The Governance Global Department helps countries build capable, effective, accountable, transparent, and inclusive institutions that deliver citizen-centric services, support private-sector development, and strengthen trust in government. It also provides fiduciary support to World Bank operations. The department brings together expertise in public financial management, tax administration, public management, regulatory policy, transparency and anticorruption, digital governance, law and development, performance management, monitoring and evaluation, and social accountability. It applies a problem-driven approach that combines global comparative knowledge with a strong understanding of institutional contexts. In response to growing demand, the agenda is being scaled up and organized around three global units: public institutions capacity and effectiveness, public administration, and public finance management and procurement. Together, these units aim to advance global knowledge and support country and sector teams in addressing critical governance challenges. The Institutional Capacity and Effectiveness Unit (WKPGI) focuses on cross-cutting functions and innovations to improve how public institutions work, using data and analytics. The unit strengthens the Institutions data and analytics agenda and provides strategic support for cross-cutting governance engagements, with an emphasis on evidence to improve institutional performance. WKPGIs work program includes: (i) global trends in governance; (ii) country-level data and analytics to assess core government functions; and (iii) institutional capacity reviews. DUTIES AND RESPONSIBILITIES WKPGI is seeking to hire an Extended-Term Consultant to support the development of a new set of global indicators on the institutional capacity of public institutions. These indicators will measure how institutions function and will provide actionable recommendations to improve capacity. Institutional capacity is the ability of public institutions to implement their mandates, policies, or projects. Essential to institutional capacity are the core functions of government (including public financial management and public human resource management) and service delivery. The Extended-Term Consultant will provide technical support to the team. Key responsibilities will include: • Substantially contribute to the development of methodologies and tools for analyzing public institutions, drawing on the existing literature and applying a range of data-analysis methods; • Manage databases (e.g., harmonize survey data and integrate secondary data sources); • Prepare dashboards, graphs, and short analytical products based on GOV GP and other relevant datasets; and • Work with team members and TTLs to contribute to selected outputs (e.g., policy notes, reports, and PowerPoint presentations).
