensure adherence to OSHA/EPA and company safety standards; drive site safety culture and corrective actions Partner with Acquisitions, Asset Management, and Operations teams to perform property due diligence, assess physical conditions, develop capital expenditure (CapEx) budgets, and support underwriting efforts for prospective acquisitions. Team Leadership & Development Direct, support, and manage assigned project management team members, including setting priorities, assigning workload, and ensuring accountability for results Develop and execute portfolio-wide capital project strategies that support asset preservation, value creation, and long-term ownership objectives. Recruit, onboard, and develop team members to build a high-performing project management function Develop, mentor, and evaluate project management staff through coaching, performance management, succession planning, and professional development initiatives. Administrative & Financial Leadership Partner with executive and property leadership to prioritize initiatives and align project portfolios with business goals Provide weekly and ad‑hoc status updates, portfolio dashboards, and progress reports to leadership Lead long-range capital planning efforts, including multi-year capital forecasts and reserve planning initiatives. Review potential cost overages, analyze variances, and implement corrective measures; process change orders for approval Contribute to annual capital planning and budget development; monitor actuals vs. budgets and forecasts Standardize project management practices, templates, and reporting; mentor and guide both onsite teams and direct reports in project delivery and execution excellence Identify, prequalify, and recommend new vendors/contractors to strengthen bench depth and capacity Provide technical guidance to on‑site teams; ensure documentation accuracy and timely communication with all stakeholders Enforce compliance with company SOPs, contract protocols, insurance requirements, and regulatory obligations Lead problem resolution and escalations; remove roadblocks to keep projects on schedule and within scope Perform Other Duties as Assigned Ensure team alignment with company standards, project management best practices, and operational goals Clear, concise verbal and written communication; strong stakeholder management and meeting facilitation Ability to partner effectively with on‑site teams, leadership, residents (as needed), vendors, and contractors Proficiency with Microsoft Office and project management tools; ability to learn additional software as needed Ability to read and interpret scopes, blueprints, specifications, and construction drawings Working knowledge of construction methods, building systems, trades, materials, and sequencing Familiarity with OSHA, EPA, environmental, and job‑site safety regulations and best practices Strong budgeting, forecasting, and analytical skills; ability to interpret bids, estimates, and financial reports Strong organizational skills with exceptional attention to detail and follow‑through Proven ability to manage multiple concurrent projects and shifting priorities under deadlines Strong problem‑solving ability and sound judgment; able to remove roadblocks and drive decisions Ability to work independently while fostering collaboration across teams and locations Ability to operate in a constant state of alertness and ensure safe performance of duties Professional attitude and consistently neat, clean, and well‑groomed appearance Ability to communicate in English with clients and coworkers; another language may be used if preferred by all parties Education (level and type) Bachelor’s degree in construction management or related field, or equivalent combination of education and experience Required Work Experience Minimum number of years: 5 years of experience in maintenance operations management within a large residential or commercial portfolio Demonstrated experience managing contractors, capital projects, and multi-unit renovation programs preferred Certifications and/or Licenses Valid driver license legally allowing driving for work purposes during working hours Valid automobile insurance when operating a vehicle for business purposes EPA/HVAC Certification (Type I/II or Universal) beneficial for scope comprehension preferred Additional certifications (e.g., PMP, CFM, BOMI) preferred Any other licenses/certifications required by governing agencies - otherwise, none Continuing Education Courses OSHA 10/30/40 Only those required to maintain government agency certification or licensing Completion of applicable Company training programs throughout employment Working Conditions Exposure to all weather conditions, including extreme temperatures below 32°F and above 100°F Work performed in both office and outdoor environments;
