SHIFT CHARGE ENGINEER Entity:  GEGL Position:  Shift Charge Engineer  - Terminal (Cryogenic Storage and NGL Loading Terminal) D ivision / Department:   Operations & Maintenance (OM)   /   Midstream (MID)   /   Gas Conditioning Plant (PGCP Location:  Prestea, Western Region, Ghana (West Africa) Report Directly to:  Operations Superintendent Subordinate:  Operations Engineer (1), Operations Mechanic (1) Designation Level:  Sectional Head OBJECTIVE:   The Shift Charge Engineer will be responsible for   maintaining   the safe, reliable, and efficient operation s   of the   gas processing   plant   by optimizing diverse processes to facilitate   the   proper   storage and distribution   of   n atural   g as   l iquids   to clients   while ensuring the highest standards of safety, environmental   responsibility,   operational efficiency   and excellence . KEY RESPONSIBILITIES: OPERATIONS & MAINTENANCE (OM) Support the Operations Superintendent to coordinate the proper transportation and storage of natural gas liquids supplies. Supervise  truck loading operations and  ensure that  all other  terminal  activities are conducted in adherence to safety and other applicable regulations. Assist the Operations Superintendent with the resolution of technical and operational issues: Investigation of operational incidents and development of corrective and preventive actions. Ensure that all issues and incidents are reported, investigated, and documented. Log all relevant information into the CMMS. For all activities that require a permit to work, prepare the supporting documentation. Perform control room operations with regards to switching and isolation processes. Oversee daily readings . Perform routine equipment inspections to detect abnormal conditions. Support and  comply with  all process safety management and risk management plan practices (EIS, PSM, MOC, etc.): Keep plant hazard analysis current and display thorough knowledge of  possible hazards  and associated safeguards. Maintain required regulatory documentation. Work to achieve our goal of "Zero Accidents". Support the Reliability Team to execute predictive and preventive maintenance to  eliminate  catastrophic failures and unplanned maintenance. Maintain   an  accurate  record of process data, equipment performance, and maintenance activities. Participate in  hazard and risk assessments, including HAZOP (Hazard and Operability)  reviews . PROCUREMENT & LOGISTICS Assist the Operations Superintendent in providing the necessary input and specifications for all Purchase & Service Order Agreements related to operations consumables. Assist the Operations Superintendent in planning and securing the acquisition of materials and services  required  for the operation of the plant. Assist the Operations Superintendent in  monitor ing, scheduling, and  dispatching of  gas mobile trucks. ORGANIZATIONAL DEVELOPMENT Propose training and development  program  for staff in line with technical and business needs. Carry out performance appraisals and development plans with subordinate staff. Coordinate the rotational schedule (on and off duty) of subordinate staff. QUALIFICATIONS: BSc  in Petroleum, Chemical, Mechanical, Electrical ,  Petrochemical Engineering or  any  other related engineering disciplines. KNOWLEDGE & EXPERIENCE: A minimum of 4+ years of experience  in midstream and downstream management, distribution, and operations. Prior experience in gas industrial operations  and distribution (storage tanks, loading and unloading systems ,  etc.). Familiarity with regulatory requirements for  operating  plants, including Process Safety Management, OSHA regulations, EPA regulations, EEOC guidelines, and other federal and local requirements. Familiarity with Instrumentation and Industrial Automation, Supervision Systems (SCADA and HMI), PLC-PAC programming, and industrial networks. COMPETENCIES: Proactivity: Ability to define complex technical problems and develop a range of solutions in differing situations. Ability to manage technical issues in a continually changing business environment. Flexibility: Ability to  operate  flexible work practices to achieve  optimum  results. Good Communications: Consistently communicate. Be a good listener and negotiator. Work Diligently: Manage multiple projects and deliver  in a timely manner . Training and Development: Accountable for self-development, training, and development of subordinates. Optimization: Navigate complexities and uncertainties, and drive efficiency by  use of  technology. Organizational Skills: Excellent planning, organizational and time management skills, and ability to coordinate activities across a wide range of disciplines.
