Job Summary
The City of Greeley is seeking a Civil Engineer to support the review and coordination of new development projects. The primary responsibilities of this position include reviewing development construction documents, evaluating public infrastructure systems for design quality and compliance with City of Greeley design criteria, construction specifications, ordinances, and policies, and coordinating with City departments during permitting and construction.
Additional responsibilities include coordinating final project deliverables such as construction plans, engineering reports, subdivision plats, and development agreements; processing development-related permits (e.g., grading, infrastructure, and building permits); reviewing easements and subdivision plats; assisting with the drafting and coordination of development agreements; resolving construction-related issues; conducting final drainage inspections; coordinating project punch lists; and participating in or leading project-related meetings.
This position operates within a case management structure alongside a Planner and is supported by administrative and inspection staff.
Experience, Education, and Skills
Minimum Requirements
Civil Engineer I
Bachelor’s degree in Civil, Environmental or a closely related field.
Zero (0) to two (2) years of experience in civil engineering plan preparation, plan review, development engineering, or capital improvement projects.
Engineer-in-Training (EIT) certification required within one (1) year of hire.
Experience with civil engineering principles and practices, particularly related to the design and construction of streets, water systems, sanitary sewer systems, and stormwater drainage. Civil Engineer II
Meets all requirements for Engineer I. Two (2) to four (4) years of experience in civil engineering plan preparation, plan review, development engineering, or capital improvement projects.
Engineer-in-Training (EIT) certification required. Colorado Professional Engineer (PE) license required within one (1) year of hire.
Preferred:
Master’s degree in a relevant field. Professional Engineer (PE) licensure (preferred for Engineer I; encouraged for Engineer II prior to hire). Experience with GIS, AutoCAD Civil 3D, hydraulic modeling (InfoWater software), and ArcGIS Pro. Experience reviewing private development projects for compliance with municipal design criteria, construction specifications, and local ordinances. Experience coordinating with planning, building, public works/utilities, and inspection teams during permitting and construction. Experience interpreting and reviewing subdivision plats, easements, and development-related legal/technical documents.
Knowledge, Skills and Abilities
Knowledge of civil engineering principles and practices related to the design and construction of streets, water distribution systems, sanitary sewer systems, and stormwater drainage systems. Knowledge of construction materials, construction methods, and industry standards applicable to municipal public infrastructure. Knowledge of development review and permitting processes, including plan review workflows and interdisciplinary coordination. Knowledge of interpreting and reviewing construction drawings, specifications, subdivision plats, easements, and technical engineering reports. Skill in technical analysis and research; evaluating engineering design alternatives; and identifying constructability, compliance, and coordination issues. Skill in producing clear, concise written review comments, including redlines and documentation of required revisions. Skill in using common computer applications (spreadsheets, databases, word processing) and engineering-related software such as CADD, GIS, hydraulic analysis programs, water modeling software, and stormwater hydrology/hydraulic modeling tools. Ability to communicate technical information effectively and professionally with developers, consultants, contractors, City staff, property owners, and the public in person, by phone, and in writing. Ability to manage multiple development cases/projects simultaneously, organize competing priorities, and meet deadlines in a customer-focused environment. Ability to collaborate across departments and maintain effective working relationships to resolve issues during permitting and construction. Ability to interpret and apply City design criteria, construction specifications, ordinances, policies, and engineering standards to development plans and permits. Ability to conduct or support field inspections, identify deficiencies, and document findings to support compliance and project closeout activities. Travel
Category A-Standard Local Travel: This position requires occasional local travel within the County. Employees may be expected to walk or drive short distances to attend meetings, trainings, or perform work at other city buildings or partner sites.
Essential Functions
Coordinate the review of construction drawings, as-built drawings, subdivision plats, development agreements, easement documents, hydraulic reports, drainage reports, geotechnical reports, pavement design reports, and traffic impact studies associated with new development projects. Perform technical analysis and research; develop and evaluate engineering design alternatives; and prepare clear, concise review comments and redlined documents. Provide technical guidance and respond to requests for information from City departments, developers, consultants, contractors, and the public regarding development-related engineering requirements. Review building and public works permits for consistency with approved plans and perform field inspections. Assist in the development and periodic update of City ordinances, design criteria, and engineering standards. Collaborate effectively with developers, engineers, contractors, City staff, property owners, and the general public.

Work Environment and Physical Requirements
Work Environment
Work location is a combination of hybrid office and field, sometimes in formal settings; office work involves sitting while talking on the telephone; working on the computer or reviewing or checking drawings at a table. Field work involves standing and walking in a construction zone with heavy equipment being used. Safety equipment such hard hat, reflective safety vest, hard toe boots, and safety glasses are used as needed. Exposure to all weather conditions and various types of noise when on project sites. Ability to work extended hours in the evening. Frequent public contact by telephone and in person. Frequent interaction with office and field staff, sometimes facing adverse or confrontational situations with internal/external customers. Environment is safe to having marginal to moderate hazards that are typically predictable or well protected against. Employee is subject to working alone, with groups; frequently participates in meetings. May be required to drive personal vehicle for business purposes. Physical Requirements
Mobility to inspect work sites for compliance with plans and specifications and move over rough, uneven, or rocky surfaces. Ability to complete extensive work performed on a computer and maintain arms and hands in the same position for repetitive tasks. Frequent standing or walking and working with light objects and light hand tools. Frequent lifting and/or moving up to 10 pounds and occasionally lifting and/or moving up to 25 pounds. Occasional light to moderate physical effort that includes stooping, crouching, kneeling, crawling, and climbing. Manual dexterity to operate computer equipment and vehicles; to accurately input, retrieve and verify work assignments; and use hands to finger, handle, or feel and reach with hands and arms. Vision enough to interpret written documents, engineering drawings, and inspect work projects. Communication skills to adequately convey information to contractors, property owners, other personnel, and the general public.
