Job Description
The Scheduler III participate as integral member of an owner’s program and project controls team, being directly responsible for scheduling multiple, interdependent projects of a large scale ($100m+ in value). Work collaboratively with other elements of the owner’s team, including project managers, constructionmanagers, other controls discipline leads, and claims staff to monitor, report on, and negotiate issues onassigned projects. Review designer and contractor submitted schedules and perform analysis asneeded.
Provide owner with objective assessments of schedule delays (using Time Impact Analysis or othermeans), present summary and detailed findings to owner and/or third parties as needed. Engage indirect discussions with contractor, as needed, to understand basis of delay claims and support owner’sunderstanding of potential liabilities for the negotiation of appropriate settlements.
Essential Duties & Responsibilities:
Review project schedule submittals by Design and Contractor Teams
Perform independent analysis of submitted schedules for Owner, ensuring all schedule submittalmeet or exceed the requirements set forth by the contracts. These independent analyses include,but are not limited to the review of:
Preliminary schedules
Baseline schedules
Four week look ahead schedules
Monthly schedule updates and corresponding recovery schedules/time impact analysis/timeextension requests (as applicable)
As-Built Project Schedules
Facilitate coordination on interface issues between multiple projects
Ensure submitted schedules follow project code and activity code structure
Identify, understand and apply the relevant sections of the contract to each claim
Performs complex schedule analysis and assists in identification of risks, interdependencies acrossprojects, and claims management.
Assist with change order and claims disputes
Complete analyses of contractor’s delay claims and related time impact analyses within context ofthe contract documents and industry practice; examine the claim and actual schedule for later orearlier completion; identify related disruption, acceleration and recovery opportunities; andrecommend apportionment of the delay and/or acceleration and any additional associated costs inaccordance with applicable, accepted practices, such as AACE International issued RecommendedPractice No. 29 Forensic Schedule Analysis (RP 29)
Provide reports of analyses and briefing materials as required. Develop reports that effectivelycommunicate complex project sequencing and/or forensic assessments
As applicable to particular claims, provide observations on potential delay mitigation, relatedschedule issues, communicate to team and recommend alternatives, if any
Develops and implements KPI’s
Applies scheduling experience on large complex projects ($500+ million) throughout the project lifecycle, including planning, design and construction
Contribute to the advancement of goals through commitment to productive collaborationwith all stakeholder
Minimum Qualifications:
Bachelor’s degree in Engineering, Construction Management, or other related technical field required
10 years or more of scheduling experience with 5 plus years of reporting (milestones,interdependencies, etc.) in direct support of an active construction program covering multipleprojects and varying project delivery methods.
Direct forensic scheduling experience to support claims analysis on large-scale, complex heavy civil,vertical and horizontal projects (projects of at least $200M value and 3-years or greater duration)particularly for assessment of delay claims and potential owner’s liabilities
Experience with various delivery methods, including Design-Bid-Build, Design+CMAR and Design/Build
Demonstrated experience scheduling for multiple concurrent and interrelated projects
Ability to effectively communicate technical and schedule related information in oral and writtenform to non-expert audiences
Ability to work collaboratively with other subject matter experts and resources to support owner’sevaluation of claims
Demonstrated ability to understand technical and complicated construction program, contract andthe ability to communicate progress and findings to both technical and management-level personnel
Prior experience in aviation and large transportation projects, is highly desirable
Proven accuracy, reliability and completeness in job accomplishment
Requires advanced use of Oracle Primavera software (mastery of Primavera Project Planner Version6.0 or higher required), along with related software tools such as Schedule Analyzer, MicrosoftProject, Claims Digger, etc
Proficient in Microsoft Office Suite and Bluebeam
