With nearly 200 staff—including accountants, auditors, analysts, and subject matter experts—FM oversees statewide financial systems, monitors expenditures, enforces spending laws, manages appropriations, and produces key financial reports. The division also supports state agencies, higher education institutions, and the Legislature by providing reporting, research, policy guidance, training, and analysis of legislative impacts. Guided by a philosophy of integrity, innovation, communication, and continuous learning, FM emphasizes strong relationships and recognizes people as its greatest asset. Work Hours: Monday through Friday, 40 hours a week with occasional evening, weekend hours and holidays. Preferred Qualifications Preferred Education: Graduation from an accredited college or university with an Accounting or a Business related degree. Preferred Experience: • Experience with Texas governmental agency(s). • Experience with the Texas legislative process. • Experience and knowledge of USAS. • Experience preparing fiscal notes and analyzing legislation. • Experience researching and analyzing state statutes and/or the GAA. • Experience with Comptroller Fiscal policies and procedures. • SQL (Structure Query Language) or database experience. Substitutions One additional year of experience performing general financial and/or accounting functions, financial reporting, budgeting, or financial statement audit duties may substitute for thirty semester hours of educational requirement with a maximum substitution of 120 semester hours (four years). Licenses and Certifications N/A In this role you will: Accountant IV: • Monitors and reconciles 902 – Comptroller Fiscal (902) accounts across various systems for revenue collected by 902. Monitors fund cash accounts for compliance with legislative requirements. • Monitors and maintains 902 profiles in Uniform Statewide Accounting System (USAS) and other Comptroller financial systems. Prepares budgetary entries and other duties associated with 902. Assists other Comptroller divisions with processing of accounting transactions in USAS as they relate to the section. • Responsible for maintaining and establishing procedures for tasks related to the Statewide Fiscal Programs section and Agency 902. • Responsible for technical appropriation assistance, accounting research for items processed through 902. Provides detailed guidance on Comptroller policies and procedures. • Other duties assigned. Accountant V: • Responsibilities of an Accountant IV. • Prepares, reviews and processes revenue allocations and revenue sweeps for 902. • Assists in the interpretation of legislative provisions as they relate to 902, the General Appropriations Act (GAA) and new revenue. Responsible for technical appropriation assistance, accounting research for items processed through 902. Provides detailed guidance on Comptroller policies and procedures. • Other duties assigned.
