Job Summary: The Environmental Technician I – III supports the City’s stormwater quality and environmental compliance programs through inspections, water quality monitoring, regulatory compliance, public outreach, and emergency response activities. Positions within this series perform progressively responsible technical and field work related to stormwater management, Municipal Separate Storm Sewer System (MS4) permit compliance, Colorado Discharge Permit System (CDPS) requirements, illicit discharge investigations, erosion and sediment control, and environmental protection initiatives. Depending on qualifications and experience, candidates may be considered for Environmental Technician I, II, or III. Experience, Education, and Skills: Minimum Requirements: Environmental Technician I High school diploma or GED required. 0–2 years of experience in environmental, construction, stormwater, or field-based work. Environmental Technician II Associate’s degree in Environmental Science, Biology, Construction Management, Public Works, or related field. 2–4 years of experience in environmental compliance, stormwater inspections, construction inspection, or related field. Environmental Technician III Bachelor’s degree in Environmental Science, Construction Management, Water Quality, Watershed Management, or related field. Four (4) to six (6) years of experience in stormwater inspections, erosion and sediment control, illicit discharge response, environmental compliance, or related field. CPESC and/or CISEC certification required. OR Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job, AND Possession of a valid driver’s license. Preferred: Experience with MS4 and CDPS permit compliance. Erosion and Sediment Control Certification (CESCL or equivalent). Stormwater Inspector Certification. Experience in municipal government or public works operations. GIS coursework, certification, or experience. Experience with infrastructure installation oversight and construction inspections. Bilingual (English/Spanish). Knowledge, Skills, and Abilities: Knowledge of stormwater systems, erosion and sediment control practices, and environmental compliance principles. Ability to interpret plans, specifications, permits, and regulatory requirements. Ability to conduct inspections, prepare reports, and maintain accurate documentation. Strong communication, customer service, and problem-solving skills. Ability to work independently and collaboratively in both field and office environments. Ability to respond effectively during emergency situations and severe weather events. Essential Functions: Stormwater Inspections & Compliance Conduct or assist with inspections of commercial, industrial, residential, linear, and capital improvement construction projects to verify compliance with approved Stormwater Management Plans (SWMPs), design drawings, and MS4/CDPS permit requirements. Inspect erosion and sediment control measures, permanent stormwater Best Management Practices (BMPs), and municipal facilities under the Pollution Prevention and Good Housekeeping Program. Perform inspections of stormwater infrastructure including manholes, pipes, culverts, ditches, detention ponds, bridges, and related systems. Assist with final acceptance, substantial completion, and warranty inspections. Enforcement & Regulatory Support Identify, document, and address noncompliance with stormwater regulations and permit requirements. Prepare notices of violation, inspection reports, correspondence, and technical documentation. Educate contractors, developers, consultants, businesses, and the public regarding City, state, and federal stormwater regulations and compliance expectations. Support or lead enforcement activities, illicit discharge investigations, and corrective actions depending on level of assignment. Water Quality & Environmental Programs Conduct water quality sampling and field evaluations using established procedures. Support or lead stormwater quality projects, pollution prevention activities, post-flood assessments, and illicit discharge response efforts. Assist with mosquito complaint investigations and environmental field observations. Support outreach and public education activities related to water quality, stormwater pollution prevention, and environmental compliance. Plan Review & Coordination Coordinate with Engineering, Development Review, Building Inspection, Stormwater Maintenance, Water Conservation, and Community Development divisions regarding permits, plan reviews, inspections, and compliance activities. Review and verify infrastructure installation for conformance with approved plans, specifications, standards, and stormwater requirements. Assist with development and maintenance of stormwater program procedures, standards, reports, and documentation. Emergency Response & Public Service Respond to drainage complaints, citizen inquiries, and stormwater-related concerns. Assist with preparation for and response to flooding, severe weather, and emergency events impacting public safety or property. Coordinate with contractors, vendors, consultants, and internal departments regarding program operations and compliance activities. Leadership & Advanced Technical Support (Environmental Technician III) Serve as a technical resource and provide guidance to lower-level staff regarding inspections, stormwater BMPs, infrastructure installation, and regulatory compliance. Assist with program development, technical writing, procedure updates, and staff training. Serve as backup to the Stormwater Quality Administrator as assigned. Perform other duties as assigned. Employees may be expected to walk or drive short distances to attend meetings, trainings, or perform work at other city buildings or partner sites. Work Environment: This position involves a combination of office work and fieldwork. Estimated 40% of the time is spent in an office environment, and 60% is spent at field sites or project locations. Office Environment: A standard office environment, which involves working at a desk or workstation for extended periods. The noise level is generally low to moderate, consistent with a typical office setting. Field Environment: Fieldwork may involve exposure to outdoor weather conditions, including heat, cold, rain, or snow. Work may take place on uneven or rough terrain, near construction sites, traffic or work zones, or in environments with moving machinery and equipment. Noise levels in the field can range from moderate to loud, depending on the project site. Work may require occasional attendance at meetings outside of normal business hours. Must follow all City safety policies and wear appropriate personal protective equipment (PPE) as required. Endurance: Ability to sustain focus and attention necessary for extended periods of data analysis, planning, and reporting. Vision and Hearing: Sufficient visual acuity to read printed and digital materials, view computer screens, and interpret maps or diagrams. Adequate hearing to participate in verbal conversations, meetings, and virtual communications. Sufficient visual and auditory acuity to assess field conditions, monitor safety hazards, and communicate effectively in potentially noisy environments.
