Description

The candidate must reside within the following county(s) within Region 8: Bexar County or the direct surrounding areas. PRIMARY FUNCTION/RESPONSIBILTY Supervises the Permanency staff assigned to their unit. Promotes the well-being of children in the Permanency Services Program, participates in staff meetings and training and coordinates with staff from other agencies involved in providing Permanency services. Performs the following duties directly or through staff. The position interacts routinely with clients, judges, attorneys, children, school personnel and all other aspects of the community. Although this is classified as a Hybrid position, there will still be required traveling 95% of the time. ESSENTIAL DUTIES AND RESPONSIBILITIES Supervises Permanency staff assigned to the area. Provides administrative expertise as required. Ensures the accuracy, content, and completeness of child/family case files. Participates in the planning, programming, and budgeting of the Permanency Program. Participates in the development of short, intermediate, and long-range plans and goals for the Permanency Program. Participates in the development of Permanency Policies and Procedures. Maintains a close working relationship with public and private agencies and stakeholders involved in providing Permanency services/support. Assists in organizing program meetings. Conducts program orientation and on-the-job training of staff assigned to the unit. Provides information to the DFPS on all matters related to the child/family. Coordinates Permanency services and requirements with public and private agencies as well as all stakeholders. Coordinates community resources for the benefit of children/families served by the Permanency Program. Facilitates family preparation for Permanency through training, family to family mentoring, family assessment, consultations, home visits, etc. Ensures court reports are completed accurately and filed with the court in a timely manner. Ensures staff are prepared for testimony required. Ensures court orders are followed in service delivery. Provides follow-on support services when permanency is achieved. Provides crisis intervention, when required. Maintains the accuracy and content of case records. Compiles any required statistical data, completes reports and forwards it to appropriate agencies. Coordinates with Provider placement agencies and contractors on the delivery of services to children and families. Develops and implements procedures and controls to promote accurate and timely information flow. Ensures 24-hour on-call support is provided for caregivers. Provides crisis intervention as required. Refrains from assuming any duty that is unrelated to and/or interferes with the responsibilities of the position. Advocates, promotes, and practices cultural sensitivity and responsiveness in all day-to-day interactions. Develops, promotes, and practices teamwork in all activities. Provides services after normal working hours and on weekends when necessary. Promotes and demonstrates appropriate respect for cultural diversity among coworkers and all work-related contacts. Approves budget for their unit. Responsible for scheduling of staff and approving time off, to include approval of staff overtime. Travel is required for this position, up to 95% of the work week. Attends work regularly in accordance with agency leave policy. Perform other related duties as assigned. KNOWLEDGABLE Knowledge of child development. Knowledge of family dynamics. Skill in effective verbal and written communication. Skill in establishing and maintaining effective working relationships. Skill in problem solving techniques. Ability to operate a personal computer. Ability to travel and attend child and family visits as well as other work-related appointments and meetings after 5PM. Ability to be on call on a rotating basis and work irregular hours when necessary. Ability to work in an emotion-filled environment which may require conducting home visits in isolated or high crime areas and may involve exposure to substandard and unsanitary living conditions. QUALIFICATIONS Required: Bachelor’s degree from an accredited college or university in Child Welfare or related field. 4 years full time child placing experience. Exceptional written and verbal communication skills. Preferred: Master’s degree from an accredited college or university in Child Welfare or related field. 2 years’ supervisory experience in the administration of a Permanency Services program or the equivalent. Certifications/Licenses/Registrations: Valid Texas Driver’s License, good driving record, ability to provide own transportation and proof of current automobile insurance. Trainings/Licensure/Certifications as required by SJRC Texas/Belong. PHYSICAL/MENTAL REQUIREMENTS AND INFORMATION Body mobility to stoop, kneel, bend, reach, walk and walk briskly in order to interact with and monitor children. Stamina to work long days and drive long distances. Moderate to heavy lifting up to 60 pounds. Must have the ability to communicate both verbally and in writing. Environment requires dexterity to remain calm and adapt to fast paced and emotional environments consisting of children with moderate to severe emotional and psychological needs. Home-like settings with varying moderate to high degrees of background noise. Campuses are smoke-free, except on permitted campuses in designated areas. Possible injury when lifting or moving if employee fails to use proper body mechanics, or if proper techniques are not used.
