The role includes managing teams and projects, cultivating client relationships, and driving strategic growth.</p>\n<h2>Responsibilities</h2>\n<h3>Business Development</h3>\n<ul>\n <li>Identify, qualify, and develop new business and staff augmentation opportunities across DDOT, VDOT, and MDOT.</li>\n <li>Lead account planning, capture, and teaming (primes/subs), including call plans, competitive assessments, and win themes.</li>\n <li>Build and manage a 12–24-month pipeline; monitor RFP forecasts, attend industry days, and coordinate pre-RFP positioning.</li>\n <li>Partner with marketing/proposals to craft persuasive technical and management write-ups and compliant submittals.</li>\n <li>Maintain CRM hygiene (contacts, pursuits, stage gates, probabilities, next actions).</li>\n <li>Coordinate with recruiting to line up qualified engineering/technical talent for client staff-augmentation needs.</li>\n <li>Provide regular forecast, KPI, and capture status updates to leadership; model a customer-service mindset.</li>\n <li>Conduct market research and identify growth opportunities.</li>\n <li>Cultivate strategic partnerships and lead initiatives to expand market share.</li>\n <li>Develop and generate business with major state agencies and municipalities in the DMV region.</li>\n</ul>\n<h3>Operations</h3>\n<ul>\n <li>Lead and support construction management and engineering teams/projects, fostering a culture of high performance and continuous improvement.</li>\n <li>Manage all future work in the DMV region, including budgeting and strategic planning.</li>\n <li>Allocate resources to support operational and strategic initiatives.</li>\n <li>Ensure compliance with industry regulations and conduct regular audits.</li>\n <li>Communicate planning objectives and results to senior management.</li>\n <li>Oversee recruitment, daily workflow, and project plan approvals.</li>\n <li>Ensure projects are completed within budget and efficiently.</li>\n <li>Establish and implement strategic direction for engineering and development.</li>\n <li>Align departmental actions with company business plan and vision.</li>\n <li>Negotiate contracts and coordinate contractor work.</li>\n <li>Mentor staff as needed.</li>\n</ul>\n<h2>Qualifications</h2>\n<h3>Required Qualifications (Sr. Project Manager)</h3>\n<ul>\n <li>Bachelor’s degree in Civil Engineering or a closely related field.</li>\n <li>Minimum of 15 years of progressive experience in engineering management or project leadership.</li>\n <li>Minimum of 3 years of managing operations and business development in the industry.</li>\n <li>Proven experience working with DMV agencies such as DDOT, VDOT, or MDOT.</li>\n <li>Strong leadership, communication, and strategic planning skills.</li>\n <li>Demonstrated ability to manage budgets, teams, and complex projects.</li>\n</ul>\n<h3>Preferred Qualifications (Director)</h3>\n<ul>\n <li>Master’s degree in Engineering, Business Administration, or related discipline.</li>\n <li>Professional Engineer (PE) license in DC, MD, or VA.</li>\n <li>20+ years of experience in civil engineering/construction management industry.</li>\n <li>Minimum of 5 years of managing operations and business development in the industry.</li>\n <li>Experience in business development and client relationship management.</li>\n <li>Familiarity with DMV procurement processes.</li>\n <li>Experience mentoring engineering professionals and managing cross-functional teams.</li>\n <li>Knowledge of federal and state transportation and infrastructure regulations.</li>\n</ul>\n<h3>Compensation</h3>\n<p>Base salary range: $150,000–$200,000 annually with competitive bonus structure.
