JOB SUMMARY: The Engineering Project Manager uses engineering and project skills to define, develop, and execute the technical scope, project scope, timeline, resource plans, budgets and estimates, and corresponding deliverables necessary and sufficient to deliver project goals. The Engineering Project Manager works with the Project Team and Stakeholders to ensure technical and project tasks are identified, assigned, prioritized, and completed, with accuracy and in accordance with the project charter. The Engineering Project Manager works with Engineers, Operations, Maintenance, Contractors, Purchasing and Procurement, and external resources. The Engineering Project Manager reports to the Site Portfolio Manager. BASIC FUNCTION: The Engineering Project Manager plans, develops, executes, implements, and turns over to Operations, capital projects within the plant focusing on manufacturing reliability, process improvement & optimization. Project documentation, identifying equipment requirements and specifications, supporting plant modernization initiatives, supporting contract negotiations, as well as managing field execution, are primary functions day to day. This role provides technical direction project leadership for rotating equipment, piping, pressure vessels, utilities, process equipment, structural/mechanical systems, and related installations. The Engineering Project Manager ensures the work is practical, safe, maintainable and reliable, and aligned with plant standards and operational needs. The key work products are engineering packages suitable for procurement, manufacturing, assembly and logistics to site, construction work packages for field implementation, and project cost control including budgeting, estimating, forecasting, and change management. The Engineering Project Manager collaborates with cross-functional engineers who support projects as SMEs. The Engineering Project Manager is accountable for cross-functional engineers’ project tasks getting completed on-time, with accuracy and precision. Engineering Project Manager: Demonstrate proficiencies in all areas of process and project evaluation, including process design, fixed/mechanical equipment, instrumentation and control, project deliverables definition, development, and management, project estimating, budget development, the capital funding process, and project change management. Develop and support mechanical scopes of work, estimates, and project execution plans. Build and manage project schedules. Coordinate with Operations and Maintenance to ensure operability and maintainability of designs. Oversee/engineer assigned plant changes and perform engineering tasks on in-house projects. Advise on mechanical equipment specifications and plant modifications and repairs. Apply appropriate engineering standards in compliance with Federal/State codes and industry practice. Verify work meets design intent, codes, standards, and plant requirements. Review drawings, specifications, calculations, and vendor documents for mechanical systems. Lead design reviews, hazard reviews, and constructability reviews. Issue purchase requisitions and assist in the selection of equipment and vendors. Review and select major equipment vendors. Lead and manage equipment selection, procurement, installation, testing, and commissioning. Monitor and advise spare parts requirements and assist in planning plant turnaround activities. Maintain stakeholder engagement through technical progress reporting regarding capital project planning, development and execution, as well as project financial health. Coordinate contractors and internal stakeholders during field execution. Manage/oversee field coordination, RFIs, punch lists, and construction issue resolution. Assist with turnover documentation and asset handoff. Perform other duties assigned. Inspection: Working with the Mechanical Integrity Engineer, and while wearing appropriate PPE including hard hat, steel-toed boots and fire-resistant uniform, monitor and inspect mechanical equipment during outage opportunities and turnarounds, and initiate action for repair as necessary. Oversee owner/user program for the site. Inspect fabricated equipment at the vendor’s location to ensure compliance with project specifications and schedule. Travel: Up to 25% Travel may be required to support project requirements during manufacturing and supply of project equipment, as well as participating in off-site events like cross-site or corporate training. Qualifications QUALIFICATIONS: Bachelor’s degree in mechanical or chemical engineering, or related engineering field preferred. 3 to 10 years practicing project engineering and project management skills. Experience with mechanical systems in industrial or process environments; Nitrogen-based fertilizer industry is a plus. Working knowledge of piping, pumps, compressors, vessels, utilities, and mechanical installation practices; instrumentation & controls, and electrical power systems is a plus. Working knowledge and application of governing regulations, codes and standards relative to the petrochemical industry. Strong field coordination and technical problem-solving skills along with construction planning and field schedule development. Demonstrated engineering skills valuating technical competencies of contractors, suppliers, and vendors, as they relate to proposal and quotation evaluation during vendor selection. WORK ENVIRONMENT AND PHYSICAL DEMANDS: Willingness to work around dust, chemicals, high pressure, high temperature, loud noises, and running equipment. Ability to wear Personal Protective Equipment (PPE) in designated areas (fire retardant uniform, hard hat, safety glasses, gloves, steel-toed boots, and hearing protection). Must be able to lift at least 25 lbs. Special Attention: This position is safety and security sensitive in nature. This position deals with hazardous materials and/or industrial processes that can pose a risk to employees and the general public.
