This position is part of the team that provides services necessary for human health, economic stability, and overall societal well-being. At the core of the mission of providing these services includes commitment to providing excellent customer service to our citizens, business partners, regulatory agencies, and other county divisions. MAJOR FUNCTION This professional position involves engineering work in the planning, development, and management of water, wastewater, and reclaimed water systems capacity. Key duties include integrating capacity and development information with GIS and hydraulic analysis programs, creating technical reports, and reviewing development plans for the Utilities Division. ILLUSTRATIVE DUTIES Development Review & Coordination • Reviews development projects through the County’s development review process to ensure compliance with Land Development Code, Utilities Code, and applicable regulations. • Coordinates with County departments, consulting engineers, developers, contractors, and other utility providers regarding water, wastewater, and reclaimed water capacity requirements. • Participates in meetings with the Land Development Division, Building Division, and development representatives to facilitate efficient project review and coordination. Capacity Planning & Technical Analysis • Tracks utility capacity commitments and allocations for development projects and coordinates with regulatory agencies regarding available system capacity. • Assists in preparation of the Utility Capacity Summary Report and evaluation of water and wastewater demand projections. • Updates and analyzes hydraulic models (WaterCAD/WaterGEMS) to assess development impacts on system capacity. • Assists with connection fee calculations and analysis of system capacity availability. Permitting & Compliance • Assists with permit renewals, regulatory compliance reviews, and field inspections of facilities. • Reviews analytical and operational data to ensure compliance with regulatory standards. Project Management • May serve as project manager for consultants supporting capacity planning and compliance projects. • Coordinates project activities and monitors progress of assigned projects or studies. General Duties • Attends meetings, conferences, and training sessions as required. • Performs related duties as assigned. KNOWLEDGE, ABILITIES AND SKILLS Knowledge of: • Land development processes, utility infrastructure planning, and zoning principles. • Civil engineering plans, construction drawings, specifications, and aerial imagery interpretation. • Utility capacity planning, water and wastewater systems, and regulatory permitting requirements. • Applicable laws, regulations, codes, and ordinances governing utility development and permitting. Skills in: • Analyzing technical data, maps, plans, and records to support infrastructure planning and development review. • Using GIS, hydraulic modeling software, and related tools for data analysis, modeling, and reporting. • Preparing reports, technical documentation, and project-related records. Ability to: • Manage multiple development review projects and coordinate with internal and external stakeholders. • Exercise independent judgment in evaluating development impacts on utility infrastructure. • Communicate effectively both verbally and in writing with staff, officials, developers, and the public. • Conduct field inspections and perform work in both office and field environments. Physical Requirements • Ability to stand and walk for extended periods and navigate uneven or wet terrain. • Ability to bend, crouch, kneel, and climb stairs during site inspections. • Ability to lift or move equipment or materials weighing up to 30 pounds regularly and up to 50 pounds occasionally. MINIMUM QUALIFICATIONS Graduate of an accredited four-year college or university with course work in civil or environmental engineering, public administration, business management, and physical or natural sciences or related environmental science fields. Four (4) years of experience in development coordination, utilities engineering, utilities administration, utilities compliance, utilities maintenance and/or utilities construction. Must have a valid driver's license and be able to secure a valid Florida driver's license within 30 days of employment. A comparable amount of related training and experience may be substituted for the minimum qualifications. SPECIAL PREFERENCE Able to develop and/or maintain hydraulic models of the county’s water, wastewater, and reclaimed water systems with the modeling software currently in use by the Utilities Division. Currently used programs: WaterGEMS and SewerGEMS. All employees will be required to work before, during, or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location and work schedule to fit the needs of the County and its residents.
