          "text": "<p>The <strong>Program Director</strong> is the driving force behind a complex, mission‑critical federal program delivering advanced capabilities to <strong>INDOPACOM</strong> customers. This role provides strategic leadership across project execution, systems integration, cybersecurity, network engineering, and enterprise services—ensuring resilient, secure, and fully operational networks achieve and sustain <strong>Full Operational Capability (FOC)</strong> in high‑tempo environments.</p><p>As the single point of accountability for contract success, the Program Director leads delivery across <strong>Task Order Management, Systems Administration, Security Services, and Enterprise Management Services</strong>, while enforcing rigorous compliance with <strong>DoD standards, cybersecurity frameworks, and federal acquisition regulations</strong>. Serving as the senior interface with Government leadership, this leader drives operational excellence, innovation, and continuous improvement across <strong>globally distributed CONUS and OCONUS teams</strong>, enabling scalable, future‑ready solutions aligned with evolving mission demands.</p><p><strong>Essential Job Duties</strong></p><p><strong>Program Leadership &amp; Execution</strong>&#xa0;</p><ul><li>Provide strategic direction and oversight for all related program activities supporting INDOPACOM operational and strategic objectives.&#xa0;</li><li>Ensure full implementation of principles, architecture, standards, and specifications across all supported environments.&#xa0;</li><li>Oversee execution across all four task areas:&#xa0;<ul><li>Task Order Management.&#xa0;</li><li>Systems Administration.&#xa0;</li><li>Security Services.&#xa0;</li><li>Enterprise Management Services.</li></ul></li><li>Ensure delivery of all contract deliverables including Monthly Progress Reports (MPR), Weekly Activity Reports (WAR), Contractor Performance Reports (CPR), technical documentation, and transition plans.&#xa0;</li><li>Maintain a rolling 90-Day Action Plan and ensure alignment with Government priorities, milestones, and performance standards.&#xa0;</li><li>Monitor program performance against Acceptable Quality Levels (AQLs), ensuring 100% on-time delivery and high-quality&#xa0;output.&#xa0;</li><li>Lead risk management efforts, proactively identifying, mitigating, and communicating risks with recommended courses of action (COAs).&#xa0;</li><li>Manage surge support requirements while maintaining operational continuity.&#xa0;</li></ul><p><strong>Technical &amp; Operational Oversight</strong>&#xa0;</p><ul><li>Oversee systems integration, network engineering, and cyber security operations&#xa0;supporting networks and information systems.&#xa0;</li><li>Ensure achievement and sustainment of Full Operational Capability (FOC) across all supported sites.&#xa0;</li><li>Direct:&#xa0;<ul><li>Systems engineering, installation, testing, and evaluation.&#xa0;</li><li>Network management, configuration, and fault resolution.</li><li>Hardware/software lifecycle management and procurement.&#xa0;</li><li>Technical documentation, training, and knowledge management.&#xa0;</li></ul></li><li>Ensure execution of&#xa0;Verification &amp; Validation (V&amp;V) activities,&#xa0;Engineering Change Proposals (ECPs),&#xa0;and&#xa0;Interface Control Documents (ICDs)&#xa0;</li><li>Support global deployment activities, including OCONUS engineering, site surveys, and exercise support.&#xa0;</li><li>Oversee technical demonstrations and integration of new capabilities.&#xa0;</li></ul><p><strong>Cybersecurity &amp; Compliance</strong>&#xa0;</p><ul><li>Ensure compliance with DoD cybersecurity requirements including RMF, STIGs, and A&amp;A processes.&#xa0;</li><li>Oversee Information Assurance (IA), COMSEC management, and network security operations.&#xa0;</li><li>Ensure contractor personnel meet DoD 8570/8140 certification requirements.&#xa0;</li><li>Ensure secure integration of cryptographic systems and classified communications.&#xa0;</li><li>Familiarity with Zero Trust environment requirements&#xa0;</li></ul><p><strong>Client &amp; Stakeholder Management</strong>&#xa0;</p><ul><li>Serve as primary interface with Government leadership, COR, and INDOPACOM stakeholders.&#xa0;</li><li>Lead monthly and weekly program reviews, including CPR and MPR briefings.&#xa0;</li><li>Provide executive-level reporting on program status, risks, financials, and performance.&#xa0;</li><li>Ensure customer satisfaction across INDOPACOM,&#xa0;component commands (PACAF, USARPAC, MARFORPAC, PACFLT, SOCPAC) and subordinate commands&#xa0;(USFK, USFJ).&#xa0;</li></ul><p><strong>Financial &amp; Contract Management</strong>&#xa0;</p><ul><li>Manage program budgets, forecasting, and cost control for FFP and O&amp;M activities.&#xa0;</li><li>Track contract&#xa0;line-item&#xa0;performance, burn rates, and funding status.&#xa0;</li><li>Ensure compliance with contract requirements, invoicing accuracy, and financial reporting.&#xa0;</li></ul><p><strong>Team Leadership &amp; Workforce Management</strong>&#xa0;</p><ul><li>Lead multi-disciplinary teams across engineering, cybersecurity, and program management functions.&#xa0;</li><li>Oversee staffing, onboarding, and personnel transitions, including transition-in/out planning.&#xa0;</li><li>Ensure workforce readiness, certifications, and training compliance.&#xa0;</li><li>Foster a high-performance culture focused on mission success and continuous improvement.&#xa0;</li></ul><p><strong>Enterprise &amp; Knowledge Management</strong>&#xa0;</p><ul><li>Oversee enterprise governance and information-sharing capabilities.&#xa0;</li><li>Ensure maintenance of technical libraries knowledge management systems.&#xa0;</li><li>Promote standardization and adherence to architecture across all supported sites.&#xa0;</li></ul>",
